HomeMy WebLinkAbout1962-11-08 PZC MINUTESPage 680 MEMORANDUM TO THE ENGLEWOOD CITY ENGINEERS DEPARTMENT REGARDING ACTION OR RECOMMENDATION .OF THE CITY PLANNING AND ZONING COMMISSION DATE: October 18 , 1962 SUBJECT: Pleasant .View Subdivision, Second Filing. At the regular session of the Englewood Planning and Zoning Commission , on October 18, 1962, a Public Hearing on the proposed re-subdivision of Pleasant View Subdivision was held. Residents of the Trumac Subdivision are concerned about the drainage problem in the area. After discussion , the Commission agreed to ask the Engineer's Department for their recommenda- tion as to the type of drainage system to be installed in this area -storm drains or an open ditch ; and if an open ditch , how deep? The Commission would appreciate your consideration of this matter and would ask that you send your findings to the Council with a copy to the Planning Commission for their files. After further brief discussion the following motion was passed: RECOMMENDATION: The Planning Commission recommend to City Council that the Pleasant View Subdivision Second Filing, be approved, subject to approval of supplementary documents by the City Attorney and the receival of the desired drainage information from the City Engineer's Office. APPROVAL OF MINUTES HILL MOVED: MILES SECONDED: The Minutes of October 18 , 1962 be approved as printed. The motion carried unanimously. II. THOMPSON-SUMMERS Bounded on the North by West Grand Avenue; on the East by South Cherokee extended ; on the South by West Belleview Avenue; on the West by the South Cherokee-South Delaware alley. REZONING R-1-B to R-2-A CASE #25-62 The Planning Director referred to the minutes of October 18, wherein she was asked to study the aforesaid area, and give a report and recommendation to the Commission. Mrs. Romans re- ported that there had been contact from adjacent property owners, and that they had indicated that they would not oppose an R-2-A zone classification , were it to be considered for that area. Mrs. Romans recommended the Planning Commission initiate the R-2-A zoning, inasmuch as it would serve as a "buffer" between the existing R-3-A zone classification on the East and the R-1-B zone classification abutting to the West, the Hearing to be held in December. MILES MOVED: HILL SECONDED: The Planning Commission initiate an R-2-A zone classification on the area bounded on the north by West Grand Avenue ; on the east by South Cherokee extended; on the south by West Belleview Avenue; on the west by the South Cherokee-South Delaware alley; the Public Hearing date to be set for December 13, 1962; the property to be posted and publication be given in the official city newspaper. CLARIDA Centennial Acres Shopping Center ZONING C-2 CASE #24-62 The Planning Director reported that Mr. Clarida had made application for zoning of his property at South Federal and West Belleview to C-2. There is a gasoline service station existing which would be rendered non-conforming by either a C-1 or C-3 zone classification. The application includes that portion of the Belleview Bowl which is presently zoned C-1 . The area is developed commercially. The application was briefly discussed by the Commission. HILL MOVED: PERSHING SECONDED: The application be received and referred to the Planning Director; the property be posted, publication be given in the official City newspaper and the Hearing date set for December 13 , 1962. The motion carried unanimously. IV. ST. LOUIS SCHOOL CASE #25-62 Street Dedication -3300 South Sherman The Planning Director gave members a map of the 3300 block South Sherman , on which the portion of the street now dedicated and the portion to be dedicated were indicated. Mrs. Romans stated she has talked with Msgr. Cullen .and the Church wants to dedicate the remainder of the street along the property belonging to the Church. Msgr. Cullen has talked to Mrs. Poole, owner of the E. 1 /2 of Lots 13 -17 , and she has indicated a willingness to dedicate the portion of the street along her property that is yet undedicated. The Church has purchased the greenhouse, and plan to remove it by late summer, 1963. The Msgr. would like to have the 3300 block South Sherman included in the City's paving program for 1963, but would prefer the paving be toward the end of the program to enable them to have the greenhouse removed. Discussion followed. MILES MOVED: KREILING SECONDED: The Planning Commission recommend to City Council the street dedication of the 3300 block South Sherman by St. Louis Church and Mrs. Poole be accepted. The motion carried unanimously. V . TOOLE AND ARMSTRONG Street Dedication CASE #27-62 The Planning Director stated that Toole and Armstrong were now owners of the Park-Elitch property, and were planning to develop the property immediately. To get water service, there must be a dedicated right of way or easement within the property. Toole and Armstrong have proposed a 30 foot street dedication on the South edge of their property extending east from Santa Fe. Later, they will discuss the possible dedication of a 60 foot street running north and south across their property in order to provide access to West Quincy Avenue. Discussion followed. The Commission felt the property owners to the South of the Toole and Armstrong property , both within and without the City limits, should be contacted about a possible 30 foot street dedication in order to gain the f ull width for an industrial street. KREILING MOVED: HILL SECONDED : The Planning Commission instruct the Planning Director to contact the property owners on the South side of the Toole and Armstrong property for the proposed dedication of 30 foot width for street purposes in order to gain the full width required for an industrial street. The motion carried unanimously. PERSHING MOVED : HILL SECONDED: The Planning Commission recommend to the City Council that the 30' dedication for street purposes on the south side of the Toole and Armstrong property be accepted. The motion carried unanimously. VI. JUNK YARD ORDINANCE CASE #28-62 The Planning Director stated this proposed Ordinance had been referred to the Commission by the City Council. Mr. Johnson, from Scenic View, and Mr. Banta had both contacted the Planning Office to discuss the Ordinance. Both gentlemen had similar objections to the re- strictions in the Ordinance; i.e. off-street parking, surfacing requirements, and fence re- strictions. The Director reported that a number of the Auto Wrecking Yard dealers have indicated a desire to meet with the Commission to discuss the Ordinance prior to the Hearing. KREILING MOVED: MILES SECONDED: The Planning Director send a letter to all Auto Wrecking Yard dealers and Mr. Banta asking them to meet with the Commission to discuss the Junk Yard Ordinance on December 6, 1962. The motion carried unanimously. - --- -- - ----- -- ----- ---- Page 682 VII. LITTER ORDINANCE Copies of the Litter Ordinance were given the Commission. The Director stated the City Manager had asked that the Commission study the proposed Ordinance and make any suggestions they might have. A study of the Ordinance ensued. Mr. Miles questioned the legality of Section 1 repealing Section 15.24 of the Municipal Code and Section 2 then renumbering Section 15.24 as Section 15.41. Discussion followed. MILES MOVED: PERSHING SECONDED: The Planning Commission recommend to City Council that the proposed Litter Ordinance be incorporated as part of the Ordinances of the City of Engle- wood and enforced. The motion carried unanimously. VIII. NEW BUSINESS A. Englewood Methodist Church The plans for the proposed remodeling of the Englewood Methodist Church were shown to the Commission. Discussion of the proposed relocation of the Broadway-Acoma alley and possible widening of West Mansfield adjacent to the Church was held. Mr. Hill asked if a hearing were necessary on the rerouting of an alley. He was told it is the policy of the City to notify property owners in the .area and ask them for their opinion. B. Requested Zone Change The Planning Director said a Mr. Swartz had discussed the problem existing as a result of the greenhouse at Girard and Emerson. Mr.Swartz owns property on Emerson across from the greenhouse and does not feel he can develop his property as R-1-D. He would like to have an R-3-A classification to enable him to construct office buildings. No application has been filed, and no action was taken. Welty Recording Secretary MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY PLANNING AND ZONING COMMISSION DATE: November 8, 1962 SUBJECT: Acceptance of Street Dedication RECOMMENDATION: The Planning Commission recommend to the City Council that they accept the dedication of the portion of the West side of the 3300 block of South Sherman that has not been dedicated. CALL TO ORDER The meeting was called to order by Chairman Rice at 8 :00 P.M. Members present: Hill; Kreiling; Pershing; Rice Romans, Ex-officio Members absent: Love; Miles Also present: Planning Aide Monson ~ - ----- -- --- - --- II. APPROVAL OF MINUTES Hill moved: Pershing seconded: The minutes of November 8, 1962 be approved as presented. The motion carried unanimously. III. 5000 South Broadway Case #2 9-62 The Planning Director explained to the Commission that there was a problem of access to the 5000 block South Broadway for traffic g oing south on Broadway. It was explained that there is a 20 foot right-of-way existing on Grand running east for approximately 453 feet. This is presently being used as part of the 4980 Corporation mobile home park operation. There is also a 10 fo ot alley dedication in existence at the present time on the east side of the property running north and south fr om Grand to Belleview. No record of a vacation has been found in City or County records. It was suggested that it might be possible to vacate the east portion o f the Grand dedication in return for a dedication extending north and south across Mr. Arnold's property. Mr. Hill felt it would be desirable to have the full width dedication on East Grand Avenue. Mr. Monson presented a map of the area for the Commission's consideration. Discussion followed. Mr. Aceorso, operator of the Plantation and Mr. Johnson, owner of the Johnson Furniture Company, were present and indicated every effort would be made to gain the full cooperation of everyone in the area for the solution of this problem. Hill moved: Pershing seconded: The Planning Director hold a meeting with all interested parties to work out the dedications necessary to make access to the rear of the existing businesses in the 5000 block South Broadway and to investigate the feasibility of running an access way through to Belleview. The motion carried unanimously. IV. 3400 South Emerson -Redevelopment The Planning Director introduced Mr. Butler, who was in attendance in reference to the 3400 block South Emerson. Mr. Butler resides in the 3400 block South Clarkson, but is in- terested in the redevelopment of this area on South Emerson. This is directly across from the greenhouse at 3444 South Emerson, which is a non-conforming use. Mr. Butler does not feel the area will redevelop in nice single-family residences because of the existence o f the greenh ouse. Mr. Butler felt the only solution was the extension of theR-3-A zone to the east. Discussion followed; no action was taken, however, Mr. Butler was told that this area had been studied and would be considered in the drawing of the new Comprehensive Zoning Map.
