Members present: Kreiling, Love, Miles, Pershing Romans , Ex-officio Members absent: Hill, Rice Also present: Mr. Tom TenEyck; Mr. Tom Eitel I. APPROVAL OF MINUTES Kreiling moved: Love seconded: The minutes of July 19, 1962 be approved as presented. The motion carried unanimously. Mr. Hill entered and was seated with the Commission. II. OLD BUSINESS Page 657 A. R. Cummings Land located South of West Tufts Ave. bordering the Engle- wood Reservoir on Rezoning R-1-D to M-1 Case #ll-62C July 5, 1962 July 19, 1962 the South, lying just east of South Pecos Street and West of the City Ditch. Kreiling moved: Love seconded: The matter of the Cummings Rezoning be raised from the table. The motion carried unanimously. Mrs. Romans reported on a meeting at the County Planning Commission of fice. A map of the area was displayed. The Arapahoe County Planning Commission is recommending to the County Commissioners that the area west of South Pecos remain I-2 in the county; the southeast corner of Pecos and Tufts be zoned I-1; and that the remainder o f the area be zoned R-3, (single-family, 12,500 sq. ft. minimum lot area) residential. Mrs. Romans felt the I-2 zoning would not be compatible immediately next to the proposed R-3 area unless some restrictions were placed on the . I-2 development, such as screening or set- back requirements. The f ollowing letter from the County Planning Director was read to the Commission: "PLANNING COMMISSION Court House Littleton, Colorado Englewood Planning Commission 3100 S. Bannock Englewood, Colorado Dear Sirs: August 9, 1962 At the Arapahoe County Planning Commission meeting of August 7th, the following action was taken in regards to the West Tufts Avenue area: 1. The Planning Commission has recommended to the Board of County Commissioners that the area designated as "A" on the enclosed map be rezoned from "I-2" to "R-3". 2. The Planning Commission has recommended to the Board of County Commissioners that the area designated "B" on the enclosed map be rezoned fr om "I-2" to "I-1". Kreiling moved: I' Love seconded: The Planning Commission recommend to City Council the rezoning request made by Mr. Cummings fr om R-1-D to M-1 be approved. The Planning Director felt there should be a provision f or screening between the M-1 zone and the R-3 zoning in the County. She requested permission of the Commission to go on record as opposing the I-2 zoning in the County at the meeting of the County Commissioners when the matter of the rezoning is heard. Page 658 Love moved: Miles seconded: The motion on the floor be tabled until the Planning Director has gone on record at the Public Hearing before the County Commissioners as opposing the I-2 zoning west of South Pecos and the revision of the Zoning Ordinance is completed. Those voting aye: Hill, Love, Miles, Pershing Those voting nay: Kreiling The motion carried. B. Ben Leonard Bounded by South Elati St. on the West; West Ithica Avenue on the So.; South Delaware -So. Cherokee alley on the East; and the Commercial zoning on Hampden on the North. Kreiling moved: Rezoning R-2-A to R-3-B Case #12-62C July 5, 1962 July 19, 1962 Hill seconded: The matter of the Leonard Rezoning be raised from the Table. The motion carried unanimously. The Planning Director gave a brief review of the case. The area is not developing as R-2, nor is the C-2 zoning on West Hampden developing. Discussion followed. Love moved: Miles seconded: The rezoning request made by Mr. Leonard for R-3-B from R-2-A be denied. The motion carried una n imously . C. Planning Commission 4400, 4500 , 4600 and 4700 blocks South Acoma. Kreiling moved: Rezoning R-1-D to T Case #6-62B March 8, 1962 July 19, 1962 Miles seconded: The matter of the Acoma Rezoning be removed from the table. The motion carried unanimously. The Planning Director pointed out that these were the only four (4) blocks on Acoma fro~ Belleview to Yale that were zoned R-1. The Director further pointed out that most of the non-conforming uses in this area were R-2. It was the Director's feeling that the T zone should not be imposed upon the people as . there was considerable objection registered at the Public Hearing, and that the Commission should possibly consider an R-2 zoning if the people decide they want to initiate it. Love moved: Hill seconded: The rezoning of the 4400, 4500, 4600, and 4700 blocks of South Acoma be denied. The motion carried unanimously. D. A.E. Thompson Area between West Grand Avenue and West Belleview Avenue; South Cherokee extended and the South Cherokee-South Delaware alley. Love moved: Rezoning R-1-B to T Case #21-62A July 19, 1962 Hill seconded: The matter of the Thompson Rezoning be removed from the table. The motion carried unanimously. Brief discussion followed. Hill moved : Kreiling seconded: The Planning Commission recommend to City Council the rezoning request made by A.E. Thompson for change from R-1-B to T be granted. The motion carried unanimously. E. Walden Subdivision Area between South Irving St. and South Lowell Boulevard on either side of Pleasant Lane to the City limits Case #3-62E February 8, 1962 March 8, 1962 May 24, 1962 June 7, 1962 July 5 , 1962 The preliminary plats of this Subdivision have been sent to utilities companies and offices of the City concerned wi th this. An agreement drawn by the officials of the Valley Sanitation District and sent to the City stated that the cost would be $200 per tap due within one year. An easement has been requested by the Telephone Company and Public Ser- vice on the north line of the Subdivision, and an extension of the easement to the west on the south line of the Subdivision. The Engireer's Department has requested a 20 foot easement on the south 1 ine of the Subdivision rather than a 16 foot easement. It has also been suggested that the name of the street l:E changed from Pleasant Lane to West Tufts Avenue . I I I I I I Page 659 Discussion ensued. Hill moved: Kreiling seconded: The preliminary preliminary plat of the Walden Subdivision be adopted with the understanding that the additional requirements be shown on the preliminary and final plats. The motion carried unanimously. A recess was called at 9:15 P.M. The meeting was called to order at 9:30 P.M. III. NEW BUSINESS A. Street Designation Case #23-62 Mrs. Romans reported to the Commission that there is a 20 foot easement running west from South Ogden serving four homes. This is presently known as Dolphin Court, but has never been designated as such by City or County. The Director suggested it be designated as East Dartmouth Place to coincide with the existing street pattern. Discussion followed. Miles moved: Hill seconded: The Planning Director check with people in this area to determine their feelings on having the street name changed. The motion carried unanimously. B. Land Use Study Commission members were given a Land Use Study Report. This study covers every zone classification but R-1. Members were asked to review these reports at home. C. Revised Zoning Ordinance. A portion of the revised Zoning Ordinance was presented to the Commission for their study. A new Residential-Estate District has been suggested; R-1-A and R-1-B Dis- tricts have been combined into one classification. The present T zone has been classed as R-4, Residential-Professional. The use of "B" for Business and "I" for Indus try is to conform with the Zoning Codes of surrounding cities and the County. Mr. Rice entered and was seated with the Commission. Discussion ensued on the revised Ordinance. No action was taken, but a work session was set for August 16, at 7:30 P.M. IV. DIRECTOR'S CHOICE A . Hugh B. Terry KLZ Site Zoning C-3 Case #22-62 The Planning Director reported that application for zoning to C-3 of the KLZ Site has been filed with the City Council and the Planning Commission. The regular quarterly rezoning hearings will be in September and the Commission was asked to establish the date for this Hearing and any other applications that might be received. Rice moved: Love seconded: The public hearing for zoning on the KLZ Site and any other applications be set for September 6, 1962. The motion carried unanimously.
