STUDY SESSION ~ Ms. Langon presented a PowerPoint presentation on the following five topics related to proposed sign code amendments: ~ Introduction ~ Purpose for Amendments ~ Overview of Revamped Code ~ Comparison of Current Code to Proposed Code ~ Where Do We Go From Here Ms. Langon will present the materials to City Council on Monday, April 9th and it will be the basis for public outreach lat er in the amendment process. The Commission made comments and suggestions throughout the presentation. IV. PUBLIC FORUM fl] There was no public present. V. A ITORNEY'S CHOICE ~ Ms. Reid reviewed the memo she wrote to the Commission and Staff regarding what constitutes a meeting . ) • • • Planning and Zoning Commission Study Session Case #2009-05, Sign Code Amendments April 3, 2012 Page 3 of 4 VI. STAFF'S CHOICE ~ Director White updated the Commission on the Medical District Small Area Plan Sub-Ar eas 2 and 3 amendments. He noted City Council will hold a public hearing on the case on April 16 1h. Ms. Langon said the next meeting will be on April 1th with the sign code amendments once again being discussed plus election of officers will be held. VII. COMMISSIONER'S CHOICE l:tl) :;. Medical District Sub-area 2 Mr. King said he is disappointed that the amount of time the Planning and Zoning Commission spends investigating, putting proposals together, taking input, going to public hearings, and finding holes, discrepancies and problems in Ordinances and proposals that are put forth end up being disregarded. Mr. Kinton seconded Mr. King's comments. He noted there were some serious problems with the overlay proposal and the fact that City Council did not take that into consideration is disappointing. Chair Knoth said through the Medical District Sub-area 2 process the Commissioners kept getting comments that we don't live in the area so you don't know. The Commission members are citizens of Englewood and our voices did not get heard on this issu e whatsoever. :;. Pipe Bomb Incident Mr. Bleile asked for an update on the alleged pipe bombings that took place in the City a few weeks ago. Director White said he spoke to the Police Chief; the incident is under investigation by Arapahoe County. :;. Performance Measurement Mr. Bleile asked if there a way to judge the Commission's success or failure? He asked if a quarterly report of all building permits, sign permits, etc. that are submitted, rejected and then reapplied for as amended could be generated. Mr. Bleile challenged the members to help find a way to be able to scorecard what the Commission does as positive or negative; he doesn't know if there is a way. Several other ways of obtaining information were discussed. Several felt feedback from the users, which are the businesses and the community, might be obtained in a timelier manner. Several Commissioners felt that Mr. Bleile 's number approach won't answer his question; they felt a survey of end users was necessary to obtain accurate information . Ms. Townley suggested checking with the APA to see if they have any information from other jurisdictions on the topic. The meeting adjourned at 9:09 p.m .
