I. CALL TO ORDER .
CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
September 23, 1964
The regular meeting of the City Planning and Zoning Commission was called to order at 8:05
p.m. by Chairman Carlson.

II. APPROVAL OF MINUTES.
Rice moved:
Parkinson seconded: The Minutes of September 9, 1964 be approved as written.
The motion carried unanimously.
III. SMALL-COOLEY TRAFFIC STUDY
Mr. Carlson welcomed Messrs. Lentsch and Wright, members of the Citizens Action Committee,
and Mr. Norgaard, representing the Merchants' Association, to the meeting. Messrs. Small
and Tessler, Small-Cooley Associates, and Mr. Jim Brown, Denver Tra ffic Office , were present
to discuss the Tra ffic Study.
Mr. Small stated that it was not their intention to include every proposal in the report,
but to set forth what they felt was best for downtown Englewood. He pointed out that in
several instances several alternatives are shown where the cost of the initial recommendation
is excessive.
Mr. Sm~ll cited the fo llowing points as key factors for the study: (1) access from Highway
70 to downtown Englewood and to the proposed New Englewood development; (2) access from
Santa Fe; (3) existing traffic bottleneck on South Broadway; (4) improve traffic capacity
on South Broadway; (5) off-street parking in the downtown area.
Mr. Small discussed the suggested treatment of Highway 70. It is recommended there be
six 12' lanes, a 10' left-turn lane, and a 10' decelleration lane. The left-turn pockets
are on a 2 /1-1/3 balance.
The proposed interchange at Santa Fe and West Dartmouth was discussed. Mr. Small stated
an interchange at Floyd and Santa Fe was considered, but, inasmuch as Dartmouth serves,
and will continue to serve, as an across-town arterial, he has recommended the interchange
be constructed at Dartmouth.
The Lincoln-Acoma one-way cuplet was discussed. Mr. Small emphasized the need to remove thru
traffic from Broadway, but stated he did not feel traffic could be successfully diverted more
than one block either side of Broadway. He also stated a one-way street system would work
well only if extended a considerable distance, and suggested that it be extended to the City
limits where possible. In this plan, Mr. Small felt the most expense entailed would be a
bridge at Acoma across Highway 70. He did not consider a bridge at Lincoln. Until such
time as the foregoing improvements are made, it is recommended that angle parking be re-
moved from Broadway. In conjunction with the removal of angle-parking, off-street parking
facilities must be increased. Mr. Small pointed out there is a critical shortage of off-
street parking now; this situation will, of course, become worse when the angle parking is
removed.

Mr. Small discussed the one-way street pattern on Hampden and Girard. In this pattern,
Hampden would be one-way west-bound from Logan to Bannock, and Girard would be one-way east-
bound from Bannock to Logan. He felt this would ease turning movements on Broadway at these
intersections. Floyd Avenue will remain a two-way street. He did recommend that Floyd Avenue
be straightened between South Acoma and South Lincoln.
The Bannock and Hampden bridges were discussed. Mr. Small stated he has talked to the former
City Engineer, Mr. Davies, and City Engineer Waggoner. Both gentlemen have indicated a different
cost figure dn the bridges.
Mr. Small discussed the use of Kenyon as a thru access-way to New Englewood for shoppers
coming from the southern area. Highway 70 will be signalized at Jason, Elati and Bannock
Streets; shoppers could use Broadway, or another street, to Kenyon, Kenyon to Jason, Elati
or Bannock, directly to the New Englewood shopping area.
Mr. Small discussed the Broadway-Highway 70 interchange. He felt the depressed freeway with
frontage roads system would be most advantageous to the city, but also the most expensive.
An alternate is the cloverleaf at Broadway in the northeast and southwest quadrants. At the
present time, there is no provision for an acceleration lane on Highway 70. Mr. Small stated
the ramp to Lincoln from Broadway for the one-way pattern will not work well with the clover-
leaf; this situation is two independent problems. Mr. Small did not feel the Jefferson ramp
was the most satisfactory for access to Broadway from the Highway. He stated it would be much
better to work out an agreement with the State Highway Department to keep the left-turn at
Bannock and Hampden.
Mr. Lentsch stated he did not feel one-way streets were convenient for the shoppers, and asked
why it is felt necessary to have one-way streets? Mr. Small stated the one-way street system
would improve the traffic capacity during peak hours, and he felt get the thru traffic off
Broadway.
Mr. Norgaard asked if a one-way pattern far Bannock and Sherman had been considered? Mr.
Small stated it had been studied, but he did not feel it would function as well as the
Lincoln-Acoma pattern. Mr. Norgaard stated he felt the long-distance driver would be willing
to deviate more than one block from Broadway to travel a one-way street. Mr. Norgaard also
stated he felt Lincoln and Acoma were the key streets to the off-street parking area. Mr.
Lentsch suggested making Bannock one-way north-bound and Lincoln one-way south-bound; he felt
this pattern would help downtown Englewood the mo st, and would also help the New Englewood
development. Mr. Lentsch stated that, if angle parking were removed from Broadway, and
parallel parking installed, the parking capacity would be cut in half, so it stood to reason
there would be only half the number of mid-block accidents. Mr. Small stated the accident
r~te for angle-parking was more than twice that where the parallel parking was used.
Further discussion followed on the Traffic Report. Mr. Carlson expressed appreciation for
Mr. Small's attendance.
The off-street parking situation was discussed. Mr. Norgaard stated he felt the land should
be acquired as quickly as possible while it is yet available. Mr. Carlson agreed, and re-
marked that if the suit filed by the Englewood merchants to eliminate the sales tax were
successful, a very vital source of revenue to the City would be lost, thereby slowing any
participation on the part of the City in the acquisition of land for parking. It could also
mean the merchants would be expected to do more to provide the parking areas. Mr. Norgaard
felt such a project could be finance d by (1) sales tax; (2) usage fees; (3) improvement
district. Discussion ensued. Mr. Norgaard said he felt the customers should have first
choice of parking spaces, but a great many parking spaces are used by e mpl o y e r s and employees.
Mr. Lentsch stated that possibly parking meters would eliminate a great deal of this problem.
Further discussion followed; no action was taken.

Mrs. Romans stated the plot plans .had been sent to the various utility companies; replies
have been received from all but the Electric Division of Public Service Company.
Mr. Rice stated he had checked this through the Company; there are no objections to the re-
quested vacation, but, inasmuch as a power line is existing in the alley, the Public Service
Company is requesting an easement be retained for the operation and location of the line.
Mrs. Romans stated an easement has been requested by the Telephone Company and an easement
is also needed for the sewer line. The Engineering Department has requested a 15 ft. turning
radius with a 16 ft. alley. If it were all dedicated, the City woul d be charged with
maintenance of a 31 ft. alley. It was suggested the alley be moved southward and the 15 ft.
required be maintained by the School District. Discussion ensued.
Rice moved:
Whitcomb seconded: The Planning Commission recommend to City Council the requested vacation
of the 3600 block South Lincoln-South Sherman alley be ap proved, subject
to the retention of a 16' easement, and the proper turning radius, as
per specifications of City .Engineer's Office.
The motion carried unanimously.
V. SUNSET VIEW MOBILE HOME PARK
Conditional Use --I-1 Zone
CASE #21-64
Mrs. Romans stated the owner of this Trailer Park has requested permission to r a ze existing
units and replace them with trailer spaces. A rough plot plan was shown. Under the 1963
Comprehensive Zoning Ordinance, this is a Conditional Use in the I-1 Zone, and requires Com-
mission approval. Discussion ensued.
Mr. Fullerton entered and took his chair o n the Commission. The case was reviewed for Mr.
Fullerton.

Rice moved:
Parkinson seconded: The Commission approve the change of use from apartment units to
trailer spaces, subject to change of area on Lot #7, and complete
compliance with the Mobile Home Parks Ordinance.
The motion carried unanimously.
VI. MR. J. BERENBAUM SUBDIVISION CASE #22-64
Northwest Englewood
Mrs. Romans reported that it has been brought to the attention of the Planning Department
that several parcels in the area bounded by South Tejon, South Zuni, the south line of
Block 21, Southlawn Gardens, and the north line of Vista Heights, Second Filing, have been
sold without benefit of Subdivision. She stated Building Permits are now being withheld
until further notice. Discussion ensued.
The Commission felt the area should definitely be subdivided, and that permits continue to
be withheld until such time as the Subdivision is finalized.
VII. COMMISSION MEETINGS.
The next regular meeting of the Commission will be October 7, 1964.
A Special meeting will be held September 30, 1964, 6:30 a.m., in the Planning Office to
discuss off-street parking in downtown Englewood.

The motion carried unanimously, and the meeting was declared adjourned at 10:10 p.m.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY
PLANNING AND ZONING COMMISSION.
DATE : September 23, 1964
SUBJECT: Alley Vacation --3600 Block South Lincoln-Sherman
RECOMMENDATION:
The Planning Commission recommend to City Council the requested vacation of the 3600 block
South Lincoln-South Sherman alley be approved, subject to the retention of a 16' easement,
and the proper turning radius, as per specifications of City Engineer's Office.
