I. CALL TO ORDER.
CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
February 5, 1964

The regu lar meeting of the Englewood Planning and Zoning Commission was called to order at
8:05 p.m., Vice-Chairman Touchton presiding.
Members present: Carlson, Fullerton, Rice, Starkloff, Touchton
Romans, Ex-Officio
Members absent: Parkinson
II. APPROVAL OF MINUTES.
Carlson moved:
Fullerton seconded: The Minutes of January 23, 1964 be approved as presented.
The motion carried unanimously.
III. RE-ORGANIZATION OF PLANNING COMMISSION.
Mr. Touchton stated nominations would be received for Chairman.
Mr. Rice nominated Mr. Carlson f or Chairman.
Rice moved:
Starkloff seconded: The nominati ons be closed and a unanimous ballot be cast for Mr.
Carlson for Chairman.
AYES: Fullerton; Rice , Starkloff, Touchton
NAYS: None
ABSENT: Parkinson
ABSTAINING: Mr. Carlson
The motion carried.
Mr. Carlson assumed the Chair and stated that nominations f or Vice-Chairman of the Com-
mission would now be received.
Mr. Rice nominated Mr. Touchton as Vice-Chairman.
Rice moved:
Fullerton seconded: The nominations be closed and a unanimous ballot be cast for
Mr.Touchton for Vice-Chairman.
AYES: Carlson, Fullerton, Rice, Starkloff
NAYS: None
ABSENT: Parkinson
ABSTAINING: Mr. Touchton
The motion carried.
IV. I.C.R.P.C. REPRESENTATIVE.
The Director stated the City Manager has asked f or a recommendation from the Planning
Commission in regard to a representative and alternate from Englewood to the Inter-County
Regional Planning Commission.
Brief discussion ensued.
Touchton moved:
Fullerton seconded: The Planning Commission recommend to City Council that Mr. Carlson be
designated as the Englewood representative to ICRPC and Mrs. Romans
be designated as the alternate.
The motion carried unanimously.
Mr. Parkinson entered and was seated with the Commission. The meeting thus far progressed
was reviewed.
V. OLD BUSINESS.
Mrs. Romans explained that this portion of the meeting would be devoted to a review of the
history and funeti on of the Planning Commission.
Duties of the Commission were outlined and explained. The Comprehensive Zoning Ordinance
and the steps leading to the revision o f the 1955 Ordinance and subsequent adoption o f the
Comprehensive Zoning Ordinance were reviewed and discussed. The various sections o f the
Ordinance were briefly reviewed, as were some of the requirements, i.e ., o ff-street private
parking, open space, etc.
The Non-Conforming Use Section was discussed and several changes from the 1955 Ordinance
were cited.
The Sections o f the Master Plan were summarized and discussed.

IV. NEW BUSINESS.
Members of the Action Committee have been invited to attend the second meeting in February.
It was suggested the Recreation Commission be invited to attend the same meeting.
A workshop session is being planned by ICRPC to be held at their headquarters at 2475 West
26th Avenue on March 7, 1964. It is felt this will be very informative for all of the Com-
mission and Council members from the participating. municipalities. Members of the Planning
Commission were urged to attend.
Further brief discussion on the meeting as a whole ensued.
It was moved and seconded the meeting be adjourned. The motion carried unanimously, and
the meeting was declared adjourned at 10:35 P.M.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY
PLANNING AND ZONING COMMISSION.
DATE: February 5, 1964
SUBJECT: Representative and Alternate to ICRPC.
RECOMMENDATION: The Planning Commission recommend to City Council that Mr. Carlson be
designated as the Englewood representative to ICRPC, and Mrs. Romans be
designated as the alternate.
