CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION September 2, 1964 Special Meeting Page 797 The Special Meeting of the Eng lewood Planning and Zoning Commission was called to order at 8:03 p.m. by Chairman Carlson. Members present: Whitcomb; Touchton; Rice; Parkinson; Fullerto n; Carlson Romans, Ex-o fficio Members absent: None Also present: Mayor Love, City Manage r Dial , Messrs. Ed Haase and Fred Merten of the Colorado State Highway Department; and Wayne Monson, Planning Assistant. Mr. Carlson stated this meeting had been called to discuss access to and from Highway 70 to the New Englewood Development with the representatives of the S tate Highway Department. He asked Mrs. Romans to give a review of studie s and plans submitted for consideration. Mrs. Romans stated plans submitted by the New Englewood Company had been taken to Mr. Ed Haase, District 6 Engineer , for referral to the Design Section of the Highway Department for approval or disapproval. She emphasized the necessity for a design that would handle the traffic today, and that will handle the traffic five or ten years from today. She pointed out the fact that there were several problems along Highway 70 that hage long needed a solution and will need to be solved whether or not the New Englewood complex is developed. The Director stated an interchange at Broadway and Highway 70 is probably the most urgent matter at this time. Mr. Haase stated they had reviewed the plan using left-hand ramps for ingress and egress, and did not feel such a plan could be approved. Mr. Haase said the Department was charged with the responsibility of maintaining the integrity of Highway 70, and felt a decided risk would be incurred if ramps such as were proposed were allowed. Mr. Merten stated he had studied the proposed ramp plan; it is not felt to be a good plan regardless of Highway 70, inasmuch as the ramps were proposed as two-way ramps, and are not considered practical, nor in this situation, feasible. Mr. Merten felt such a plan could also be a detriment to Englewood, inasmuch as the majority of the streets to the south would be blocked. He felt a surface intersection system would handle the traffic adequately if proper l y signalized. He discussed the possibility of widening Highway 60 to eight lanes; three thru lanes in each direction, a left-turn lane, and an access lane to the shopping area. Mr. Fullerton asked how many intersections were indicated with this system? Mr. Haase stated there were four indicated on the plan; however, more could possibly be developed. Mr. Merten discussed the signalization of these intersections. He commented it is often better to have left-turning movements between signals; i.e., signalize intersections two blocks apart, and have the turning movements in the breaks between traffic lights. This method does not tie up "thru" traffic. Mr. Parkinson a sked how s u ch a proposal would differ from the Bannock-Highway 70 intersection? Mr. Merten stated these would be "no rmal" 9 0 ° i ntersections, whereas the Bannock-Highway 70 intersection is not. Mr. Fullerton asked what the widths of the eight traffic lanes on Highway 70 would be? Mr. Merten stated the thru lanes would be 12'; the left-turn lane 10'; and the access l a ne would be 8', or roughtly 100' from curb to curb. Mayor Love asked if sketches were avilable for study and consideration? Two sketches were shown. One was prepared by the Highway Department using the inner-traffic pattern from Mr. Von Frellick's plans; the other was prepared by a Traffic Engineer hired by Mr. Von Frellick. Both were closely studied and discussed. Mr. Touchton asked about the use of service roads on the south side o f the Highway. Mr. Merten stated that such a plan could create some serious problems. Mrs. Romans pointed out the fact that such a proposal could be very expensive, i.e., the purchase of land. Mr. Parkinson asked why the ramp plan was not approved? Mr. Merten stated that in his opinion, the ramps were placed incorrectly; they would inhibit further development; the grade was 8%; they were proposed as two-lanes, and he que s tioned if two cars could be accommodated on them. Also, they would be discharging two lanes of traffic into a three- lane highway. Mrs. Romans asked if there were plans in which left-turns would be discouraged at some points along Highway 70 in the future? Mr. Merten stated it was possible, and pointed ou t that it was necessary to restrict some left-turn movements on major streets in a metro- politan area. Mr. Rice asked if it was felt Highway 70 would become a freeway or an expressway in the future? Mr. Merten replied that it was at the present time, considered as an arterial; the only change he felt the future would bring would be an increased capacity, but it would re- main an arterial. The suggested interchange at Dartmouth and Santa Fe was discussed. Mr. Merten stated the interchange would be better located at Evans and Santa Fe; however, it would be possible to construct the interchange at Dartmouth with the ramps on the north of the intersection. Discussion ensued. A brief recess was called. Coffee and cook i es were served. The meeting was called to order at 9;25 P.M. Page 798 The Broadway-Highway 70 intersection was discussed. Mr. Merten said that in his opinion, an interchange at this intersection would have to be a diamond-type interchange. The possibility of using existing streets as an access route to Highway 70 was discussed. Additional signing would be required. Mr. Rice stated he did not feel such a proposal was feasible. Access to East Hampden Avenue from Highway 70 was discussed. The possibility of making Hampden one-way we st-bound for two blocks and restricting left-turn movements onto Highway 70 from South Lafayette and South Marion in an effort to eliminate these two very dangerous inter- sections was discussed. Mr. Mert on indicated that the Highway Department would cooperate with the City in improving the Hampden-Highway 70 entrance, if the City could arrange to get the necessary land. Further brief discussion on all phases of Highway 70 followed. Mr. Carlson thanked Mr. Merton and Mr. Haa s e for attending the meeting. CALL TO ORDER. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION September 9, 1964 The regular meeting of the City Planning and Zoning Commission was called to order at 8:05 p.m. by Chairman Carlson. Members present: Whitcomb; Touchton, Rice, Parkinson, Carlson Romans, Ex-officio Members absent: Fullerton Also present: Planning Assistant Monson II. APPROVAL OF MINUTES, Rice moved: Parkinson seconded: The Minutes of August 19, 1964, August 26, 1964, and September 2, 1964, be approved as written. The motion carried unanimously. III. SCHOOL DISTRICT #1 F lood Junior High VACATION CASE #4-64D Lincoln/Sherman Alley Mr. John Kramer was present to discuss the request for vacation of the south portion of the Lincoln/Sherman alley. He stated the area to the east of the Junior High School had been purchased by the School Board to develop as a play area, and the Board would like to partially develop the area this fall. Mr. Kramer displayed a sketch of the proposed development. A retaining wall is to be installed along East Kenyon and South Sherman Street adjacent to the sidewalk with an 8 foot chain-link fence on top of the retaining wall. Mr. Fullerton entered and took his place o n the Commission. The discussion was briefly reviewed. Mr. Kramer stated an alley would be dedicated on the north of the school property extending from Lincoln east to the existing alley. He stated the Public Service Company and Telephone Company have easements in the existing alley, but such easements would have no effect on the preliminary development of the site. Further discussion ensued. Rice moved: Fullerton seconded: The Preliminary Plans for the Flood Junior High School development be received and referred to City Departments for comments and recommendation. The motion carried unanimously. IV. SOUTH ENGLEW OO D Ben Elenbogen ACCESS CASE #Al6-64 Mr. Elenbogen stated he had received a letter from Mrs. Romans asking fo r a de t ailed access plan as requested by the Commission. Several plans were displayed and discussed. A r oadway just south of the Burt property, north of Dry Cre ek , is now being constructed; this roadway is on the Elenbogen-Pasternak property and has not been dedicated. Mr. Elenbogen stated he felt it would be necessary for parking to be restricted on this roadway to give the maximum use for the road. Further discussion ensued.
