Welty Recording Secretary * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION Minutes of October 19, 1961 The meeting was called to order at 8:10 p.m., Chairman Kelley presiding. Members present: Martin, Miles, Pershing, Rice, Kelley Romans, Ex-officio Members absent: Hill I. APPROVAL OF MINUTES The Minutes of Octo ber 5, 1961, were approved as presented. II. R-3-C AMENDMENT CASE #19-61E October 5, 1961 September 25, 1961 September 21, 1961 August 24, 1961 August 10, 1961 Mrs. Romans gave a brief review of the case, in which she stated a great deal of research had been done by the staff. Ordinances from other munieipalities in the state, as well as from the entire country, had been studied, and portions of them drafted to the three sample ordinances presented to the Commission for their consideration. Mr. Kelley requested that Mrs. Romans read the Inter-Office Memo she had submitted to the Commission. Mrs. Romans pointed out that none of the three proposed ordinanees were specifically de- signed f or Senior Citizens. Also pointed out in the memo was the following three-point test for desirability of a proposed land-use: 1. Is the proposed land-use compatible with surrounding land-use? 2. Are community facilities adequate to serve the proposed land-use? 3. Would the proposed land-use 1pay ,a fair share of the cost of public facilities and services which it will require? It was stated by Mr. Kelley for the benefit of the audience that the Commission had no power to make changes; only to make recommendations to City Council. Mr. Kelley asked if proper publication of this public hearing had been made. Mrs. Romans read the public notice fr om the Englewood Herald, which was published on September 28, 1961. I I Miles moved: Rice seconded : That the hearing be opened. The motion carried unanimously. Mr. Kelley stated there were four steps to consider in the hearing. They were: 1. Should we have high-rise buildings in Englewood. 2. Should they be permitted in any R-3 zone. 3. Should they be located in a certain area. 4. Should we consider an amendment, and what types of restrictions should it have. Mr. Joe Hartshorn 3398 South Grant -stated he was in favor o f extra height where it was feasible. He felt a good place was at 3398 South Grant. Mr. Gratts 4395 South Broadway -stated he felt they should be permitted in any R-3 zone. Also, that the height not be restrictecl so long as a11 the requirements are met. Page 598 Mrs. Romans presented a sample ordinance prepared by Larry Hazzard. He stated his ordinance is based upon a mathematical approach and illustrated his sample application. He further pointed out that the front yard set-back was set constantly at 10' to emphasize rear parking. Mr. Berland asked if it provided adequate parking for the number of units that might be placed on a lot 125' x 125' and would it be practical from cost? Mr. Hazzard stated that would have to be answered by a builder. Mr. Gratts stated he didn't feel the intent of the proposal was to provide parking; rather to provide open space. He stated parking could be put below, or on an adjacent lot. Discussion followed. Mr. Pershing asked how a fire truck could reach the building from the alley if they had as much set-back as Mr. Hazzard's sample application, or if they had the area screened. Mr. Rice stated he understood the building would have to be self-sustaining, and meet the requirements set forth in the Building Code for Type I construction. Discussion followed. Mrs. Romans then presented an ordinance making use of the bulk tent provisions set forth by Denver, but adapted to a minimum of 100' frontage. Parking with 1.5 spaces per unit would be required. Mr. Berland asked if it was practical to have 1.5 parking spaces per unit from cost standpoint? Mrs. Romans stated from the standpoint of the Commission and the City it was practical to pro- vide off-street parking. It would alleviate congestion of traffic on the city streets. Mr. Berland asked if it was wise to work the parking requirements into a proposed ordinance, considering the difficulties that Denver has had with such requirements. Mr. Mendel asked what the ratio in Denver was for parking for high-rise. It was pointed out that at this time Denver is not enforcing their off-street parking requirements. Mrs. Romans presnted the third proposed ordinance which made use of unobstructed open space. The front and rear yard set-backs remained constant, and only the side yard set- backs changed. Discussion followed. Mr. Hartshorn felt the ordinance should be based on 50, 100, or 150 foot frontage, rather than 125 feet. He felt the minimum frontage for a 50 foot apartment house should be 100'. Mr. Gratts stated he felt the system worked out by Mr. Hazzard merited further study. He felt it was more restrictive than Denver's ordinance, but that it wouldn't give architects or builders any trouble. Miles moved: Martin seconded: That the hearing be closed. The motion carried unanimously. Mr. Kelley stated the decision was up to the Commission whether they wanted a high-rise zone; if they wanted it worked into R-3-A or R-3-B; or, if a new classification should be created. Rice moved: Martin seconded: That the matter be tabled for further study. The motion carried unanimously. Mrs. Romans asked if she should refer to other Planning Offices for consideration and comment, the proposal as designed by Mr. Hazard. Discussion followed. Mr. Kelley stated there had been quite a bit of time spent on this particular project, and he didn't feel that it would hurt to have the opinion of others on this. Mr. Hazzard brought out the following questions for consideration: 1. Should parking be provided on the principal building lot? 2. Should parking be on an adjacent lot? 3. Should parking be to gross area ratio? 4. Is parking a prime consideration in this? Mr. Martin stated he felt parking was a necessary factor, and that any trouble Denver has had should not stop us. Discussion followed. Mr. Martin was excused from the meeting. A recess was called at 10:15 p.m. The meeting was called to order at 10:30 p.m. III. RARITAN INDUSTRIAL PARK CASE #21-61A October 5, 1961 A preliminary plat of a proposed subdivision, Raritan Industrial Park, was presented to the Commission. It was stated that the proposed subdivision was a five acre tract owned by Mr. and Mrs. Sopher, and drawn up by Meurer-Serafini-Meurer. The area is bounded on the north by West Iliff, by South Raritan on the east, by West Caspian Place on the south, and by South Tejon on the west. I I I I I i I Page 599 Mrs. Romans stated a 16' easement had ~~en provided, but she wondered if it would be more desirable to have an alley. She pointed out that in an Industrial Zone, a 20' alley is the minimum width. Discussion f ollowed. Pershing moved: Rice seconded: That the preliminary plat of Raritan Industrial Park be received and referred to the proper Department Heads and Companies for consideration. The motion carried unanimously. IV. CARMEL · PARK · CASE #22-61 The Planning Commission was presented with a preliminary plat of a proposed subdivision, bounded on the north by West Grand Avenue, on the east by South Acoma Street, on t he south by West Belleview Avenue, and on the west by South Cherokee Street. It was pointed out that there was a portion of Acoma Street that had not been dedicated; and there was a lane for access through the center of the property that had been dedicated. If this lane were to be vacated, the developers would in turn dedicate the rest of Acoma Street. Discussion followed. Miles moved: Rice seconded: That the preliminary plat of the proposed subdivision, Carmel Park, be received and referred to the proper Department Heads and Companies for consideration. The motion carried unanimously. V. JENSEN SUBDIVISION CASE #20-61C September 21, 1961 August 10 , 1961 July 20, 1961 Mrs. Romans stated the preliminary plats had been referred to the Department Heads and Companies; they were now back in the Planning Office with the comments and corrections sub- mitted . Additional easements were required by Colorado Central Power Company, and Mountain States Telephone and .Telegraph Company. The one foot reservation imposed in the Reece Subdivision will have to be nullified by legal instrument. Rice moved: Pershing seconded: That the preliminary plats of Jensen Subdivision be referred to Mr. Jensen for · corrections. The motion carried unanimously. Mr. Miles was excused from the meeting. VI. OLD BUSINESS Mrs. Romans stated there had been further contact to her office by residents of the Gordon Tract; and that she would continue to work with the residents of the area in an ef f ort to come up with a solution that would be satisfactory to all. Mrs. Frantz, from the Pleasant View Lane area, had also contacted Mrs. Romans on the pro- posed subdivision Mr. Walden wanted. Mrs. Romans stated that she told Mrs. Frantz it was the feeling of the Commission that the entire area should be considered at once. Mrs. Frantz also asked if the Planning Commission could instigate a rezoning of this area to a zone classification they felt would be .appropriate. VII. NEW BUSINESS Mrs. Romans gave a brie f review of the land use study the staff has been working on. They will obtain assessments, uses, and conditions of the property; all to be listed on a large overlay. The meeting adjourned at 11:10 p.m. Respectfully submitted, Gertrude G.
