CALL TO ORDER ~ The regular meeting of the City Planning and Zoning Commission was ca ll ed to order at 7:05 p.m. in the City Counc il Conference Room of the Englewood Civic Center, Chair Knoth presiding . Present: Abs ent: Bleile, Roth, King, Welker, Knoth, Calonder, Kinton Harbaugh (alternate) Fish , Brick Staff: Tricia Langon , Senior Planner Nancy Reid , Assistant City Attorney II. APPROVAL OF MINUTES December 6, 2011 Welker moved: Calonder seconded: TO APPROVE THE DECEMBER 6, 2011 MINUTES Chair Knoth asked if there were any modifications or corrections. There were none . STUDY SESSION ltl1 UDC SIGN CODE AMENDMENTS Ms. Langon distributed a Progress Matrix for the Sign Code Amendment to all and inform ation for tonight's discussion regarding sign materials. She noted Staff has be en dir ec t ed to move the Sign Code Amendments along as quickly as they can. As a result, ther e ma y b e some things that the Commission will not see until the draft stage. Discussion Points: • Permanent signage definition was previously determined. • Defining permanent and temporary without using a temporal term . Commission previously discussed using a distinction of materials. • Staff contacted sign companies to determine their industry standard lan gu age to b e consistent. • Time element versus materials. • Diffe rent words to use in place of permanent and temporary. • Permanent signs require a permit. • The Community Development Department enforces the sign code, not th e Cod e Enforcement Department who handles the nuisance code. • Trying to simplify the code so that there are fewer enforc ement issues . Aft er discussion it was determined Medium Density Overlay, such as Duraply, ar e ac c eptable materials for permanent signs. Th e Ja nuary 18 th meeting discussion will be a review of perman ent v e rsus tempora ry si gns and district standards. IV. PUBLIC FORUM ltl1 Maureen White, Paul Douden, Gerald Tindall and Robert Regan expr ess ed c on ce rns regarding the Sub-Area 2 Planning and Zoning Commission discussion held in Novemb e r. V. DIRECTOR'S CHOICE ltl1 Director White was not present. VI. STAFF'S CHOICE ltl1 Ms. Langon stated the next few meetings will be study sessions to continue the Sign Cod e Amendments discussion . She noted the January 18th meeting is on a Wednesday. Chair Knoth asked Ms . Langon to prepare a basic outline of future Si g n Cod e Amendm e nts discu ssions so the members would have an idea of what topi c s will be discuss ed in th e futur e. • Planning an d Zoning Commission Study Session Case #2009-05 Sign Code Am e ndments January 3 , 2012 Page 3 of 3 Sh e stated she provided an updated Community Development 2012 Work Pro gram Items list in the meeting packet. She also provided updates on the Kent Place and Unive rsity Homes PUD Amendmen ts . VII. ATTORNEY'S CHOICE [f] Ms. Reid had nothing further to report. VIII. COMMISSIONER'S CHOICE [f] Mr. Kinton thanked the gu ests for attend in g the meeting. Mr. Bleile wished all a Happy New Yea r.
