CALL TO ORDER ltlJ The regular meeting of the City Planning and Zoning Commission was called to order at 7:01 p.m. in the City Council Conference Room of the Englewood Civic Center, Chair Knoth presiding. Present: Absent: Staff: Guests: Bleile, Roth, King, Knoth, Fish , Brick, Kinton, Harbaugh Townley (alternate) Welker (excused) Tricia Langon, Senior Planner Randy Penn, Mayor Douglas Cohn ltlJ Introduction of new alternate member, Cate Townley. II. APPROVAL OF MINUTES February 7, 2012 Fish moved: Brick seconded: TO APPROVE THE FEBRUARY 7, 2012 MINUTES Chair Knoth asked if there were any modifications or corrections. There were none. STUDY SESSION ~ SIGN CODE AMENDMENTS Ms. Langon reviewed a chart showing the sections of the sign code that the Commission has discussed and made recommendations on. She also outlined the timeframe for future sign code amendments study sessions, public outreach and City Council action . She presented a slide show on Options for On-Site Accessory Signs showing the pros and cons. Examples of proposed prohibited on-site accessory signs and advertising devices were provided . She reminded the Commission these signs do not require a permit and are not subject to variances. Discussion continued per zone district. Consensus was to move forward with what was presented . The Commission next discussed electronic message display signs. Ms. Langon said from previous electronic message discussions concern was not how often th e sign changed but how it changed . Ms. Langon noted she looked at a couple of very recent codes and also at the U.S. Sign Council model code to assist in writing the draft amendments. The last section discussed was Human Signs such as sign twirlers, sign spinners, etc. After a short discussion the Commission asked to allow them with regulations in the draft and ask for public comments. IV. PUBLIC FORUM ~ Mr. Cohn commented on tonight's discussion. V. ATTORNEY'S CHOICE ~ There was no attorney present. VI. STAFF'S CHOICE ~ Ms. Langon provided an update on future meetings: March 6: March 20: Public Hearing on Medical District Sub-Areas 2 and 3 Public Hearing on Denver Seminary PUD Amendments to allow a bank drive-thru She noted there may be another PUD amendment coming to the Commission in th e near future . f ' • • • Planning and Zoning Commission Study Session Case #2009-05 Signage February 22 , 2012 Page 3 of 3 VII. COMMISSIONER'S CHOICE !?] Several Commissioners welcomed Ms. Townley to the Commission. Mr. Fish asked that in preparation for the public hearing on March 6th all past motions made by the Commission be included in the Staff Report. Mr. Bleile asked that election of Chair and Vice Chair be postponed until the April 17th meeting. It was determined elections will be held on April 17th. Each member of the Commission introduced themselves to Ms. Townley. She provided information on her background and thanked everyone for welcoming her to the Commission. The meeting adjourned at 9:07 p.m .
