Rice moved:
Parkinson seconded: The Commission approve the change of use from apartment units to
trailer spaces, subject to change of area on Lot #7, and complete
compliance with the Mobile Home Parks Ordinance.
The motion carried unanimously.
VI. MR. J. BERENBAUM SUBDIVISION CASE #22-64
Northwest Englewood
Mrs. Romans reported that it has been brought to the attention of the Planning Department
that several parcels in the area bounded by South Tejon, South Zuni, the south line of
Block 21, Southlawn Gardens, and the north line of Vista Heights, Second Filing, have been
sold without benefit of Subdivision. She stated Building Permits are now being withheld
until further notice. Discussion ensued.
The Commission felt the area should definitely be subdivided, and that permits continue to
be withheld until such time as the Subdivision is finalized.
VII. COMMISSION MEETINGS.
The next regular meeting of the Commission will be October 7, 1964.
A Special meeting will be held September 30, 1964, 6:30 a.m., in the Planning Office to
discuss off-street parking in downtown Englewood.
Rice moved:
Whitcomb seconded: The meeting be adjourned.
The motion carried unanimously, and the meeting was declared adjourned at 10:10 p.m.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY
PLANNING AND ZONING COMMISSION.
DATE : September 23, 1964
SUBJECT: Alley Vacation --3600 Block South Lincoln-Sherman
RECOMMENDATION:
The Planning Commission recommend to City Council the requested vacation of the 3600 block
South Lincoln-South Sherman alley be approved, subject to the retention of a 16' easement,
and the proper turning radius, as per specifications of City Engineer's Office.

CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
October 7, 1964
The regular meeting of the City Planning and Zoning Commission was called to order at 8:05
p.m. by Chairman Carlson.
Members present: Whitcomb, Rice, Parkinson, Carlson

II. APPROVAL OF MINUTES.
Parkinson moved:
Whitcomb seconded: The Minutes of September 23, 1964 be approved as written.
The motion carried unanimously.
III. ENGLEWOOD INVESTMENT COMPANY
Ray Shelton
SUBDIVISION
Lehigh Park
CASE #12-64B
Mr. Ray Shelton and Mr. Ben Waggoner were present to discuss the proposed subdivision.
Mrs. Romans briefly reviewed action on this case. The preliminary plat has been approved.
The Final Plat has been presented to the Planning Office, and sent to utility companies and
departments. A date for Public Hearing will be set, and adjoining property owners notified
by registered mail of the time and place of such hearing.
Mr. Monson summarized replies from the utilities companies and departments. The Engineer's
Office has requested closer accuracy on the bearings, and the City Attorney has asked for an
up-to-date abstract. These changes will need to be complied with prior to the acceptance of
the Final Plat and recommendation to the City Council.
Parkinson moved:
Whitcomb seconded: The Commission receive the Final Plat of Lehigh Park Subdivision, the date
for Public Hearing to be set for October 21, 1964.
The motion carried unanimously.
IV. PARKING MONOGRAPH CASE #23-64
Mr. Harvey Norgaard, representative of the Chamber of Commerce, Englewood Merchants Association,
and a member of the Merchants Parking Association, was present for the discussion of the Parking
Monograph recently compiled by the Planning Department Staff. Mr. Fullerton entered and was
seated with the Commission.
Mrs. Romans reviewed the study. The Director pointed out that there have been no recommenda-
tions made by the staff in the Monograph. She requested the members to thoroughly study and
review the Monograph, and that the Commission members would then make the recommendations to
the City Council. Charts in the study show conditions with angle parking existing, and with
the angle parking removed. Mr. Rice asked for clarification on the angle parking existing on
South Broadway; whether it was instituted by a vote of the people, and therefore, could not
be removed except by a vote of the people, or whether Council action could be instigated to
remove angle parking. Mrs. Romans cited the Municipal Code, which indicates the angle parking
is permissive legislation, and which could be changed by Council action. The Parking Monograph
was further discussed. The members were asked to take their copies with them to further study
them. Mr. Fullerton commended the staff on the report.
V. SMALL-COOLEY ASSOCIATES TRAFFIC REPORT
Mrs. Romans stated the City Manager has indicated he felt a meeting with the City Council,
Citizens Action Committee and the Planning Commission to discuss the Traffic Report recently
completed by Small-Cooley Associates would be wise. The date of October 14, 1964, was sug-
gested. Discussion ensued. Mr. Whitcomb and Mr. Fullerton indicated it would be difficult
for them to attend that evening. October 13, 1964, was discussed as a possible meeting date.
Mr. Fullerton stated he would have a conflicting meeting on October 21, 1964, also. It was
decided to set the meeting date for October 13, 1964, with an alternate of October 20, 1964 .

The motion carried and the meeting was declared adjourned at 10:15 p.m.
