II . APPROVAL OF MINUTES

Chair Brick asked if there were any modifications or corrections.
Mr. Roth asked that the word "greatly" be removed from the third to last bullet po i nt on
page 4.

Director White said this topic is being brought forward due to several requests in the past
few months to open b reweries and disti ll eries in the City. He reviewed the C ity's current

Code regulations and stated the goal tonight is to get the Commission 's thoughts on
amending the Code. Currently, the UDC does not list nano breweries or a distillery as a
permitted, limited or conditional use in the Table of Uses . Furthermore, the UDC expressly
prohibits "a lcoholic distillation" as a heavy manufacturing activity in those zone districts
where heavy manufacturing is a permitted use. The State liquor laws were reviewed and he
referenced the chart in the meeting packet comparing Englewood's regulations to six other
municipalities. A list of Colorado Beer/Liquor Code Definitions was distributed by Director
White.

Like the micro aspect
In favor of a business generator and something that draws crowds
Don't want large-scale production on Broadway
Intent is to deal with smaller establishments
Establish a minimum square foot for area that is open to the public
There needs to be a public process to review
State laws governing the selling of food as well as alcohol was discussed
Nano-breweries, micro-breweries, etc. are a big trend now
How does the availability of water factor in
Follow the same zoning regulations as a tavern and liquor store, but remove
distancing requirement
Treat as retail; not industrial
Production matters more than the square footage
After certain production can only b e in 1-1 and 1-2 districts
Number of barrels produced determines the State definition of the
estab li shment
Like Aurora's definitions plus add micro-distillery and micro-winery
Keep with the State liquor laws
Who is going to police the establishments
Staff will gather more information to present and discuss at a future study session.
IV. PUBLIC FORUM

Mr. Ry an White stated he is interested in opening a micro-distillery . The Commission asked
him if he thought tonight's discussion was on track. He stated absolutely.

VI. STAFF'S CHOICE

Director White provided an update on future meetings.
September 18: Public Hearing, Flood Middle School redevelopment
Several Commissioners asked Director White if he could have the Traffic Study available to
them for review. He asked if they wanted it includ ed in the meeting packet or available at
the City for review. They stated at the City would be fine.
VII. COMMISSIONER'S CHOICE
~
Mr. Kinton reiterated the need to see the Flood Middle School traffic study.
Mr. Bleile asked about the Kent Place redevelopment.
The meeting adjourned at 8:36 p.m .
