DATE: May 10, 1962 SUBJECT: Dedication of 4000 block South Kalamath RECOMMENDATION: • LOVE MOVED: MILES SECONDED: The Planning Commission recommend to the City administration that the Sealtest Corporation and other property owners be approached in an attempt to gain full dedication of the 4000 block of South Kalamath; that if Kalamath is not dedicated that West Nassau be opened and developed west to Santa Fe Lane. Members present: Hill; Kreiling; Love ; Miles; Rice Romans, Ex-officio Members absent: Pershing I. APPROVAL OF MINUTES. LOVE MOVED: ~ --- - - MILES SECONDED: The minutes of May 10, 1962 be approved as presented. The motion carried unanimously. II. J. A. TOWNE ALLEY VACATION Block 1, Higgins Englewood Gardens CASE #13 -62 Mr. J. A. Towne stated he represented 65% of the property owners in this block who were requesting that this alley be vacated. Mr. Towne felt it would be to the advantage of the property owners to have this alley vacated, inasmuch as only 60 feet of the present dedica- tion has ever been used. There are no rear access garages dependent upon this alley and it is not being used for deliveries to the commercial property fronting on Hampden. Mr. Towne stated that no persons contacted refused to sign the petition. HILL MOVED: KREILING SECONDED: The Planning Commission recommend to City Council that the alley in Block 1, Higgins Englewood Gardens, be vacated; and that letters be sent to property owners notifying them of such vacation by the Planning Director. The motion carried unanimously. III. HARRY HUMPHRIES DEVELOPMENT IN 3100 SOUTH GALAPAGO Mr. Harry Humphries stated that he owned property in the 3100 block of South Galapago and wished to develop the area into a nice industrial park. Mr. Humphries stated his property had 82-1/2 f oot frontage on Dartm outh ; there is an existing 30 foot dedication for Galapago, dedicated at the time the Corder Subdivision was accepted, on the east side, but 30 foot more is needed to develop the street to meet the requirements for streets in an 'M-1 zone. Mr. Humphries asked if a street width of less than 60 feet would be approved by the Com- mission. Discussion f ollowed; it was the feeling of the Commission that a 60 foot minimum width street should be required in the 3100 block South Galapago. No acti on was taken. Page 642 IV. PEERLESS BUILDERS SUBDIVISION Carmel Park CASE #22-61H Mr. Walter Erwin, attorney for Peerless Builders, stated the developers of the proposed Carmel Park Subdivision have asked that the Subdivision Regulations' requirement of 16 foot easements be waived on the west side of the proposed Subdivision. They request approval of a 15 foot easement. Discussion ensued; Mr. Burland pointed out that all these easements are on private property, and asked the Commission if an easement on the western property line would be required at all if the utilities companies agreed to the use of another easement. Mr. Erwin stated he felt his clients have complied with the requirements as set forth by the Subdivision Regula- tions. Both the Telephone Company and Public Service have requested easements along the west line of the Subdivision, and the Commission does not feel they could justify eliminating the easement entirely. LOVE MOVED: KREILING SECONDED: The Planning Commission recommend to City Council that a 15 foot ease- ment be granted on the western property line of Carmel Park Subdivision. AYES: NAYS: Love; Miles; Rice Kreiling, Hill The motion carried. V. WALDEN SUBDIVISION The 2-1 /2 acres at the northwest corner of the South Irving-Pleasant View Lane intersection. CASE #3-62B A preliminary plat of the proposed Walden Subdivision was presented to the Commission. Mr. Walden is subdividing only his property --a 2-1 /2 acre parcel at the northwest corner of South Irving -Pleasant View Lane intersection. After brief discussion, the Commission felt it would be wise to wait for the decision on the rezoning request for R-1-C, which is now before Council ; and subdivide the entire area at one time. HILL MOVED: MILES SECONDED: The preliminary plat of the proposed Walden Subdivision be received and action tabled until a decision on the rezoning request has been rendered by the City Council. The motion carried unanimously. VI. RULES AND PROCEDURE MANUAL Corrected additions of this manual were given Commission members. Brief discussion followed. MILES MOVED: LOVE SECONDED: The Planning Commission adopt the Rules and Procedure Manual as presented. The motion carried unanimously. VII. MASTER PLAN PARK DEVELOPMENT CASE #15-62 The Park Development section of the Master Plan is a compilation of materials presented by the Parks Department, and a study prepared by Denver University. A brief discussion followed. LOVE MOVED: MILES SECONDED: A public hearing be set for June 21, 1962 on the Park Development section of the Master Plan. The motion carried unanimously. VIII. DEFINITIONS A revised list of definitions for the Zoning Ordinance was given to Commission members. A study of "Educational Institutions" was also given the Commission for their review and com- ments. IX. SULLIVAN DEVELOPMENT 4100 South Huron MILES MOVED: LOVE SECONDED: The matter be removed from the table. The motion carried unanimously. The Planning Director stated that Mr. Sullivan has requested a part of the Cul-de-sac be vacated and an extension of the street and a cul-de-sac be dedicated to provide access for two building sites. A memo from City Engineer Davies was read, pointed out that there is more than 7200 square feet per each proposed site. A photostat of the Deed was presented to the Commission, which verified that the land is owned by Mr. SullivaQ. I I I I I I Page 643 LOVE MOVED : KREILING SECONDED: The Planning Commission recommend to City Council that the portion of the cul-de-sac be vacated and an extension of South Huron and a cul-de- sac be dedicated as presented to Planning Commission. The motion carried with Mr. Kreiling opposing. X. CENTENNIAL INDUSTRIAL PARK CASE #B40-60J The Planning Director stated she had received the title opinion on this proposed Subdivision. All requested changes and addi tion·s have been made on the Plat. KREILING MOVED: LOVE SECONDED: The Planning Commission recommend to City Council the approval of the final plat of Centennial Industrial Park Subdivision. The motion carried unanimously. XI. MUNICIPAL LEAGUE CONVENTION: Brief discussion ensued on the Municipal League Convention to be held in Glenwood Springs in June. LOVE MOVED: MILES SECONDED: That Mr. Rice and Mr. Kreiling be selected as official representatives of the Englewood Planning Commission to attend the Municipal League in Glenwood Springs. ) The motion carried unanimously. Members present: Hill; Kreiling; Love; Miles; Rice Members absent: Pershing; Romans, Ex-Officio Other officials present: Recreation Director E.P. Romans I. APPROVAL OF MINUTES. Hill moved: Love seconded: The minutes of May 24, 1962 be approved as amended; amendment to read as follows: "The Planning Commission recommend to City Council that the alley in Block 1, Higgins Englewood Gardens be vacated and that the utility easements rights be reserved; and that letters be sent to property owners notifying them of such vacation by the Planning Director." The motion carried unanimously. II. MASTER PLAN PARK SECTION CASE #15-62 Chairman Rice reviewed previous action of the Commission on this portion of the Englewood Master Plan. A general over-lay plan of existing and proposed park locations has been approved by the Commission. Mr. Romans stated he had reviewed the report, and the basic material, taken from a Capital Improvements study accepted by City Council and a survey by Denver University, is correct , but felt the material needed to be rearranged to give more unity of thought.
