The motion carried unanimously. VII. City of Englewood Amendment to Zoning Ordinance Hearing No. 45-60B November 22, 1960 The Chairman gave each member of the Commission a copy of the proposed amendment and read a letter from the City Attorney concerning the amendment. There was a lengthy discussion as to whether this would delay the proposed amendment. Hill moved: Miles seconded: That the Planning Commission adopt the rec ommendations of the City Attorney out of the text of his letter recommending a restrictive ordi- nance prior to taking action on the ·proposed bill for simultaneous zoning and annexation and authorizing publication of same. Ayes: Nays: Hill, Martin, Miles, Romans, Kelley Rice The motion carried. There was discussion as to whether we should consider Riverside Industrial Park and the Reeme Res t Home rezoning at this meeting. The Planning Director said there sh o uld be more work done on both subjects. There being no further business to come before the Commission, the meeting adjourned at 11:45 P . M. David F. Schneider Recording Secretary * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION Minutes o f January 26, 1961 The Planning Meeting was called to order by Chairman Kelley at 8:00 P. M. Members Present: Hill, Rice, Miles , Romans , Kelley Munn, Ex-officio Members Absent: Martin I. The Minutes of January 5 , 1961 were approved as corrected. The present zone at the site o f Metro Builders' proposed rez oning (325 W. Belleview) should have been reported as R-1-B. II. New officers of the Planning Commission were elected for 1961. Mr. Robert Kelley was re-elected Chairman by a unanimous ballot. Mr. Tymer Rice was re-elected Vice Chairman by unanimous ballot. Mrs. Romans was re-elected Secretary of t he Planning Commission by unanimous ballot . III. Rezonings - The Planning Director requested the permi ~ion of the Commission to have rezonings limited to the beginning of each quarter because of the increasing work load. This had been the practice before Mr . Munns was employed. Romans moved: Rice seconded: That , pending approval of the Counsel , rezonings not in connection with annexations be held only at the beginning of each quarter beginning March 1, 1961. He said the engineering and Utilities departments had submitted their recommendations. He suggested that the road be moved closer to sewer line so there would be no possibility of erecting any buil ding over it. Also that lots 16 and 17 be divided differently so the shape of the lots would be made more usable. The Planning Director said Mr. Adams had agreed to restrictive covenants which would pro- tect the neighborhood and the City. Hill moved: Miles seconded: That the preliminary subdivision plat be approved. The motion carried unanimously. The Chairman asked for informal comments from the people present: H. T. Bunnell 3098 W. Stanford -Most of the questions have been answered and they have no objections. V. George Adams Adam's Tract Rezoning Land Northeast of Federal- Union Intersection. Case A 4 -60F September 22, 1960 October 20, 1960 November 22, 1960 December 8, 1960 (Hearing) --January 5, 1961 The Planning nirect or showed a sketch o f the proposed rezoning which is n ow R-1-A and the proposed zone of M-1 (light industry). There would be a buffer strip of three rows of shrubs and tr.ees 20 ft. wide along So. Federal Street and behind the present strip of homes along West Union Avenue. The buffer strip and other restrictions would be carefully covered by covenants. Mr. Robert Nehaniv showed an architectural rendering of the proposed in- dustrial park . The Chairman asked if the proposed M-1 zone extended to South Federal Avenue. The Planning Director said "yes" as the buffer strip is not a zone. It would be controllld by covenants in the subdivision plan. Mr. Hill asked if this was a hearing on the rezoning. The rhairman replied that the hearing was held January 5, 1961 but the Commission had not taken any action at that time. This is an informal meeting on it. The Chairman asked f o r informal comments from the people present. H. T. Bunnell 3098 W. Stanford -(acting as spokesman for people in Centennial Acres) Hill moved: Ri c e seconded: They have had several meetings with Mr. Adams and feel the proposed Industrial Park is very well planned and the covenants are very good and they felt Mr. Adams would do a g ood job. That the Planning Commission recommend to the City Council that the Adam's Tract be rezoned to M-1. The motion carried unanimously. VI. Mrs. Helen Reeme 4595 So. Elati Rezoning East Half of 4800 Block S o uth Between Bannock And Ch erokee Case No. 45-60B December 8, 1960 January 5, 196!1. (Hearing) The Chairman said this was not a hearing but a continuation of the open hearing of January 5' 1961. There was lengthy discussion of the pros and cons of having rest homes abutting residential homes. It was felt there is a definite need for a transition zone between R-3 and R-1 zones. It was suggested that a light type commercial a half block wide might be the answer. Rice moved: Romans seconded: That the request for rezoning be denied as there has not been sufficient proof established that there is a need for additional R-3-A zoning in this area. At the present time, our studies show that only 1 /20 of the land zoned for R-3 purposes are used as an R-3 use and additional R-3 zoning should not be created until a need is established. The motion carried unanimously. VI I. Mr·~ Turre Mo bi le Home Court Expansion Cherrelyn Trailer : Cou rt Case l-60G January 7, 1960 February 4, 1960 February 18, 1960 March 10, 1960 April 7, 1960 April 21, 1960 June 9, 1960 January 5, 1961 Page 534 The Planning Director showed slides of the Cherrelyn Trailer Court. The Chairman said we should study the trailer court ordinance as it applies to trailer courts in the City . Miles moved: Romans seconded : That the Planning Commission notify the Board of Adjustment that further study of the present Mobile Home Ordinance is intended; but this does not mean to imply that while this study is in progress , infractions to the present ordinance should be allowed . The motion carried unanimolEly. VIII . Mr . Parsons Industrial Development on Mr . Parsons showed /a map what he considered to be good potential industrial area between Santa Fe Drive and Platte River. He sey; there is a slum area along Santa Fe and in the industrial area by Englewood Sewage Treatment Plant and until the area is cleaned up that we cannot attract industry. He has been approached by a developer who is interested in obtaining a 100 acre tract of land to be developed with roads and building s and leased for industrial sites. Mr . Parsons listed the following requests of the Commission: 1 . Check with Denver about the ownership of the upper portion o f Platte River Drive and either get the road in Englewood or see if Denver will maintain it . 2. Ask Denver if it is in their fut~re plans to extend Yale Avenue . 3. Does the United States Government intend to straighten Platte River? 4. Advise the Chamber of Commerce how important to Englewood it is to work on the develop- ment of the potential industrial area. X . A letter from the Arapahoe County Planning Commission was read by the Chairman . The letter sought the opinion of the Englewood Planning Commission on the proposed commercial zoning of 20 acres of land at 5300 South Broadway . This land is on the east side and is part of the former Arapahoe Country Club property . When the land was purchased by Mr . Pasternak it was reported that it would continue to be used as a country club providing open space between the communities of Littleton and Englewood. Such a use was acceptable to all officials . Several plans resulting from separate efforts , have indicated the desirability of this area as a natural greenbelt pro- viding recreation , preserving the identity of adjoining cities and continuing the low density nature of Greenwood Village from the club to the railroad tracks . Since the purchase of the club property an entirely different set of proposals have been proferred i .e . commercial along South Broadway and the balance in apartment houses . It was the opinion of the Commission that rezoning this area to commercial use would be unadvisable for the following reasons : 1. The area is best suited for a low denaty use. 2. Proof o f need for even more commercial use in the Littleton-Englewood area has not been shown . 3 . South Br oadway has been designated as an expressway by the State Highway Department. Because of this , and because of the terrain at this location , ingress and egress would present a traffic hazard . 4 . In changing the course of Big Dry Creek there was no indication that possible underground water flow from seepage was taken into consideration . 5. Because there was no indication of the topography involved it appeared that an erosion- proof bank along Big Dry Creek would not be consistent with the desi g n shown in the plat . The Planning Director was instructed to prepare a letter indicating the above sentiments and to coordinate it further w i th the Council , City Manager and City Attorney . RECOMMENDATION: That the request to rezone the subject p r operty from R-1-B (one-family residential) to R-3-A (multi-family dwellings) be denied as there has not been sufficient proof established that there is a need f or additional R-3-A zoning in this area .
