HomeMy WebLinkAbout1962-09-27 PZC MINUTESI I I Page 667 Mr. Robert Davison Mayor of Cherry Hills wished to go on record that Cherry Hills officially opposes the Cinderella City development. Mr. R. E. Ratcliff 4025 South Inca -stated he was asked by 120 residents to represent them and to go on record as being opposed to the proposed development. No names were filed with the Commission. Mr. Ratcliff felt the Industrial areas should be developed, as they would offer more jobs. Mr. Ratcliff felt that reports were not of much use, as they were "usually estimates o~ opinions partially based upon facts which can be slanted to the desire of the originator." Mr. Fred Oman 3165 South York stated that in his opinion, Mr. Von Frellick is a genius and that he would like to see Mr. Von Frellick employed to rebuild downtown Englewood. Mr. Oman further stated he would like to see Cinderella City built, but not on the KLZ site. Mr. Dal Fonda 3500 South Franklin -stated that the opposition to Cinderella Ci~y ''was just beginning to fight." Mr. Tom Hudgins 23 County Homes Land -stated he bought right across from KLZ this last July. He does not want a shopping center to "spoil the beautiful view" his property affords. Mr. Alfred Cox 3140 South High -stated he did not want a shopping center in a residential area. If he had wanted to live by one, he would have purchased there. Mr. Von Frellick stated that he was aware there had been a great many mis-understandings, which he felt were unhealthy for the community. Mr. Von Frellick stated that three years of intensive research had been devoted to drainage by well qualified engineers and that they had reported there were no dangers of flood damage. Mrs. Baker 3342 South Ogden stated she had lived in Englewood 12 years, in the area known as "frog hollow". Mrs. Baker said she was in favor of Cinderella City, and was willing to "take a chance on Englewood City officials and Mr. Von Frellick." Miles moved: Love seconded: The hearing be closed. The motion carried unanimously. Miles moved: Pershing seconded: The zonin~ of the KLZ Site to C-3 be tabled for further consideration. The motion carried unanimously. Love moved: Miles seconded: The remainder of the agenda be dispensed with and the meeting be adjourned. Welty Recording Secretary * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION Minutes of September 27, 1962 SPECIAL SESSION The meeting was called to order at 7:00 P.M. by Chairman Rice. Members present: Kreiling; Miles; Pershing; Rice Romans, Ex-officio Members absent: Hill; Love Also present: Assistant Director Hess Assistant Engineer Barde All members of the Commission were notified of the special meeting by phone prior to the day of the meeting, called for the purpose of studying the material presented at the Public Hearing by the applicant for the zoning and by those opposing the zoning. Mr. Rice reaffirmed that the meeting was called to discuss the proposed C-3 zoning of the KLZ site. Mr. Rice discussed briefly the Market Analysis review given at the Public Hearing by Mr. John Welles. Mr. Rice stated the differences cited by Mr. Welles in the trade areas to the north and south had not been projected at the time of the original Combs report, as Highway #70 had not been completed. This area was considered in the latest Combs Report, and mention of the changes was made in the report itself. Commission members were asked their opinion on the zoning request and were asked to bring up any questions that they might have on any of the material that 'had been presented. Page 668 Mr. Pershing stated: Tax wise it would be a great asset to the City. He doesn't feel we have anything to fear on the drainage problem; and felt that the material submitted in opposition was basically the same submitted prior, with no .new points brought forth for consideration. Mr. Miles asked for the recommendation of the Planning Director. Mrs. Romans stated she felt there were three major points to consider : need, location and economic effect. She .felt a need for such a development has been shown. The stores in Englewood can not carry the stock that is needed for a City of this $ize. The people of Englewood have indicated a desire to have additional shopping facilities. Mrs. Romans in- dicated she was concerned about the location, but pointed out that to the south, there is a six-lane highway, and the homes further south have considerable setbacks, and are in an agricultural-residential area. To the west, there is commercial development on both sides of Hampden, with a clinic, mortuary, and rest home in that area. The northwestern area is developed residentially as R-1-D. To the north, the development for five blocks is R-1-D Residential, the houses facing east and west; one block is developed as R-1-B residential. To the east, the site is bordered by R-1-A homes for approximately five (5) building sites, the backs of which abut the subject site, and Kent School. The site would be served by three major arterials --Floyd, Hampden-Colorado 70, and University .Boulevard. Economically, she felt the center would be an asset to the City and would compliment the downtown area. A petition was presented to Mr. Von Frellick signed by almost 70 Englewood businessmen re- questing him, Mr. Von Frellick, to build the Shopping Center; indicating that they must feel the center will bring business to the downtown business area. Mr. Miles stated he felt the people of the subject area should be considered, but he also expressed the view that if the developers felt there were no need, they would not be attempting to put it in. Mr. Miles felt that the lease$ already signed for occupancy of the proposed center proved there was a need. He further felt the proposed center would necessitate a re- development program for downtown Englewood. Mr. Miles pointed out that it was a duty of the Planning Commission to zone for the welfare of all of the people of the .City, and he felt, tax wise, the proposed project would benefit the entire City. Mr. Miles also stated that he felt that there was a need for more complete shopping facilities in this area. Mr. Kreiling stated he was concerned about drainage. Mr. Barde gave a brief report on the drainage plan. drawn by the City in 1954 and submitted to Council. in their storm drainage study. Mr. Barde stated .he adequate, based on a 10-year storm. It is the same, basically, as the plan Harold Hoskins adopted the same routing had checked the flood design, and it is Mr. Kreiling stated his questions had been answered. He further stated he lived 1-1/2 blocks from this proposed development, and could find no reason to oppose it. Mr. Kreiling said he is not afraid of noise or traffic in the area resulting from the development and feels it would be a compliment to the City. Mr. Rice read a memo from Mr. Love dictated to the Planning Department staff for presentation to the Commission. In the memo, Mr. Love has indicated he feels the only reports to be relied upon are those submitted by the investors. He did not feel that the investors would put money into a project that would not bring a return, thereby showing a need in the area. Mr. Rice stated he had reviewed and considered material submitted and resubmitted by both opponents and proponents. Everything contained in these reports .had convinced him the C-3 zone classification was the best zoning for that particular site. The members discussed a letter received from Mr. John Welles, concerning the Combs Reports. It was their feeling that Mr. Welles should be given a formal answer by this office, thanking him for his kind offer, and stating that the members of the Commission have reviewed the report. The members also felt that were Mr. Welles invited to appear before the Commission that the same courtesy would need to be accorded the applicant. This, in effect, would be reopening the hearing, and the Commission does not feel this is necessary. Mr. Hess was asked to briefly. summarize his findings of the research he has done on the Combs Reports. He stated the sources of information were obtained locally, and the 1960 census is used in the third report. Mr. Hess felt the reports were quite reliable, and that the points made for recommendation were in order. Mr. Hess felt the descrepancies were due to the fact that the 1960 census was not available at the time the first report was cimpiled, and also, additional information pertinent to this proposed development has been included in the third Report. Mr. Hess stated the Traffic Report by Meurer-Serafini-Meurer was lacking in many instances; he felt the method used to compute "generated traffic" is questionable; however, material based on Colorado State Highway Department information was in order.
