CALL TO ORDER If] The reg ular meeting of the City Planning and Zon in g Commission was called to order at 7:05 p.m . in th e City Council Conference Room of the Englewood Civic Center, Chair Knoth presiding. H e distributed two maps of the Eng lewood Downtown and Medical Distri ct. Comm iss ion discussion points: Broadway Mid-block Pedestrian Crossing Co unts > Mr. Voboril and two cons ultants observed pedestrian activity 1n th e area of the Gothic Theatr e on Friday eve nin g, October t". > Mid-block crossings met the thr es hold for a mid-b lock pedestrian cross in g. > Findings we re presented to Englewood Publi c Works staff and th ey accepted the findings. There are several c hallen ges to ex plore a n d interim measures will be exp lored. > Pedestrian co unts were also conducted on th e 3400 block of Broadway between the hours of 8 am and 5 pm on Monday, Octobe r 3'd. > Crossing in th e 3400 block of Broadway did not m eet the thres hold for installing mid-block cross in gs. The Commission supported the adoption . Bl e il e moved : Kinton seconded: THE PLANNING AND ZONING COMMISSION RECOMMENDS CITY COUNCIL ADOPT THE COMPLETE STREETS TOOLBOX AS A POLICY DOCUMENT AYES: NAYS: Bleile, Roth, Knoth, Fish, Calonder, Brick, Kinton, King None ABSTAIN: None ABSENT: Welker Motion carried. ~ MEDICAL DISTRICT PHASE II -SUB-AREA 2 Mr. Voboril stated in August of this year, City Council enacted a temporary suspension of the issuance of certain building permits in Sub-area 2 in order to give the Planning and Zon in g Comm ission and City Council time to explore potentia l zoning reforms for the 3200 blo c k of Sherman Street and the 3200, 3300 and 3400 b locks of Grant Street, including the p o ssibility of downzoning from MU-R-3-B to an R-2 district. During this time, Community D ev elopment staff researched and developed an alternative strategy designed to bridge the gap between the positions of both the Planning and Zoning Commission and n eighborhood stakeholders. He presented a PowerPoint presentation regarding this alternative strategy . DIRECTOR'S CHOICE ~ Dir ec tor White stated th e Commission's recommend ations presented tonight w ill be passed along to City Council and that the issue will come up again before th e Commission beca us e any reforms will involv e public h ea rings for Unifi ed Development Code amendments and/or zoning map amendments. VI. STAFF'S CHOICE fM Director White noted the ne xt meeting is on December 6th' which w ill be th e Comm ission 's annual dinner meetin g. The D ece mb e r 20th m ee ting has been ca n ce ll ed . VII. ATTORNEY'S CHOICE fM Ms. Reid discussed the recent ballot issu e regard in g t erm limits for board and comm iss ion m embe rs.
