He sa id his purpose is to h elp regulatory and business co mmuniti es und erstand ho w they can all ow m essage ce nte rs a nd still govern them and m ake th em fit into the aesthetics yo u want your com munity to hav e. YESCO is a 90 year o ld company; 3 0 years in Denv e r. They are th e largest sign company in Denver and th e larges t buyers of LED diodes in the country. Th e co mpa ny suppl ies electro ni cs thr o u ghout the world. They are m emb e rs of the Co lorado Sign Associatio n and the Outdoor Advertising Association. At this time, Mr. Rick Bellefeuil le presented a slid e show on LED (e l ectro ni c) si gns. He passed aro und examp les of boards sh owin g th e evo lution of t ec hn o logy in th e in d u st ry . People want th ese sign s because they have proven to in crease a co m pany's sa les w hi ch in turn br in gs in more t ax r eve nu e. Th ey ca n be c ha n ge d from th e co mfort of yo ur office, elimin at es rec urrin g costs of cha n gin g in formation and cl ea n s up functionally in v isibl e clutter ed signs. He showed examp les of trans1t1ons (scro llin g, fade out, et c), hold times, brightness, com munity in fo rm ati o n si gns and sty l es of LED si gns . H e noted th at anim ation is not being all owed at this time in most muni c ipaliti es excep t in sp ec ial districts such as an ente rt ainm e nt district and it is very expe n sive . H e noted th at tra nsitions, brightness an d ho l d tim es ca n be gove rn ed by th e City. Code Enfor ce m ent officers ca n eas il y recog ni ze v io lato rs . H e said YESCO has done presentations to 40 d iffe re nt muni c ip aliti es along the front ran ge and everybody is moving toward adopting so m e t ype of code. H e noted Longmont's code i s espec ial ly good regard ing m essage ce nte rs. Mr. Be ll ef eu ill e n oted m essage ce nte rs ca n be u gly if they are not re gul at ed. H e reviewed the direction City Counci l provided at Study Session last week regard ing feedback from the Medical District Phase II Stakeholders Meetings as we ll as the Planning and Zon in g Commi ssion 's recommendations for sub-areas 2, 3 and 5. He also reviewed the proposed amendments to the Small Area Plan Goals and Objectives. The amendments wi ll be revised to reflect th e Commission's comments. It is expected the public hearing w ill take place in October. H e stated a lett e r will go out to Stakeholders who attended the last round of me etings inviting them to attend the public h ea rin g. He reminded everyone this hearing is to estab lish policy only. Once Staff has worked on the issues and has detai ls a mailing will be sen t out to all stakeholders in v itin g them to a meeting. The Comm ission thanked Mr. Voboril for his presentation. IV. PUBLIC FORUM ~ There was no public present. V. DIRECTOR'S CHOICE ~ Director White reminded everyone of the Boards and Commissions Appreciation Night at Pirates Cove next Monday night. VI.
