The Planning Meeting was called to order by Chairman Kelley at 8:15 P. M.
Members Present: Hill, Rice, Martin, Miles, Romans, Kelley
Munns, Ex-officio
Mr. Nies, Planning Assistant, was also present.
Members Absent: None
I. The Minutes of December 22, 1960 were approved as corrected.
Mrs. Romans' name was not listed on the roster.
II. George Adams Adams Tract

The Chairman asked Mr. Nies if the subject had been properly posted and published. Mr. Nies
replied in the affirmative.
Miles moved:
Hill seconded: That the hearing be opened.
The motion carried.
The Planning Director pointed out the area to be rezon ed. The proposed rezoning calls for
M-1 to cover all of the newly annexed (so called Adams Tract area) except for a strip along
West Union Avenue which would remain R-1-A as it is presently zoned. This strip is 125 feff
deep and 700 feet long. It runs east from the present east boundary of the present filling
station at South Federal Boulevard and West Union Avenue.
A preliminary subdivision plat called Riverside Industrial Park was presented in conjunction
with the above rezoning. It covers the Adams Tract only, and proposed an inner road with
various sized parcels to accommodate small to medium sized industries.
Along South Federal Blvd. there is proposed a twenty foot buffer strip with three rows of
plantings (Pinyon Pine, shrubs and deciduous trees). This buffer strip would also run 700'
in an easterly direction from South Federal Boulevard parallel to and 125 feet north of
West Union Avenue.
Mr. Ad a ms , owner and subdivider of the plat , said he will be glad to plant a wider buffer
strip than requested as he has an expensive home in the area. He said that he felt that a
light industrial area would lower the taxes.
Warren Anderson
3001 W. Union -He would like to get the feeling of the Commission before expressing his
opinion. Mr. Anderson would rather have a housing development on the
land than light industry. He felt the "County" has enough unused ground
for industrial -plus the fact that there are several pieces of unused
land in Littleton.
Mr. & Mr s. R. P . Kane
3022 W. Union Asked how it woul:l lower the taxes as the taxes on the land in question
is in Englewood and they are in the County.
The Chairman said the taxes still go to the County.
H. T. Bunnell
3098 W. Stanford -Mr. Bunnell asked for a list of industries that could be used in M-1
zone? Could this be for use by one plant? Is the screening compulsory?
The Planning Director listed most of the uses and said that becau:e of the proposed subdivision
this areas would be divided into lots. It would probably be used for small industries, but
it could be used for a large plant. The Planning Director explained the buffer strip would
be written in as a covenant to accompany the subdivision plat.
Warren Anderson -Asked where the limits of Englewood were?
The Planning Director showed same.
Edward Fix
3002 W. Pimlic o -Says he has a trucking business and having this area ~s light industry
would create heavy truck traffic. He said this would be a hazard to the
school children. Since this area is quite far from the delivery points,
the trucks really speed.
The Planning Director said in the future if the industrial area builds up that there might
be a bridge across the Platte and there might be other routes established.
There were comments as to how bad the roads were in this area.
Mr. Martin replied 'he thought Englewood was doing a good job on the streets as the City
paved about 50 plots of street per year .
Warren Anderson -How many acres of M-~ are there in Englewood?

The Planning Director replied there are approximately 900 acres of M-1 and M-2.
Mr. Fix -How will this affect the Littleton industrial area?
Mr. Anderson -Thought there should be enough industrial area without this proposed
industrial park. He said some people had paid as high as $20,000 for
their homes and he felt this would decrease the value of the homes.
The Chairman said the area down along the river bed is not considered good land for
residential.
The Planning Director said in some parts of the country they are using high class industrial
and high class residential together.
Mr. Kane -Is this area now R-1-A?
Mr. Bunnell -Could this area be used as a buffer between M-1 and M-2 ---if this is so, he
is against it.
The Planning Director explained that all of the area annexed is to be zoned M-1 at this
time, with the exception of the R-1-A strip along West Union Avenue.
Mr. Anderson -does this rule out the possibility of the area being zoned M-2 (heavy
industry)?
The Planning Director stated that M-2 zoning would require another rezoning application and
set of hearings: it was not considered likely that the M-1 zoning would be changed.
Mr. Martin asked what could the area be used for r a ther than industrial?
The Planning Director said that land along South Federal Blvd . and West Union Avenue could
be used for homes.
Mr. Kane -Asked what industries would be in this area?
Mr. Adams -Said at the present he could not say as the plans are not complete , but he has
been contacted by several small clean industries.
Mr. Kane -Several housing developments have been built on fill and dumps.
The Chairman said river would flood basements of homes where industries usually don't have
basements and if they do they can provide better flood protection.
Mr . Hill asked how many people were present in regard to this rezoning?
There were nine people present ~
Rice moved:
Hill seconded: That the hearing be closed.
The motion carried unanimously.
Rice moved:
Hill seconded: That we take this matter under further discussion at a later time.
The motion carried unanimously.
III. Mrs. Helen Reeme

The Chairman asked if the area had been properly published and posted? Mr. Nies replied in
the affirmative .
Mr. Nies showed the area on the map. The area is now R-1-B and the proposed rezoning is R-3-A.
The present zoning breaks on the street and new zoning would be on the alley.
Martin moved:
Rice seconded: That the hearing be opened.
The motion carried unanimously.
The Chairman asked for the people present in favor.
Mr. Joyce L. Williams
4845 So. Cherokee -Mr. Williams says he is the developer of the homes in the area. He says
there are three sub-standard homes in the area and if Mrs. Reeme built
the proposed rest home it would serve as a buffer or break. The proposed
rest home would face the existing apartments and would be a buffer there
also. Mr. Williams showed a sketch of rest home, which he has tried to
make compatible with the homes in the area. It is a one-story bungalow
type with parking area and a patio.
Mr. Rice asked how long she has owned the property.
Mr. Williams replied that she purchased it about two months ago.

4840 So. Cherokee -Arked Mr. Williams how the area was located in relation to his home?
Mr. Williams stated that it was not behind his property.
Mr. Miller -This opened the land to apartments and he objected to apartments but not the
rest home .

Mr. Rice said there was nothi g to stop the sub-standard homes from being leveled and apart-
ment houses being built.
Mr. Hart
4861 S. Cherokee -Why can't the City have a zone for rest homes, doctors' offices and etc.
that would not allow apartments?
The Planning Director stated it is impossible to have a separate zone for each and every use.
The Chairman said we are slowly breaking the zones down so we have more zones, but it is a
very slow, complicated process.
Mrs. Romans asked if the objection was due to height of the apartments.
Mrs. Miller -She would not object to a one-story apartment, a rest home or a bungalow
type apartment.
Mrs. Reeme -said the rest home would be on the gr ound level with space for 16 beds on main
flo or and a basement apartment for the caretaker.
The Chairman said maybe there could be some type of c ovenant restriction to prohibit four
story apartments .
Mr. Hart -Asked, why not zone only that property?
Mr. Rice said this would be spot zoning and the Council would not approve it.
Mr. Hart -asked if there were any other zones which allow rest homes or courts.
The Planning Director replied R-2-B allows 4 unit bungalow courts but not rest homes.
Mrs. Romans asked how big the remaining vacant lots were?
Mr. Williams -said the remaining area is 150' x 1 40' and there are three sub-standard
homes. Two of the homes are on one lot.
Rice moved:
Romans seconded: That the hearing be closed, and the matter be referred to the Planning
Staff for further study.
The motion carried unanimously.

The Planning Assistant showed the area on the map to be rezoned.
It is a small triangular shape that is now R-2-A and the proposed zoning is C-1.
Martin moved:
Miles seconded: That the application be accepted and published for hearing March 9, 1961~.
The motion carried unanimously.
V. Metro Builders

The Planning Assistant indicated subject area on the map. The present zone is R-1-A and the
proposed zone is R-3-A.
Rice moved:
Martin seconded: That the application be accepted and published for hearing for
February 9, 1961.
The motion carried unanimously.
VI. Mr. Turre Mobile Home Court Expansion
Cherrelyn Trailer Court
Mr. Turre said they have enlarged their land area almost double and they cannot, under the
present ordinance , add any more spaces because they did not register for more when the
ordinance became effective. Although they had space for seventy mobile homes they only
registered fifty because they used large spaces. In order to comply with the present
ordinance they now have ground for 125 spaces but only want 70 in order to make it a profit-
able business. Mr. Turre stated that in the process of enlarging the present spaces, that
he had to give the mobile home owners 60 days notice to move and this has caused him to ex-
ceed the allowed 50 spaces. They want the Commission to make a recommendation or statement
t hat they are working on an ordinance to allow more spaces.
Mrs. Romans checked in previous minutes of the CommisS.on and found that the City Att orney
thought their previous request f or more spaces was considered special legislation and would
apply to only the Cherrelyn Trailer Court.
There was a lengthy discussion as to whether it was legal ~or the Commission to advise the
Board of Adjustment and Aprreals.

Miles moved:
Romans seconded: That the Commission notify the Board of Adjustment and Appeals that the
staff is continuing the study of the Mobile Homes ordinance.
The motion carried unanimously.
VII. City of Englewood Amendment to Zoning Ordinance Hearing No. 45-60B
November 22, 1960
The Chairman gave each member of the Commission a copy of the proposed amendment and read a
letter from the City Attorney concerning the amendment.
There was a lengthy discussion as to whether this would delay the proposed amendment.
Hill moved:
Miles seconded: That the Planning Commission adopt the rec ommendations of the City
Attorney out of the text of his letter recommending a restrictive ordi-
nance prior to taking action on the ·proposed bill for simultaneous zoning
and annexation and authorizing publication of same.

There was discussion as to whether we should consider Riverside Industrial Park and the
Reeme Res t Home rezoning at this meeting.
The Planning Director said there sh o uld be more work done on both subjects.
There being no further business to come before the Commission, the meeting adjourned at
11:45 P . M.

The Planning Meeting was called to order by Chairman Kelley at 8:00 P. M.
Members Present: Hill, Rice, Miles , Romans , Kelley
Munn, Ex-officio
Members Absent: Martin
I. The Minutes of January 5 , 1961 were approved as corrected.
The present zone at the site o f Metro Builders' proposed rez oning (325 W. Belleview) should
have been reported as R-1-B.
II. New officers of the Planning Commission were elected for 1961.
Mr. Robert Kelley was re-elected Chairman by a unanimous ballot.
Mr. Tymer Rice was re-elected Vice Chairman by unanimous ballot.
Mrs. Romans was re-elected Secretary of t he Planning Commission by unanimous ballot .
III. Rezonings -
The Planning Director requested the permi ~ion of the Commission to have rezonings limited
to the beginning of each quarter because of the increasing work load. This had been the
practice before Mr . Munns was employed.
Romans moved:
Rice seconded: That , pending approval of the Counsel , rezonings not in connection with
annexations be held only at the beginning of each quarter beginning
March 1, 1961.
The motion carried unanimously.
