I. CALL TO ORDER.
CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION

The regular meeting of the Englewood Planning and Zoning Commission was called to order
at 8:00 p.m. by Chairman Carlson.
Members present: Starkloff ; Rice; Fullerton; Carlson
Romans , Ex-officio
Members absent: Parkinson ; Touchton
II. APPROVAL OF MINUTES .
Fullerton moved:
~ice seconded: The Minutes of February 29, 1964 be approved as presented.
The motion carried unanimously.
Rice moved:
Fullerton seconded: The Minutes of March 4, 1964 be approved as presented.
The motion carried unanimously.
III . OLD BUSINESS.
A. Englewood Industrial Park Case #2-64A
Mrs. Romans reviewed the action taken at the March 4th meeting, at which time the Preliminary
Plat was apprpved. Since that time, however, Mr. Tatum has contacted the office and has
stated they want to combine the lots to give them 200 foot frontage and to do away with
ea s ements to enable them to build larger buildings. Mrs. Romans stated that the applicants
have been informed that an entirely new Preliminary Subdivision Plat will be required . The
Commission agreed that changes to this extent would necessitate a new Preliminary Plat.
Further discussion followed ; no action was taken.
Mr. Touchton and Mr. Parkinson entered and were seated with the Commission.
B. 3500 Block South Marion.
Mrs. Romans stated an attorney for Ben Nazarenus had contacted her and has indicated that
Mr. Nazarenus is again considering filing for rezoning. Mr. Nazarenus' land fronts on
South Marion Street in the 3500 block.
A review of past action by the Commission on this case was given. Mr. Nazarenus first
asked for R-3-B in late 1961, which was denied by the Commission. When the Comprehensive
Zoning Ordinance was being considered, he asked for an R-4 classification. This was con-
sidered by the Commission and was not approved. The area is presently zoned R-2-B and is
well developed in single and two-family residences.
A Land Use Map was displayed for study; discussion ensued.
The Commission members agreed that unless new informa t ion was presented by Mr. Nazarenus,
they would regard a change of zoning in a negative manner.
V. NEW BUSINESS.
A. Elm Trailer Court Case #3-64
Mrs. Romans introduced Mrs. Ringenberg, owner of Elm Trailer Court. The case was reviewed
for Commission members. Under the 1955 Zoning Ordinance, Mobile Home Parks were not a
Permitted Use in any Zone District. The Mobile Home Parks Regulations required all trailer
parks to meet standards set forth in that Ordinance by January 1, 1962. The Elm Trailer
Court had eight one-room units they wished to tear down and replace with eight trailer
spaces, but under the Non-Conforming Use Section of the 1955 Ordinance they could not do so.
When the 1963 Comprehensive Zoning Ordinance was adopted, Mobile Home Parks were included
as a Conditional Use in the I-1 District.
Mrs. Ringenberg stated they had obtained a permit to demolish the eight units. She displayed
a plot plan of the trailer court, and stated the eight units would be replaced with eight
trailer spaces. The Court is now served by the City sewer system and arrangements have been
made to have natural gas and electricity installed when the work on the entire Court is
completed.

Starkloff moved:
Rice seconded: The Commission approve the proposal as presented by Mrs. Ringenberg; the
Planning Director to work with the Building Inspector to see that the
regulations in the Mobile Home Parks Regulations are met.
Touchton moved:
Fullerton seconded: The motion be amended by further defining the Mobile Home Parks Regula-
tions as Ordinance Number 33, Series of 1958.
The motion carried unanimously.
Mr. Carlson asked for the vote on the motion made by Mr. Starkloff, as amended.
The motion carried unanimously.

B. 3600 Block South Lincoln Case #4-64
Mrs. Romans read a letter from Mr. Wm. Bishop, Superintendent of Schools, in which the possible
closing of the 3600 block of South Lincoln was mentioned. A 20 foot roadway to serve the uses
at the north end of the block was suggested. Discussion by the Commission followed.
Mr. Fullerton suggested the property owners affected by the proposed vacation be asked to attend
a meeting with Mr. Bishop and the Planning Commission. Further discussion followed.
Rice moved:
Fullerton seconded: The Planning Director be directed to contact the Superintendent of
Schools to outline to him as many of the objections as we can see at
the present time in view of other uses affected to see if they can
come up with a better plan before formal presentation.
The motion carried unanimously.
C. Annexation -South of Belleview, West of Broadway Case #6-64
Mrs. Romans reported that six resident land owners have signed the petition for annexation.
At least three additional signatures are needed. Discussion followed.
D. Next Meeting Date.
The next regular meeting of the Commission is April 8, 1964; however, the Director and at
least one member will be unable to be present.
Fullerton moved:
Touchton seconded: The next meeting date be changed from April 8th to April 15th, 1964.
The motion carried unanimously.
Fullerton moved:
Touchton seconded: The meeting be adjourned.
The motion carried unanimously, and the meeting was declared adjourned at 10 p.m.

SPECIAL SESSION
The special session of the Englewood Planning and Zoning Commission was called to order at
6:40 a.m. by Chairman Carlson.
Members present: Touchton; Starkloff; Rice; Parkinson; Fullerton; Carlson
Romans, Ex-officio
Members absent: None
II. ANNEXATION -SOUTH OF BELLEVIEW AT BROADWAY
Touchton moved:

Starkloff seconded: The matter of possible annexation south of Belleview at Broadway be
considered.
The motion carried unanimously.
Mr. Fullerton stated he had understood that an agreement was made between the cities of
Englewood and Littleton whereby Belleview Avenue was the north and south boundary lines of
the cities. He asked that this be explained.
Mrs. Romans gave a review of the annexations of Englewood and Littleton encompassing the past
ten years. At a meeting of Englewood and Littleton officials held in the Pennwood Restaurant
several years ago, it was agreed that the area north of Big Dry Creek until it intersec~~d
Belleview and then Belleview Avenue could be better served by Englewood, and the Creek and
Belleview were at that time regarded as the division line. Shortly thereafter, Littleton
annexed the area north of Belleview, west of Windermere extended, west to South Decatur Street
extended.
Mrs. Romans reviewed notes taken at a meeting of Englewood and Littleton City officials at
the time the Centennial Acres annexation was considered in 1962. No agreement was indicated.
The Minutes of the Planning Commission of February 1 , 1962 were reviewed in which it was
recommended to City Council that the area south of Belleview, both east and west of Broadway,
be annexed. Three other areas, one of which was Centennial Acres, were also recommended for
annexation.
Mr. Rice stated that past Minutes had been reviewed, and no agreement was recorded. Further
discussion ensued.
