Members Present: Hill, Kelley, Martin, Miles, Pershing Munns, Ex-Officio Members Absent: Rice Audience: Mr . Joyce Williams, Helen Reeme I. The minutes of the April 6, 1961 meeting were approved as presented. Page 549 II . Mr. Maurice Pershing, who has been appointed by the City Council to fill the vacancy created by the resignation of Mrs. Romans, was welcomed to the Commission. III. T-Zone Ordinance The Planning Director suggested that Section 3 , Regulations, subsection B "Screening" might need further clarification. Discussion followed. Moved by Hill: Seconded by Martin: That Section B "Screening" be amended to read: All non-residential uses when abutting an existing residence or a residential district shall provide and maintain along such abutting property lines , the following minimal screening from a point twenty-five feet back from the front property line to the rear lot line: (a) An opaque buff er strip of trees and shrubs in a healthy growing condition, not less than five feet in height, or (b) An opaque fence o f decorative type not less than five feet in height, or (c) A solid masonry wall not less than five feet in height. Motion carried. Surfacing of off-street parking areas was d:iscussed. Hill moved: Martin secon ded: That Section II, Subsection A"h" be amended to read: h. Off-street parking lots, provided that parking lot and residential use not be allowed on the same site, and that the surface be of a dust-free material. AYES: NAYS: Hill , Martin, Miles, Pershing, Kelley None Hill moved: Miles seconded: To refer the T-Zone Ordinance to Council as amended. Motion carried unanimously. IV. Preliminary Plan Because of time los t in the move of the City Hall Annex from 4100 South Bannock to 3000 South Bannock, the staff was unable to present the Parks and Public Building Overlay. V. Cinderella City Posting. One of the new signs .to be used for posting the KLZ Site was on display for the Commission's information . VI. ASPO Convention The Commission members were polled to determine how many would be able to attend the ASPO Convention in Denver April 30 thru May 4. Because several of the members could attend only one or two sessions, not making it worth- while to pay the $15 registration fee, the Planning Director was asked to see whether or not a "Floating" registration could be used. Mr. Kelley and Mr. Munns will register for the full session. VII. Annexation Report Centennial Acres The Planning Director reviewed the Economic Considerations , Social Characteristics and the Geographical location and Pincer Possibilities of the area West of Federal Boulevard and South of Sheridan City limits for which petitions have been submitted requesting annexation to the City of Englewood. Page 550 Legal description of this area is: All that portion of the NW 1 /4 of Section 8, Township 5 South, Range 68 West of the 6th P.M. that is contained in the following described boundaries: Beginning at the intersection of the centerline of West Union Avenue with the East line of the NW 1 /4 of said Section 8 , said point being on the present city limits of the City of Englewood and being also 30.0 feet North of the Southeast corner of said NW 1 /4; thence along the centerline of West Union Avenue the following courses: South 89 °42'15" West 225.71 feet; thence along a tangent curve to the right having a radius of 730.0 feet, a central angle of 27 °55', an arc length of 355,68 feet; thence North 62 °22'45" West 446,29 feet; thence along a tangent curve to the left having a radius of 214.0 feet a central angle of 24 °51', an arc length of 92.81 feet; thence North 87 °13'45" West 156.86 feet to the intersection of the centerline of West Union Avenue with the centerline of South Irving Street; thence along last said centerline from a tangent that bears North 02 °45'15" East along a curve to the left having a radius of 175.0 feet, a central angle of 41 °55'15", an arc length of 128.05 feet; thence North 39 °09' West 62.25 feet; thence along a tangent curve to the right having a radius 154,6 feet, a central angle of 39 °09', an arc length of 105.6 feet; thence North 35.0 feet to the Southeast corner of Pleasant View Subdivision; thence West along the South line of said Pleasant View Subdivision 1319.2 feet to the Southwest corner of said Pleasant View Subdivision; thence North 00 °12' East along the West line of said sub- division and its Northerly prolongation 674.1 feet to the Northwest corner of the SW1 /4NW1 /4 of said Section 8 , said point being also on the present city limits of the City of Sheridan; thence along the present city lim i ts of the City of Sheridan the following courses: East 1349.2 feet to the East line of South Irving Street; thence North along said East line of South Irving Street 60.0 feet to the Northwest corner of lot 24, Block 48 , Centennial Acres Eighth Filing; thence East 554.4 feet; thence North 290.0 feet; thence East 735 :0 feet to the aforesaid East line of the NW 1 /4 of Section 8; thence South along last said East line 227.0 feet to a point on the present city limits of the City of Englewood; thence continuing South along said East line 1417.1 feet to the point of beginning. Discussion followed. Hill moved: Pershing seconded: That the Planning Commission recommend to Council that the petition for annexation of Area No . 1 West of Federal Boulevard, South of Sheridan City Limits be denied for the following reasons. 1. Based upon the economic survey by the Planning Staff, this area, by itself, would not be an economic asset. 2. It would seem unadvisable to create further irregularity in the City borders. 3. The tentatively agreed upon population goals would be negated by adding additional residential area. 4. The area is not necessarily identified with Englewood's economy. Mr. Miles stated that he was going to vote AYE with the understanding that new informa t ion at the time of the next Council meeting could cause him to vote differently at that time. AYES: NAYS: Hill, Kelley, Miles, Pershing Martin Motion Carried. Gordon Tract The Planning Director reviewed the area known as the "Gordon Tract" or the area South of West Union Avenue and East of Decatur Street. The Legal description for this area is: All that portion of Section 8, Township 5 South, Range 68 West of the 6th Principal Meridian that is contained in the following described boundaries: Beginning at the Northwest corner of the Northeast Quarter of the Southwest quarter of the Southeast quarter (NW 1 /4 SW 1 /4 SE 1 /4) of said Section 8; thence North 89 °43'50" East along the South line of the Northwest quarter of the Southeast quarter (NW1 /4SE1 /4) of said Section 8, 74.24 feet to a point on the East line of South Decatur Street , which point is the true point of beginning; thence from said true point of beginning, North 7 °31'10" East 1337.3 feet, more or less, to a point on the North line of the Southeast quarter of said Section 8; thence North 89 °46'40" East along said North line of the Southeast quarter of said Section 8, 1026.0 feet; thence South 00 °8'00'' EPst, 627.0 feet; thence South 89 °46'40'' West, 217.3 fe~t; thence South 00 °04'15'' West 697.3 feet, more or less, to the South line of the Northeast quarter of the Southeast Quarter (NE 1 /4 SE 1 /4) of said Section 8; thence South 89 °43'50" West along the said South line of the Northeast quarter of the Southeast quarter (NE 1 /4 SE 1 /4) of said Section 8, 984.3 feet, more or less, to the true point of beginning. The Director pointed out that since the area would be annexed under our present annexation procedure, the rity would not be able to require conditions later at the time of re-zoning. In o r der to achieve the best usage of the land and to protect the adjoining residential area from the probable industrial development it was suggested that the Commission recommend to Council that certain requirements be met if the petitions for annexation be favorably received. Miles Moved: Martin seconded: That the Planning Commission recommend to Coun:! il that the request for annexation be approved if: (1) A 20 ft. screening strip along South Decatur Street from West Union Avenue to the northern property line of Clarida Shopping Center in order to separate Centennial Acres 4th Filing from a possible Industrial area . 2. A 60 ft street dedication running from West Union Avenue south to the southern boundary line of the area along east or west property lines of Keener, Massey, Gordon, Parr, Duckett, Fiesner, Ludwick, Tidwell and Weaver are required. The Commission feels it would be economically feasible to have this area in the City and it would round out the City Boundaries. ,~ I I I I I Page 551 AYES: NAYS: Hill , Kelley, Martin, Miles, Pershing None Motion carried. - ---·- Mr. Hill was excused from the meeting. VIII. The request from the Zoning Board of Adjustment asking for a recommendation re- garding the curb at the Mountain View Golf Course was received. It was the feel i ng of the Commission that this problem was not within their jurisdiction. However, it was pointed out that backing-out turn movements could be a definite traffic hazard inasmuch as the Huron-City Park Drive is anticipated as an access into the down- town business area. Miles moved: Pershing seconded: Motion carried. Meeting adjourned. That the Zoning Board of Adjustment be notified that this problem is not within the jurisdiction of the Planning Commission. M. Members Present: Hill; Martin; Miles, Pershing; Rice; Kelley Munns, Ex-officio Members Absent: None Audience: Robert G. Wilson, William B . Naugle, Russell C. Polton, James G. Blackinton ; representatives of the Cherr y Creek School District; Kenneth D. Hubbard, Frank H. Mo rris on, representing Kent School Inc.; Harry F. Musser, John C. Just, representing Englewood Elks Lodge; James C. Livesay, of Englewood Chamber of Commerce. I. ICRPC The Planning Director discussed the proposed meeting with ICRPC on May 9 concerning zoning and annexation of the KLZ Land. II. Cherry Creek School District William B. Naugle, spokesman for the delegation, introduced the other members of the group. Mr. Naugle read a request concerning the purchase of 8 acres of the KLZ land for a school site. He stated there was no school site in Hampden Hills area, and the children of that area are served by the Cherry Creek School District. He feels there is a need for a school site in Arapahoe County and the Englewood area in the Northeast corner of the KLZ land. Mr. Blackinton pointed out the area on the map. Mr. Naugle stated there are approximately 260 children in the Hampden Hills and Cherry Creek Hei ghts area to be served by a school district. Discussion followed concerning schools in C-1 zones . Kelley questioned whether there was anything the Commission could do to help; as he under- stood the situation, there was no alternative but to accept the KLZ Site petition as all C-3 or turn it down. Mr. Naugle stated he was not aware such was the situation, and in- quired if the Kent School application was on the same basis . Mr. Kelley replied that to the best of his belief it was. Mr. Naugle stated they had negotiated with Kent School in regard to purchase of land; Kent refused sale of land, as there isn't enough for their use as it is. There was discussion as the the size of school, and the repres entatives of Cherry Creek School District felt that 12 classrooms and a kindergarten would suffice. Mr. Martin asked if the KLZ site was zoned residential , would the eight acres be enough land. I I I
