CA LL TO ORDER The regular meeting of the City Planning and Zoning Commission was called to order at 7:08 in the Community Development Conference Room of the Englewood Civic Center, Vice Chair Bleile presiding. Present: Absent: Staff Present: Brick, Bleile, Fish, Knoth , Krieger, Calonder, Diekmeier Myers (alternate) Roth (excused), Welker (excused) Tricia Langon, Senior Planner Brook Bell, Planner 11. APPROV AL OF MINUTE S Minutes of October 2, 2007 Mr. Brick moved: Ms. Krieger seconded: TO APPROVE THE OCTOBER 2, 2007 MINUTES AYES: NAYS: Brick, Calonder, Knoth, Bleile, Fish, Krieger None ABSTAIN: Diekmeier ABSENT: Roth , Welker Motion carried. 111. Bell stated tonight's discussion will be a continuation of the October 211 d discussion on the draft amendments to the historic preservation Ordinance. After review, he noted he felt there was consensus that at le ast the intent of the amendments was acceptable, but there were a few items where the language needed to be clearer. Those three areas are: 1. Removing any references to "preserve and protect' since the Ordinance doesn't really place any restrictions on what others can do once they have designation. 2. Stronger language was needed that stated more explicitly that there are no restrictions on property owner's right to expand, alter, or demolish properties . 3. Clarify that it is not just buildings and structures that can be designated, but districts, areas, cultural landscapes and places associated with historic persons or events. • • Mr. Bell referenced the second draft of the amendments included in the me eting packet. He noted the areas highlighted in gray were changes since the last meeting. He said also provided is Table 16-2-2.1 , which is the summary of Development Re view and Decision Making Procedures, which was not provided at the last meeting. Revisions have been m ade accordingly and are highlighted in gray. Mr. Bell asked the Commission if they had any discussion or comments regarding the rev i- sions. Ms. Krieger and Mr. Bleile said they liked what had been done. Mr. Brick said he felt very comfortable with the draft amendment. Mr. Bell said the draft amendment still needs to be checked against other language in the Code and the format will be changed to match the c urrent format of the Code . The older format was used in order to make it easier to compare. Ms. Krieger asked if the amendment would be brought before the Planning and Zoning Commission again or would they see it next at a Public Hearing. Mr. Bell said the Commis- sion would see it next at a Public Hearing. Mr. Fish had a question regarding the last sentence in Se ct ion E. He suggested the word "may" be replaced. After discussion, Staff agreed to change "may" to "s hall ". Ms. Lan gon stated she and the Assistant City Attorney will be meeting to review the document and will be checking the wording. Also, Staff will be working with the City Attorney's office to re- scind section 16-6-11 , Historic Preservation and insert Secti on 16-2-20, Historic Desi gna- tion, which will be in the procedural section of the Code. Vice Chair Bleile asked if there were any further comments. There were none. He thanked Mr. Bell for a job well done. IV. PUBLIC FORUM There was no one present to address the Commission. V. STAFF'S CHOICE Seni or Planner Langon provided an update on upcomin g meetings: • November 6th -Minimum Frontage Requirements in Multi-unit Zone Distri cts and simplifying charts in the Code • November 20th -Meeting to be cancelled if no Public Hearing is scheduled She noted in Januar y or Febru ary the Commission would be considering housekeeping amendments and /or Ordinances to the UDC.
