I. CALL TO ORDER

The regular meeting of the City Planning and Zoning Commission was ca ll ed to order at
7:03 p.m . in the Community Development Conference Room of the Englewood Civic
Center, Chair Knoth presiding.

[~ Dire ctor White gave a brief overview of where the rev e nue sources that fund th e
Public lmpro_vement Fund come from. He stated there will be approx imately $300,000
avai lable for capital projects. H e noted a list of th e 2 010 proje cts that were discussed was
included in the meeting packet. Th e Commission rev iewed the spreadsheet. Director White
said his personal op ini on is that the City needs to lo ok at alternative sources to fund capita l

improvements if we are going to reinvest and rebuild the City, but did not know what that
revenue source is. After discussion a motion was made as follows:

FLOOD PLAIN
[!] Ms. Langon noted Staff is currently workin g on five ordinances. She stated the flood
pla in issue has been moved to the top of the priority list. The Fe d e ral Emergency
Management Agency (FEMA) maps special flood hazard areas across the county. The maps
are ca ll ed Flood Insur ance Rate Maps (F IRM ) and are the offi c ial maps designating risk
premium zones in a commun ity. The last revision to these maps for the Eng l ewood area
occurred i n 1995. The C ity is expected to be notified this we_ek that the new Eng lewood
digitized maps wi ll become effective six months from the date of the letter. The new maps
will dictate a change to the City's Ordinance. The State Coordinator reviewed the City's
Ordinance and identified numerous problem areas. Rather than just change the name and
date of the maps Staff will move forward with a number of corrections and adjustments
based on a model ordinance. The City will also have six months from the date of the letter
to pass the new Ordinance and have it become effective . This process w ill take four
months at the minimum. All of this is predicated on the fact that the City participates in the
Community Rating System (CRS) of the National Flood Insurance Program . The City's
favorable rating allows citizens with property w ithin the floodplain to receive reduced
prem ium s for their flood insurance. There are current ly approximately 250 properties in the
floodplain. That number ma y change with the new maps.
Before Staff can bring this issue to the Commission it has to go to the State Coordinator,
who then reviews it and gets approval from FEMA. The entire process will take about six
months. The Ordinance will need to be adjusted aga in next year because the State is
currently working on new rules and regulations and they will not be comp leted in time to
be included in this year's revision.
Mr. Brick asked what the Commission 's role will be in this process . Ms. Langon stated to
revi ew and recommend forwarding to City Council.
Th e Commission determined it was unnecessary to conduct a Study Session on the updates
to the Flood Plain Ordinance.

~ Ms. Langon referenced a memo from the A llian ce for Commerce in Eng lewood board
regarding murals that was included in the packet. It w ill b_e brought back when the
Commission d is cusses murals.
She provided an update on the Centenn ial Shopping Center, buy-back, thrift, consignment
and second hand u se in MU-B-1, and medical marijuana.
