STUDY SESSION Amendments to Title 16 Related to Medical Marijuana ~ Director White reviewed past meeting discussion regarding the medical marijuana amendments. The Commission agreed his interpretation was correct. It was suggested to remove centers and accessory uses from the M-1 zone district. After discussion it was th e Commission 's recommendation to remov e centers and accessory uses from the M-1 zone district. Next, Director White asked the Commission if they had a recommendation as to spacing to pass along to City Council. It was determined to recommend a spacing of 2,000 feet b etw een medical marijuana centers and any school, residential child care facility, and drug and alcohol treatment facilities and 2,500 between other medical marijuana centers. These distances would be applied to medical marijuana facilities and schools, child care centers, and alcohol and drug treatment centers whether located inside or outside the corporate limits of En glewood. The Commission recommended the medical marijuana amendments be forwarded to City Council for review. Director White said Staff is scheduled to take the amendments to City Council along with the licensing and spacing requirements on February 28 1h. If all goes well Planning and Zoning will hold a public hearing on March 8 1h. The regulations must be in place by Jul y 1, 2011. Ms. Reid noted that the State is once again reviewing their regulations and if chang es ar e made th e City ma y have to amend their regulations in the future . IV. DIRECTOR'S CHOICE fl] Dire ctor White stated the February 5 th study session will be a Medical District Phase II discuss i on led by John Voboril. H e also inform ed th e Commissio n that Community Development has hired a consultant to co ndu ct a city-wide retail assess ment. The study will assess ten of the prominent retail areas or co rridors in the City, doing a market ana lysis and an assessment of the potential for retail expansion or redeve lopment in five to six areas determined to hav e the greatest potential for retail development. With approx imately 60% of the revenues the City uses to provide services to its c itiz ens and business coming from retail sales staff thought it incumbent upon the C ity to know what opportuniti es or cha llenges we have to eithe r maintain that level of revenue or increase it. Th e project should be comp l eted in Jun e of this year. Th e results will be shared w ith th e Commission. A follow-up phase of this stud y wi ll consist of what we need to do in th e areas the cons ultant identifi es to spur retail development or redevelopment in those areas. VI.
