l?lJ Mr. Vobori l requested permission from t he Comm issi on to amend the Agenda and
present after Mr. Bell. The Commission approved his request.
LANDSCAPE AMENDMENTS
ltlJ Mr. Bell reviewed what was discussed at the February 2 11 d meeting. At that meeting the
Comm ission requested additiona l research on severa l items in the draft concepts. Mr. Bell
discussed those items and proposed new ideas for the following issues:
1. Distance requirement between decorative metal fencing or masonry walls
and sidewalk in perimeter landscape area adjacent to the street (3 feet minimum in draft).
2 Incentive for decorative metal fe n ces or masonry walls adjacent to the street
(none in draft).
3. Width requirement for landscape area adjacent to rear or side lot lines if
there is head-in parking (3 feet minimum in draft).
4. Width requirement for interior parking islands and angled parking islands (10
feet minimum in draft).
The landscape amendments discussion will co ntinue at a f uture date .
MEDICAL DISTRICT PHASE II: FIRST QUARTER STAKEHOLDER MEETINGS
l?lJ Mr. Voboril stated the stakeholder meetings would begin in late March and continue
into April; there will be a total of three meetings. Staff will do a mailing to all residents and
businesses in the area asking them to register for the meetings. The first meeting will focus
on the possibility of establishing new areas of change for portions of sub-areas 2, 3, and 5.
The second meeting will focus on specifically identifying geographical portions of sub-areas
2, 3 and 5 that are not acceptable to the stakeholders as areas of change and the future of
those areas . The amendments will be presen t ed at the third meeting for approval. He
presented a draft of a slide show to be shown at the three stakeholder meetings. He noted
the City will not take any private property as part of this process. The input from the
Stakeholders will be used to direct City staff, the Planning and Zoning Commission and City
Council as to whether any reform should be made to current zoning regulations. The
Commissioners offered comments and suggestions as the slide show was presented.
Suggestions included rearranging some of the slides, changing some of the wording and
considering the changes to the MU-R-3-B zon e district in this area would affect all other
MU-R-3-B zone districts in the City. Mr. Voboril said there is the possibility of creating
another zone district for those areas.
Mr. Voboril asked the Commission if the slid e show was what they envisioned. Several
Commissioners said it was. Mr. Brick said if there is good participation at the meetings, Staff
should get good feedback based on the pr esentation .

Mr. Bleile congratulated Mr. Voboril for doing a great job.
IV. PUBLIC FORUM
!?lJ Mr. Hong introduced himself, thanke d the Commission and said he would lik e to
attend another session.
Jennifer Chase stated she and the other two ladi es are owners of The Yellow Rose
Consignment Store in Parker, Co lorado. Their goa l is to open a store in Englewood. She
said they are hoping to open up 16 more stores in the next 18 to 24 months . The Parker
location is currently serving six different c iti es. She said there are many people coming to
her store from Englewood. The store is an upscale boutique; it is not a closet or thrift store.
She said they wou ld love to be in Englewoo d, but the problem is that consignment stores
are listed with thrift stores in the code and not allowed in the MU-B-1 zone district. She said
she doesn't believe they are the same thing. She wou ld like the Planning and Zoning
Commission to consider that. She in vited the Commission to v isit their store. The way a
cons ignment store works is you bring in your items and we sell them for you. You get a
percentage of the sa le price either in cash or store credit. The shop is about 6,000 square
feet and approximately 5,000 people walk through the door Tuesday through Saturday.
Turnover on inventory is less than 32 days .
Ms. Chase thanked the Commission for their time.
V. DIRECTOR'S CHOICE
CONSIGNMENT SHOPS IN MU -B-1
l?lJ Director White said rezoning the property on Broadway that The Yellow Rose is
looking at to MU-B-2 is not the best so lution . There are two problems . One problem is
consignment shops, buy-back shops, second hand stores and thrift stores are all lumped
together under the retail use category as one type of use and they are defined as one type
of use in one definition . The second problem is that use type is not allowed in the MU-B-1
zone district.
Different solutions were discussed . Director White distributed a copy of "consignment
shop" definitions from various cities and states t hat he researched.
He would like to proceed with a study session to discuss proposed amendments to the
code, hold a public hearing and forward recommendations to City Council. The
Commission agreed. The issue will be placed on the agenda for a future study session. Mr.
Roth sa id there needs to be a good, solid defini t ion of a consignment store .

Director White in formed the Commission that at the February 16 1
h City Counc il meeting
Council approved a contract for Staff to hire Progressive Urban Management Associates to
undertake a study in the Downtown and Medical Districts to look at alternative financing
mechanisms for public improvements in those areas.
