She pointed out that in an Industrial Zone, a 20' alley is the minimum width. Discussion f ollowed. Pershing moved: Rice seconded: That the preliminary plat of Raritan Industrial Park be received and referred to the proper Department Heads and Companies for consideration. The motion carried unanimously. IV. CARMEL · PARK · CASE #22-61 The Planning Commission was presented with a preliminary plat of a proposed subdivision, bounded on the north by West Grand Avenue, on the east by South Acoma Street, on t he south by West Belleview Avenue, and on the west by South Cherokee Street. It was pointed out that there was a portion of Acoma Street that had not been dedicated; and there was a lane for access through the center of the property that had been dedicated. If this lane were to be vacated, the developers would in turn dedicate the rest of Acoma Street. Discussion followed. Miles moved: Rice seconded: That the preliminary plat of the proposed subdivision, Carmel Park, be received and referred to the proper Department Heads and Companies for consideration. The motion carried unanimously. V. JENSEN SUBDIVISION CASE #20-61C September 21, 1961 August 10 , 1961 July 20, 1961 Mrs. Romans stated the preliminary plats had been referred to the Department Heads and Companies; they were now back in the Planning Office with the comments and corrections sub- mitted . Additional easements were required by Colorado Central Power Company, and Mountain States Telephone and .Telegraph Company. The one foot reservation imposed in the Reece Subdivision will have to be nullified by legal instrument. Rice moved: Pershing seconded: That the preliminary plats of Jensen Subdivision be referred to Mr. Jensen for · corrections. The motion carried unanimously. Mr. Miles was excused from the meeting. VI. OLD BUSINESS Mrs. Romans stated there had been further contact to her office by residents of the Gordon Tract; and that she would continue to work with the residents of the area in an ef f ort to come up with a solution that would be satisfactory to all. Mrs. Frantz, from the Pleasant View Lane area, had also contacted Mrs. Romans on the pro- posed subdivision Mr. Walden wanted. Mrs. Romans stated that she told Mrs. Frantz it was the feeling of the Commission that the entire area should be considered at once. Mrs. Frantz also asked if the Planning Commission could instigate a rezoning of this area to a zone classification they felt would be .appropriate. VII. NEW BUSINESS Mrs. Romans gave a brie f review of the land use study the staff has been working on. Welty Recording Secretary * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION Minutes of November 9, 1961 The meeting was called to order at 8:20 P.M., Chairman Kelley presiding. Members present: Hill, Martin , Miles, Pershing, Rice, Kelley Romans, Ex-officio Members absent: None Also present: Councilman Brownewell, ICRPC Representative McLucas. Page 600 I. I.C.R.P.C. METRO GROWTH PLAN Mr. McLucas stated that ICRPC had two objectives in view with the Metro Growth Plan. First, to discuss with Planning Commissions the picture of the regional plan as developed to this point, and secondly, to ask that the various metropolitan Planning Commissions adopt the plan. It was the aim of ICRPC to have a plan to which all the districts in the metropolitan area could adhere, and to have unity throughout the area. Mr. McLucas pointed out that any proposals which were submitted to ICRPC for review and recommendation were in turn delegated to the Development Review Board for their review. They are referred back to the Planning Commission, and if ICRPC has ruled unfavorably upon the proposal, a 2 /3 vote of the local Planning Commission is required to override ICRPC's decision. Mr. Hill asked if the Commission was limited in the size of their referral. Mr. McLucas replied that according to State Statute, anything concerning over 40 acres of residential or 20 acres of commercial must be referred to ICRPC; however, ICRPC has placed no limit. He did state that the Master Plan and any change in the Zoning Ordinance should be reviewed by ICRPC; also, that before any changes are submitted, the regional plan as a whole should be adopted. Mr. McLucas explained the Community Develo~ment Areas, and indicated that on the map of Englewood, the part of the city west of Santa Fe was · not included in the CDA, but the Cherry Hills area was. He stated that this map did not represent zoning or general land use; but did indicate the amount of land to be needed by this type of development with an ultimate population of 50,000. Mr. McLucas pointed out three major factors for consideration: Drainage, Density, Major Services. He stated that his office was working on a possible answer to flood control; also they were working on a mixed structure zone which could be applied to existing residential developments or to vacant land. Discussion followed. Mr. McLucas pointed out that the Metro Growth Plan was changeable and flexible. Mr. McLucas read the following certification and resolution prepared by ICRPC: "CERTIFICATION In accordance with Section 8, Article 2, Chapter 106, Colorado Revised Statutes of 1953 as amended, the INTER-COUNTY REGIONAL PLANNING COMMISSION hereby certifies to the Englewood Planning Commission the Regional Plan of the Denver Metropolitan Area, embodied in tpe publication entitled METRO GROWTH PLAN (Master Plan Report No. 16). Adoption of the Plan is requested. It is the understanding of the Regional Planning Commission that adoption of the Regional Plan will mean that the adopting Commission will consider the Regional Plan as a guide in making local plans, and that the adopting Commission will give particular attention to that portion of the Regional Plan which directly affects the territory under the Commission's jurisdiction and to the relationship of that portion to the balance of the Regional Plan. Such adoption will not however in any way limit the authority of the adopting Commission as set forth in city or county ordinances, resolutions, or regulations, or in state law, with respect to planning, zoning, subdivision control, or any other function. /s/ George Nez /s / Varian L. Ashbaugh Executive Director Chairman September 5, 1961 /s / Robert Wright Date Secretary-Treasurer RESOLUTION In accordance with Section 8, Article 2, Chapter 106, Colorado Revised Statutes of 1953 as amended, the Englewood Planning Commission hereby adopts the Regional Plan of the Denver Metropolitan Area, embodied in the publication entitled METRO GROWTH PLAN (Master Plan Report No. 16) of the INTER-COUNTY REGIONAL PLANNING COMMISSION. In so adopting the Plan, this Commission consurs with the understanding of the Regional Planning Commission as set forth in its certification of the Plan dated September 5, 1961. Secretary Chairman Date" He emphasized that this would not conflict with the present zoning or any proposed zoning in Englewood or any other community. It was only to continue the system of referral of any proposal for development. Councilman Brownewell inquired as to the Council treatment of a metter on which both ICRPC and the local Planning Commission agree, but Council did not. What would the vote need to be to override the recommendation of ICRPC. It was pointed out that it takes 2 /3 vote of Council to override a recommendation of the Planning Commission presently, thus it would still require a 2 /3 vote of Council to override the recommendation. APPROVAL OF MIN1J'IES The Minutes of October 19, 1961, meeting were approved as printed. - -- - ---~ III. MEMO FROM ARAPAHOE COUNTY The Planning Director read a memo from Lee Woolsey, Arapahoe County Planning Director, concerning zoning south of Belleview in the Brookridge Heights area. She also displayed a plan of this area for the Commission's information. Mr. Kelley asked what authority the Englewood Planning Commission had in this situation; and whether or not Englewood is obligated to give an opinion in such matters. Mrs. Romans stated she knew ' of no obliga- tion, but did feel that the multi-family zoning proposed in the area would have a definite effect upon Englewood as the main traffic to and fr om the area would be on Broadway or Logan. Chairman Kelley requested Mrs. Romans to see if there was an existing agreement on such matters between Englewood and other cities and the county. IV. ENGLEWOOD UNLIMITED Mrs. Romans informed the Commission members the date for the proposed meeting with City Council, Englewood Unlimited, and the State Highway Department had been moved to November 27, 1961. She stated she had contacted interested members of Englewood Unlimited and the State Highway Department, and the date was satisfactory to them. The Planning Commission members indicated the change would be satisfactory to them also. V. OLD BUSINESS A. Franzmann-Folkerts Mrs. Romans stated that she, Mr. Rust, Mr. Jones, Mr. Hammers, Mr. Folkerts, and Don Franzmann met November 2, 1961 to discuss the situation in the 3200 block South Huron. Mr. Don Franzmann and Mr. Hammers stated that they intended to purchase Mr. Folkerts' property to develop it themselves. On the morning of November 3, 1961, Mrs. Romans received a phone call from Mr. Hammers stating that Mr. Folkerts had sold his property to someone else. B. Gordon Tract Mrs. Romans discussed a meeting held the evening of November 8, 1961, with residents of the area south o f Union and east of Decatur. She reported the residents west o f Clay Street extended will not object to M-1 east of Clay provided a strip of houses on Clay, facing west, is used as a buffer. They do not want their property rezoned at this time. C. R-3-C Formula Mrs. Romans stated the formula had been sent to Planning Offices throughout the entire area, and to Mr. Dennis O'Harrow, Executive Director, Planning Advisory Service. A letter had been received from Mr. O'Ha rr ow stating the table derived fr om the formula seemed quite logical. In a meeting with Mr. Herb Moore of Jefferson County, it was stated that Mr. Moore felt development of single family residences should be discouraged. Mr. Joe Lacy, Grand Junction City Manager, reported his engineer had found the formula as workable as any to provide open . space in relation to height. D. Subdivision Plats Mrs. Romans stated there had been no further development of any of the proposed subdivisions; Jensen, Raritan Industrial ·Park, or Carmel Park. VI. NEW BUSINESS A. ICRPC Information Mrs. Romans brought out the point that no information from ICRPC reaches her of fice. She further stated that she felt the representative and alternate from the City of Englewood to ICRPC should be the Planning Commission Chairman and the Planning Director --whomsoever they might be. This way the Planning Off ice would be aware of information ICRPC is pro- viding. Discussion followed. B. Annexation Mrs. Romans stated she had been contacted by a gentleman who wished to have ·his property south of Belleview at approximately Cherokee annexed. His property is approximately 100' x 300'. He wants to be served by the Englewood Water System, and could not be any other way. Chairman Kelley stated he felt annexing a portion of that size and breaking over the boundary for such was unwise.
