The regular meeting of the City Planning and Zoning Comm iss ion was ca ll ed to order at
7:00 p.m. in the City Council Conference Room of the Eng lewood Civic Center, Cha ir · Brick

IV. STUDY SESSION
En glewo od Li ght Rail Corridor Pl a n
Director White provided a brief background. The City rec e iv ed a g rant throu gh the
DRCOG Transportation Im proveme nt Plan for the p urpos e of und ertaki n g three stat ion
area master plans. The three areas being reviewed are the Englewood, Oxford, and th e
potential Bates stations. Two public m eetings hav e been held to date, w ith a n additiona l
meeting scheduled for th e end of November.

John Voboril, Planner II detailed three various development scenarios for each station -
Englewood, Oxford, and Bates. The land development scenarios are projected to take
place over a 20-30 year time frame.
The Commission discussed different aspects of the Plan , including:
• Access
• Feasibility of the Bates Light Rail Station
• Pedestrian connections over Dartmouth Avenue, Hampden Avenue, and Oxford
Avenue
• Connecting the three sites
• Protected bikeways
• Park boulevards
• Creating more visib ility for the Englewood Station along Hampden Avenue
• Location of the bus transit center
Revised scenarios, reflecting the public and staff's input, will be presented at the November
public meeting. Once the Plan is finalized, the City wi ll be provided with a roadmap on
how to implement it.

VII. STAFF'S CHOICE
Director White asked the Commission if they wished to meet on November 6, which is
election day. It was the consensus of the Commission to meet; the topic will be amending
the Planned Unit Development section of the UDC. Director White provided the
Commission with an update on City Council actions.
