CALL TO ORDER The regular meeting of the City Planning and Zon in g Commission was called to order at 7:05 p.m. in the City Counci l Conference Room of the Englewood Civic Center, Chair Knoth presiding. APPROVAL OF MINUTES September 20, 2011 Kinton moved: Roth seconded : TO APPROVE THE SEPTEMBER 20, 2011 MINUTES Chair Knoth asked if th ere were any modifications or corrections . There were none. STUDY SESSION PARKS AND OPEN SPACE FEE DISCUSSION Director White stated Section 16-8-5-C of the Unified Development Code requires a Park and Op e n Space dedication from residential developments . The discussion tonight will includ e what kind of value the City should be assigning to the dedication acreage that is r equired. He provided several examples using the current guidelines and several proposed options for the Commission to discuss. Discussion Points: • Commission more in favor of modifying existing regulations than getting rid of it. • Include residential, commercial and industrial in the regulations (all types of new development). • Set fee per area. • Tiered fees . • What are other cities doing? • Most Commissioners agreed on having a set price per square foot. • Should only be for projects that have an impact on the City. • Make fees as easy and friendly as possible. • Have a threshold of say 20 units before fees kick in. Easier to spread costs out over a number of units. • Review of fees every 5 years by City Council.
