CALL TO ORDER CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION Minutes of December 13, 1962 Page 687 The regular meeting of the Englewood Planning and Zoning Commission was called to order by Chairman Rice at 8:10 P.M. Members present: Hill; Kreiling; Miles; Pershing; Rice Romans, Ex-officio Members absent: Love II. APPROVAL OF MINUTES Miles moved: Hill seconded: The Minutes of December 6, 1962 be approved as presented. The motion carried unanimously. III. A. E. THOMPSON Bounded on the North by West Grand Avenue; on the East by South Cherokee extended; on the South by West Belle- view Avenue; on the West by the South Cherokee- South Delaware Alley. Hill moved: Kreiling seconded: The Hearing be opened. The motion carried unanimously. REZONING R-1-B to R-2-A CASE #25-62A November 8, 1962 The Planning Director stated the property has been properly posted the required number of days, and Public Notice was given in the official City Newspaper on November 26, 1962. It was pointed out that two previous attempts by Mr. Thompson to rezone this area to R-3-B and T (Transitional) have been unsuccessful. Mr. M. M. Summers was present in favor of the rezoning. opposition. Miles moved: Hill seconded: The Public Hearing be closed. The motion carried unanimously. There was no one present in The rezoning case was discussed by the Commission. Area zoning was reviewed; there is an R-3-A on the east of this property, R-1-B to the west, and Sinclair Junior High School to the north. Cherokee Street is not dedicated, and Mr. Thompson will be required to give the entire right-of-way if access is necessary on the East side of the property. The R-2-A zoning was initiated by the Planning Commission as they did not feel it feasible to require Mr. Thompson to develop his property under theR-1-B Zone District requirements when it is adjoining an extensive R-3-A development on the east. It was further pointed out that petitioners opposing the T zone application to this property, stated in their petitions presented to Council that they would approve an R-2-A development. Hill moved: Kreiling seconded: That, inasmuch as there were no persons present to object to the pro- posed rezoning, and petitions presented to Council indicated the signers would not oppose an R-2-A classification, the Planning Commission recommend to City Council the rezoning of Mr. Thompson's property from R-1-B to R-2-A be approved. The motion carried unanimously. IV. L. E. CLARIDA The West 1/2, Southwest 1 /4, Southeast 1 /4, Section 8, Township 5 South, Range 68 West, 6th Principal Meridian. Kreiling moved: ZONING C-2 Hill seconded: The Public Hearing be opened. The motion carried unanimously. CASE #24-62A November 8, 1962 The Director stated the area had been properly posted and Public Notice was given in the Englewood Herald on November 26, 1962. The application was made by Mr. Clarida. It was pointed out that either the C-1 or C-3 Zone Classifications would make the existing filling station non-conforming. Discussion followed. Page 688 There were no persons present either for or against the proposed zoning. Kreiling moved: Pershing seconded: The Public Hearing be closed. The motion carried unanimously. The proposed zoning of this area was further discussed by the Commission. Miles moved: Pershing seconded: The Planning Commission recommend to City Council the Centennial Acres commercial area be zoned C-2. The motion carried unanimously. IV. OLD BUSINESS A. Proposed Zoning Map The Planning Director stated there were two major areas on this proposed Map that were not as yet approved by the Commission --the KLZ Site and along West Union Avenue from Santa Fe to the Platte River. A land use map of the area along West Union was displayed for the study of the Commission. Discussion followed. The Director reported that Mr. Fred Merton, of the State Highway Department, has said there should be another signalized intersection between West Oxford and West Belleview on South Santa Fe, and that if West Union were a through street, this would be the logical intersection. Discussion followed. Hill moved: Pershing seconded: The C-2 zoning along West Union Avenue from South Santa Fe to the Platte River be approved, and the extension of West Union Avenue east to South Pecos be encouraged and incorporated into the Master Street Plan. The motion carried unanimously. The zoning of the KLZ site was discussed. It was pointed out by Chairman Rice that, after considerable study and deliberation, the Commission has twice previously recommended that the area be zoned C-3. Mr. Hill suggested extending the C-2 zoning along Hampden east on this property, and zone the rest of the site residential. The question was raised: would the businesses that might develop in this C-2 zoning be given ingress and egress from Highway #70 by the State Highway Department and what traffic problems would be created in such a strip commercial development? Discussion followed. Kreiling moved: Pershing seconded: The B-3 zone classification for the KLZ site on the revised Zoning Map be approved. Discussion followed. Hill moved: The matter be tabled for further consideration. The motion died for lack of a second. The vote taken on Mr. Kreiling's motion resulted: AYES: Kreiling, Miles, Pershing,Rice NAYS: Hill ABSENT: Love The motion carried. B. Proposed Auto Wrecking Ordinance. The Director reported a meeting to discuss the proposed Ordinance further has been arranged with Mr. Banta and a report would be made to the Commission at a later meeting. VI . NEW BUSINESS A. The Direcirr asked the Commission what they felt about a joint meeting with the Board of Adjustment and Appeals and the City Council to discuss the revised Zoning Ordinance prior to the Public Hearing. The question was discussed; January 3, 1963 was set as a possible date for the meeting. Miles moved: Hill seconded: The meeting be adjourned. The motion carried unanimously, and the meeting adjourned at 10:15 P.M.
