Mr. Merten said that in his opinion, an interchange at this intersection would have to be a diamond-type interchange. The possibility of using existing streets as an access route to Highway 70 was discussed. Additional signing would be required. Mr. Rice stated he did not feel such a proposal was feasible. Access to East Hampden Avenue from Highway 70 was discussed. The possibility of making Hampden one-way we st-bound for two blocks and restricting left-turn movements onto Highway 70 from South Lafayette and South Marion in an effort to eliminate these two very dangerous inter- sections was discussed. Mr. Mert on indicated that the Highway Department would cooperate with the City in improving the Hampden-Highway 70 entrance, if the City could arrange to get the necessary land. Further brief discussion on all phases of Highway 70 followed. Mr. Carlson thanked Mr. Merton and Mr. Haa s e for attending the meeting. CALL TO ORDER. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION September 9, 1964 The regular meeting of the City Planning and Zoning Commission was called to order at 8:05 p.m. by Chairman Carlson. Members present: Whitcomb; Touchton, Rice, Parkinson, Carlson Romans, Ex-officio Members absent: Fullerton Also present: Planning Assistant Monson II. APPROVAL OF MINUTES, Rice moved: Parkinson seconded: The Minutes of August 19, 1964, August 26, 1964, and September 2, 1964, be approved as written. The motion carried unanimously. III. SCHOOL DISTRICT #1 F lood Junior High VACATION CASE #4-64D Lincoln/Sherman Alley Mr. John Kramer was present to discuss the request for vacation of the south portion of the Lincoln/Sherman alley. He stated the area to the east of the Junior High School had been purchased by the School Board to develop as a play area, and the Board would like to partially develop the area this fall. Mr. Kramer displayed a sketch of the proposed development. A retaining wall is to be installed along East Kenyon and South Sherman Street adjacent to the sidewalk with an 8 foot chain-link fence on top of the retaining wall. Mr. Fullerton entered and took his place o n the Commission. The discussion was briefly reviewed. Mr. Kramer stated an alley would be dedicated on the north of the school property extending from Lincoln east to the existing alley. He stated the Public Service Company and Telephone Company have easements in the existing alley, but such easements would have no effect on the preliminary development of the site. Further discussion ensued. Rice moved: Fullerton seconded: The Preliminary Plans for the Flood Junior High School development be received and referred to City Departments for comments and recommendation. The motion carried unanimously. IV. SOUTH ENGLEW OO D Ben Elenbogen ACCESS CASE #Al6-64 Mr. Elenbogen stated he had received a letter from Mrs. Romans asking fo r a de t ailed access plan as requested by the Commission. Several plans were displayed and discussed. A r oadway just south of the Burt property, north of Dry Cre ek , is now being constructed; this roadway is on the Elenbogen-Pasternak property and has not been dedicated. Mr. Elenbogen stated he felt it would be necessary for parking to be restricted on this roadway to give the maximum use for the road. Further discussion ensued. Mr. Carlson thanked Mr. Elenbogen for his presentation. I I I I I I Page 7 9 9 V. SOUTH ENGLEWOOD ZONING CASE #16-64C R-3-A ; R-3-B ; B-2 Mrs. Romans stated she had contacted Dr. Bashor as requested by the Commission. Dr. Bashor has indicated that he feels the residents of the Signal Hill Addition purchased their homes after multi-family zoning had been established on his property by the County. He has multi- family zoning on the east , north , and southwest of his property, and does not want single- family zoning on his property. Mrs. Romans stated that Mr. Davidson, owner of Lot 15, had contacted the Planning Department. He has indicated he will go along with the zoning , as proposed, and that he would oppose the extension of the comme r cial zone district any further to the west than was proposed by the Planning Commission in t heir initial action . Mr. Leisey, owner of Lot 2 , Ewing Subdivision, had discussed possible commercial zoning for his property, but has agreed to the proposed R-3. Mr. and Mrs. Edler have indicated they were satisfied with the zoning as proposed. There has been no further contact from Messrs. Mcspadden, Bowman, Dr. Tolley, or any of the other property owners within the area. Mr. Greenlee stated he f elt commercial zoning immediately next to his property on the eas t would depreciate the value of his land. Discussion followed. Inasmuch as this area appears to be in a state of redevelopment, the Commission recognizes that some modification of t he proposed zoning may be necessary in the f uture. It was the opinion of the Commission that, should plans be developed in the feasonable future that would necessitate consideration o f a change of zone classification, the required zoning fee would be waived in an effort to cooperate with the property owners. Rice moved: Parkinson seconded: The Minutes of September 9, 1964 be approved as written. The motion carried unanimously. III. SMALL-COOLEY TRAFFIC STUDY Mr. Carlson welcomed Messrs. Lentsch and Wright, members of the Citizens Action Committee, and Mr. Norgaard, representing the Merchants' Association, to the meeting. Messrs. Small and Tessler, Small-Cooley Associates, and Mr. Jim Brown, Denver Tra ffic Office , were present to discuss the Tra ffic Study. Mr. Small stated that it was not their intention to include every proposal in the report, but to set forth what they felt was best for downtown Englewood. He pointed out that in several instances several alternatives are shown where the cost of the initial recommendation is excessive. Mr. Sm~ll cited the fo llowing points as key factors for the study: (1) access from Highway 70 to downtown Englewood and to the proposed New Englewood development; (2) access from Santa Fe; (3) existing traffic bottleneck on South Broadway; (4) improve traffic capacity on South Broadway; (5) off-street parking in the downtown area. Mr. Small discussed the suggested treatment of Highway 70. It is recommended there be six 12' lanes, a 10' left-turn lane, and a 10' decelleration lane. The left-turn pockets are on a 2 /1-1/3 balance. The proposed interchange at Santa Fe and West Dartmouth was discussed. Mr. Small stated an interchange at Floyd and Santa Fe was considered, but, inasmuch as Dartmouth serves, and will continue to serve, as an across-town arterial, he has recommended the interchange be constructed at Dartmouth. The Lincoln-Acoma one-way cuplet was discussed. Mr. Small emphasized the need to remove thru traffic from Broadway, but stated he did not feel traffic could be successfully diverted more than one block either side of Broadway. He also stated a one-way street system would work well only if extended a considerable distance, and suggested that it be extended to the City limits where possible. In this plan, Mr. Small felt the most expense entailed would be a bridge at Acoma across Highway 70. He did not consider a bridge at Lincoln. Until such time as the foregoing improvements are made, it is recommended that angle parking be re- moved from Broadway. In conjunction with the removal of angle-parking, off-street parking facilities must be increased. Mr. Small pointed out there is a critical shortage of off- street parking now; this situation will, of course, become worse when the angle parking is removed.
