KLZ SUBDIVISION CASE #10-65A June 30, 1965 An amended sketch of the proposed subdivision of the KLZ site was shown the Commission. Following consideration of the preliminary sketch at the June 30, 1965, informal session, at which time the Commission approved the general concept of the plan, a letter indicating such was written to the developer. Discussion followed. No action was taken. V. H. J. CORAH WEST JEFFERSON AVENUE CASE #11-65 3597 South Bannock Mrs. Romans stated that the parking at the projected intersection of West Jefferson Avenue and South Bannock Street had been restricted for 150 feet. This has been done in an effort to alleviate the congestion caused by left-turning movements from Bannock southbound to Jefferson eastbound. Mr. Corah has strongly prote ted this action; he owns an apartment house to the north of the extended intersection, and feels the parking restriction is detri- mental to his business. He has requested that left-turn movements be denied, and that West Jefferson Avenue between South Bannock and the South Bannock/South Cherokee alley be opened, if possible, to give access to his property. If this is not feasible, his request is for the vacation o l West Jefferson between South Bannock and the South Bannock/South Cherokee alley. He would use the portion of the land reverting to his property for access and for parking for his tenants. Discussion ensued. Rice moved: Woods seconded: The request to open West Jefferson Avenue between South Bannock and the South Bannock /South Cherokee alley be referred to the City Engineer for recommendation. The motion carried unanimously. VI. PLANNED UNIT DEVELOPMENT South Washington and Floyd CASE #8-65A May 19, 1965 Mrs. Romans stated that Mr. Shelton had been in the Planning Office with a sketch o f his pro- posed Planned Unit Development. Mr. Shelton has been referred to the Building Department. VII. MEETINGS Mrs. Romans stated a meeting is to be held on July 9, 1965, at the American Legion, 1400 Broadway, at 6:30 P.M. This meeting is to discuss the Platte River Flood Plain area. Dis- cussion of this problem ensued. The Commission feels some coordinated program throughout the metropolitan area should be adopted, in an effort to control the zoning of the area, and the uses permitted. It was also felt the Inter-County Regional Planning Commission would be in a position to coordinate such a program. Mr. Rice was instructed to transmit the thoughts of the Commission to Inter-County. The Inter-County Regional Planning Commission annual dinner meeting at the Hiwan Country Club is planned for July 20, 1965. Reservations will be made for those Commission members planning to attend. The next regular meeting of the Commission will be July 21, 1965. Fullerton moved : Rice seconded: The meeting be adjourned. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION JULY 28, 1965 The meeting was called to order at 8:10 P.M., Chairman Carlson presiding. Members present: Woods, Touchton , Rice, Parkinson, Fullerton, Carlson, Romans, Ex-officio Members absent: None Also present: Mayor Love; Administrative Assistant Malone; City Attorney Criswell; Planning Assistant Monson; Messrs. Von Frellick, Davis, Jameson and Ludwig. - - - --- - - ---- Page 860 II. APPROVAL OF MINUTES. Fullerton moved: Parkinson seconded: The Minutes of July 7, 1965 , be approved as written. The motion carried unanimously. III. H. J. CORAH 3597 S. Bannock --- - - - - - --- ---- --- - - WEST JEFFERSON AVENUE CASE #ll-65A Mrs. Romans reviewed the request made by Mr. Corah at the July 7th meeting that West Jefferson Avenue between South Bannock and the South Bannock-South Cherokee alley be opened in order that access could be provided to the rear of his property , or that in the event it is not feasible to open the street, that it b e vacated. It was necessary for parking to be restricted by the City for approximately 160 feet on South Bannick in front of and adjacent to Mr. Corah's property in order to allow traffic to move when cars are stacked for a left turn onto West Jefferson from Bannock southbound. Mr. Corah has indicated he feels his apartment house is in jeopardy by the parking restriction, as prospective tenants will not park even a short distance away to view a rental. The request was referred to the City Engineer for a recom- mend a tion at the last meeting. Following is the reply from City Engineer Waggoner: "TO: Mrs. D. A. Romans, Planning Director DATE: July 27, 1965 FROM: Mr. Kells Waggoner, City Engineer SUBJECT: Feasibility of Opening West Jefferson Avenue Between South Bannock Street and South Cherokee Street. I have looked at the street in question and, in my opinion, it could be opened f o r traffic. We have not done a complete survey to establish final grades and probably won't have time to do so at present. There would be some fill needed and possibly a retaining wall on the north side depending upon the final grade established. I do no t know whether there will ever be a need for a street through this area, but if we vacated the street, then established a need, I'm sure we would have to then purchase the right-of-way. I would recommend that we do not vacate the street and that we leave it as is until a need arises for opening. s / Kells Waggoner KELLS WAGGONER City Engineer KW /ij" Discussion ensued. Mr. Parkinson asked if other complaints had been received from residents in the area? Mrs. Romans replied there had been no other complaints about the parking restriction but several persons had commented about the more safe and efficient flow of traffic since the restriction has been in effect. Further discussion followed. Fullerton moved: Rice seconded: After having considered the recommendation made by the City Engineer relative to the inadvisability at this time of either vacating or opening West Jefferson Avenue between Bannock and the Bannock/Cherokee alley, that Mr. Corah's request be tabled. AYES: NAYS: Rice, Parkinson, Fullerton, Carlson Woods, Touchton The motion carried. IV. CITY ATTORNEY COMPREHENSIVE ZONING ORDINANCE Off-street Parking Restrictions Mrs. Romans cited the opinion submitte d by City Attorney Criswell to Chief Building Inspector Wallace in regard to off-street parking "standards" of the 1963 Comprehensive Zoning Ordinance. In Mr. Criswell's opinion, he states the "standards" are "mandatory"; while there would appear to be a question as to the validity of such requirements, the enforcement of the Ordinance would be a matter of policy of the City Council. Brief discussion ensued. V. GREATER ENGLEWOOD. Mrs. Romans stated that Mr. Von Frellick and Mr. Davis had been invited to the meeting to discuss the procedure for the development of the expanded shopping area and the KLZ site. Mr. Von Frellick discussed the traffic pattern he felt would be necessary to provide adequate ingress and egress to the commercial area of Englewood. He feels the one-way street pattern which was recommended to the City Council by the Planning Commission on April 14, 1965, is vital to the development, and urged its immediate adoption. Equally important is access from Dartmouth immediately east of and running p a rallel to the railroad tracks. Under the present plans for the development, the traffic fr o m Fox Street cannot get to the mall level. It will be necessary to provide access from Dartmouth along the tracks and then to use ramps for the distribution of the traffic. Additional access from the south was also discussed. Mr. Davis stated that several meetings had been held on this matter, and it is felt that the necessary access has been assured. The impending relocation of the National Guard facilities was examined. Mayor Love stated it would be desirable to find a location for the Guard in the Englewood area east of the I I I I I I Page 861 Platte River. The Guard's facilities are inadequate in the present location, and a larger site is needed; however, there is not a specific site under serious consideration. Mr. Ludwig spoke on the necessity of the National Guard Unit being located in the area, which need has recently been shown in the June 16th flood disaster. He commented he thought such a unit was an asset to the City, and everything possible should be done to find a suitable location of the unit on the City owned property at McLellan Reservoir. Discussion ensued. Views were exchanged about the necessity for the City of Englewood to expand and to improve its tax base through well-planned industrial and commercial development. The effect of the recent flood on industrial lands adjacent to the Platte River and the delay in the potential development of the Northwest Englewood area by the loss of the Dartmouth Street Bridge was considered. The possibility of additional problems being created by rnsty, unplanned re- development in the flood area and the need for a coordinated comprehensive plan for the de- velopment of the entire Platte River Valley flood plain was pointed out. The Director re- ported to the Commission about the work that is being done by Planning Staff members of the various affected jurisdictions. Representatives of Littleton, Denver, Aurora, Inter-County Re g ional Planning Commission, and Arapahoe, Adams and Jefferson Counties have met twice in the Englewood Planning Department and are cooperating on a study of the matter. An Urban Renewal program for the area along the South Platte River was suggested as one means of redeveloping this area. It was felt the area could become an asset to t he City and the County if it is improved. The status of the City of Sheridan was also discussed. It was pointed out that a court case involving the attempted annexation by Denver is before t he Supreme Court and that a decision should be soon forthcoming. The Director stated tha t she had been contacted by a perion with an option on land west of Santa Fe about the possibility of the area becoming a part of the City of Englewood. Case #12-65 The rezoning and subdivision of the KLZ site was considered. The proposed subdivision plan, which was presented at the June 30, 1965, meeting was discussed. The drainage of the KLZ site and the traffic pattern was also discussed. Mr. Von Frellick then told the Commission members of his plans for having the KLZ site developed with attractive multi-family units . Mr. Von Frellick reviewed the events leading to his decision to construct his commercial development in the Core Area rather than on the KLZ site and explained that after the tremendous investment that has been made in the property, that it would be unreasonable for him to develop it under the present zoning. He stated that he would like to submit an application for the zoning of the KLZ site to R-3-B (multi-f amily residential). Rice moved: Woods seconded: The application for rezoning of the KLZ site from R-1-A to R-3-B be received; the date for Public Hearing be set for August 25, 1965, and proper posting and publication requirements be met. The motion carried unanimously . The foregoing discussions were reviewed. The suggested Urban Renewal program and current status of the City of Sheridan were considered in further detail. Mr. Touchton commented he did not feel the City of Englewood should take the initiative in any action that could be misunderstood by residents and officials of the City of Sheridan. Further discussion followed. Woods moved: Rice and Parkinson seconded: The City study the feasibility of the area west of Santa Fe, sou t h of Dartmouth and north of Union, becoming a part of the City of Englewood. It is further suggested the City seek help from the Inter-County Regional Planning Commission on this study. AYES: NAYS: Woods, Rice, Parkinson, Fullerton, Carlson Touchton The motion carried. The Commission agreed to study various sites, particularly McLellan Reservoir, for the re- location of the National Guard facilities; the access from Dartmouth to the new commercial area by the railroad tracks, and related problems. VI. STAFF WORK PROGRAM The staff is currently doing a Land Use study of the area around the KLZ site. Another after-flood Land Use survey is being made of the floa:lplain area from the Arapahoe County line on the north southward to where Plum Creek joins the Platte River in cooperation with studies being made by the Arapahoe County , Denver and Inter-County Regional Planning Com- mission staffs. The next regular meeting on August 4, 1965, was discussed. The Commission has been asked to participate in a group interview at that time. Rice moved: Fullerton seconded: The meeting be adjourned.
