CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSI ON April 21, 1965 Regular Meeting The Regular Meeting of the City Planning and Zoning Commission was called to order at 8: 05 P.M. by Chairman Carlson. Members present: Woods; Rice; Parkinson; Fullerton; Carlson Romans, Ex-officio Members absent: Touchton Also present: City Attorney Criswell Mr. Dick Murphy II. APPROVAL OF MINUTES. Mr. Carlson stated the Minutes of March 17, 1965, March 31, 1965, and April 14, 1965, were to be considered for approval. Fullerton moved: Woods seconded: The Minutes of March 17, 1965, M:lrch 31, 1965 , and April 14, 1965, be approved as presented. The motion carried unanimously. III. CITY ATTORNEY -PLANNING COMMISSION Mr. Carlson introduced Mr. Criswell, City Attorney, and Mr. Dick Murphy, a member of Mr. Criswell's law firm. Mr. Criswell was present to discuss procedures of the Commission; problems which the City is facing at the present time; and other pertinent matters. Mrs. Romans mentioned several matters which would be before the Planning Staff and/or Planning Commission in the near f u t u re. Mr. Criswell stated his office would be available for any guidance or aid the Commission and staff felt they needed on any of these subjects. Mr. Criswell stated he was in the process of compiling a check list for procedures of the Com- mission, Council and his office to follow on such matters as rezonings, subdivision, etc. He felt this would be a time -s aving matter, as well as providing a means of procedure. Several Court cases in which the City is currently involved were discussed. Mr. Carlson expressed the appreciation of the Commission for Mr. Criswell's attendance and discussion of these subjects. IV. REX GARR ETT 1451 W. Tufts REZ ONI NG R-1-C to I-1 CASE #26-64E April 14, 1965 March 31, 1965 March 3, 1965 January 20, 1965 December 9, 1964 This rezoning case was reviewed and briefly discussed for Mr. Criswell. A letter was written to Mr. W. O. East, Director of the FHA in Denver asking if financing could be obtained for residential use in this subject area. As yet, no reply has been received. The case was tabled at the March 31, 1965 meeting. No action was taken. V. ENGLEWOOD STATE BANK CASE #3-65B April 14, 1965 March 31, 1965 This Case was also explained for Mr. Criswell. The building, which is proposed for the present City Hall site, exceeds the height of the B-1 Zone District; this will require action of the City Council upon recommendation of the Planning Commission in compliance with Section 22.4-10 d of the Comprehensive Zoning Ordinance. There has also been proposed that a deviation from the parking standards of one (1) space per 300 square feet of rentable area as set forth in the Comprehensive Zoning Ordinance be con- sidered. This also would require action by the Commission. Discussion ensued; no action was taken. VI. MASTER STREET PLAN Core Area Traffic Pattern CASE #2-65D April 14, 1965 March 17, 1965 February 17, 1965 February 10, 1965 The Planning Director discussed the Core Area Traffic Pattern, of which the recommendations made at the April 14, 1965 meeting were the first stage. Mrs. Romans stated that Mr. Harrison and Mr. Monson are currentiy making a physical inventory of all of the streets proposed for one-way traffic. I I I I I I Page 847 Mr. Carlson reported on the meeting of April 15, 1965, with the Business Council of the Chamber of Commerce. The recommendations of the Planning Commission were discussed at that time. Further discussion followed. It was moved and seconded to adjourn the meeting. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION May 12, 1965 The meeting was called to order at 8:10 P.M. by Chairman Carlson. Members presentt: Woods, Touchton, Rice, Parkinson, Carlson Ro mans, Ex-officio Members absent: Fullerton Audience: Messrs. Rex Garrett; Ken Tuten; Bill Cotter; and Lee Cotter. II. APPROVAL OF MINUTES. Mr. Carlson stated the Minutes of April 21, 1965, meeting were to be considered for approval. Rice moved: Woods seconded: The Minutes of April 21, 1965, be approved as written. The motion carried unanimously. III. REX GARRETT 1451 W. Tufts REZONING R-1-C to I-1 CASE #26-64F April 21, 1965 April 14, 1965 March 31, 1965 March 3, 1965 January 20, 1965 December 9, 1964 Mr. Garrett was present to further discuss his request for a change of zoning from R-1-C to I-1 of the property commonly known as 1451 West Tufts. Mr. Garrett stated he had given con- siderable thought to this matter, and felt it would be wiser for him to withdraw his rezoning request, leaving the property zoned as it is presently, R-1-C. Discussion followed; Mr. Carlson commented that the Commission has contacted several local finance companies and the FHA in order to better determine the feasibility of single-family development on the property. Mr. Fullerton entered and was seated with the Commission. The meeting thus far progressed was reviewed. Mr. Garrett presented a formal letter withdrawing his rezo ning request. Touchton moved: Rice and Parkinson seconded: The Planning Commission accept Mr. Garrett's proposal to with- draw the rezoning request for the property at 1451 West Tufts, the request having been for a change of zone from R-1-C to I-1. Discussion ensued. Mr. Parkinson asked if Mr. Garrett felt financing could be obtained for single-family development on this property? Mr. Garrett replied he felt financing for R-1-C type homes could be obtained; however, he did feel it would be difficult to obtain financing for a development wherein the homes would be in the $18,000 to $20,000 category. The motion carried unanimously. IV. MIDWEST -ATLAS WRECKING YARDS Ken Tuten; Bill and Lee Cotter CASE #5-65 Mrs. Romans reported that Mr. Kenneth Tuten, owner of Midwest Auto Wrecking Yard, and Messrs. Lee and Bill Cotter, owners of Atlas Auto Wrecking Yard, were present to discuss a possible merger of the two yards. The Atlas Auto Wrecking Yard is located at the southwest corner of the Tejon and Bates intersection, and is in a L ight Industrial District. The Midwest Auto Wrecking Yard is at 2330 South Raritan in a Heavy Industrial District. She stated the proposal has been discussed with officials of the Building Department, and it is felt to have merit. The matter has been referred to City Attorney Criswell.
