CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
May 8, 2007
I. CALL TO ORDER
The re gular meeting of the City Plannin g and Zoning Commission was called to order at
7:03 in the Community Development Conference Room of the Englewood Civic Center,
Chair Roth presiding.

111. MINIMUM FRONTAGE REQUIRE M ENTS IN MULTI-UNIT ZONE DISTRICT S
Senior Planner Lango n distributed photographs of multi-unit homes on fifty foot lots located
in Denver. She made note of the fact that some of the units are the same style, they just
have different roof lines .
At the last meeting Mr. Fish and Mr. Brick requested a map showing where the single-family
attached units are located in the City . Ms. Langon asked John Voboril, Planner, to prepare
such a map. She presented three maps he prepared:
1. Distribution of Existing Single Unit Homes vs. Attached Townhomes and 2
and 3 Unit Apartment Homes
2. Distribution of Ex isting Single U nits by Lot Frontage
3. Distribution of Existing Detached Single Family Units by Appraised Value
Ms. Langon stated the information to prepare the maps was taken from County records.
The members reviewed and d i scussed each map.
Ms. Langon stated if there are recommendations to change to the Code where would the y
occur ? Are they going to occur Citywide or only in certain areas?
Ms. Langon reminded the Commissioners if t hey do write recommendations for possible
changes they can :
• Make no changes anywhere (keep the frontage requirement at 60 feet)
• Go by zone district
• Do a specific area by an overlay district.
Staff will request another map be created to show the square footage of homes .
Discussion ensued.
Ms . Langon asked for a consensus. She asked if the Commissioners would like to move for-
ward with some type of recommendations. All agreed t h ey would. Ms. Langon said based
on the curre n t discussion, the recommendations would focus on:
• Change the frontage required to 50 feet (25 feet per unit) from 60 feet in all
districts.
• Different regulations for all ey and no alley access .
• No driveways or parking pads in the front for multi-unit development with
rear all ey access.
• All changes would be only for new de v elopment as of the effective date of
the Ord inance .
• Develop some type of standards for multi-unit properties .

Ms. Langon asked about including the R-2-A district. The Commission agreed the new rules
• would include all multi-unit districts.

Discussion ens u ed regarding having a test area in one part of the City.
Ms. Langon said for the next meeting she will work on the alley areas and the non-alley ar-
eas and try to come up with a compromise.
Mr. Welker said he would like to have a discussion at some point regarding having a list of
items that developers would have to choose several from in order to build.
Mr. Fish asked if it would be possible for Staff to write a motion that addresses the issues.
Ms. Langon stated she would prepare somethin g for the Comm ission to consider at the
next meeting.
IV. PUBLIC FORUM
There was no one present to address the Commission.
V. STAFF'S CHOICE
Senior Planner Langon provided an update on upcoming meetings:
• May 22nd -continuation of this discussion
• June 5th -continuation of th is discussion
• June 19t h -poss ib le Pu bl ic Hearing
• July 3rd -Meeting cancel led
Ms. Langon said at the May 7th Council meeting there was a discussion regarding murals in
the City. She stated the Commission could possibly be looking at murals in some way in the
future. Right now they are covered under the sign ordinance.
VI. ATTORNEY'S CHOICE
Ms. Reid announced there is an excellent new bakery, Az u car Sweet Shop &
Bakery, in th e City at 11 West Hampden Avenue. They are providing free samples through-
out the month of May.
VII. COMMISSIONER'S CHOICE
Mr. Diekmeier asked about the Acoma development project. Chair Roth stated he would
discuss that.

Chair Roth said the City and the Englewood Urban Renewal Authority (EURA) has been try-
ing to develop the Acoma Street property for some time. Most of the property is owned by
the EURA with a small part by the City. A deal fell apart last fall. At the last meeting of the
EURA the Englewood Arts group presented a proposal to develop the area as a perform -
ance and art venue . They requested 24 months to obtain financing. The EURA will b e dis-
cussing the proposal at their next meeting on May 9 111
