I. CALL TO ORDER.
CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
November 13, 1965
Special Meeting
Mr. Carlson called the special meeting of the Englewood Planning and Zoning Commission to
order at 9:15 A.M.
Members present: Woods, Touchton, Parkinson, Carlson
Romans, Ex-officio
Members absent: Rice, Fullerton
Also present: Mr. Von Frellick, Mr. Ed Haase, and Mr. Fred Merten.
II. MASTER STREET PLAN CASE #2-65K
Mr. Carlson asked Mrs. Romans to review the progress thus far on the Master Street Plan.
Mrs. Romans stated that the Planning Commission, as part of its charge by Charter and Statute,
is reviewing the Master Street Plan. After considerable study, the Commission recommended
the adoption of a one-way street pattern to the City Council on April 14, 1965; the elimination
of angle parking on Broadway; and the acquisition of two off-street parking sites. The City
Council has approved the elimination of angle parking on Broadway, and has tentatively approved
the proposed one-way street plan.
Further work on the Master Street Plan is dependent upon the traffic pattern devised to
accommodate the traffic generated by the expanded business area. This encompasses the
development of State Highway 70, which is adjacent to the proposed business area on the south,
and will carry an estimated 25,000 cars per day to the shopping area. Also, the Highway is
scheduled to be completed to the west, and there is anticipated a greater multi-family con-
centration in the area; these factors also add to the volume that Highway 70 will have to
carry. Plans for a one-way cuplet on Highway 70 and Floyd Avenue have been submitted to the
State Highway Department; ramps to and from the shopping area for ingress and egress from
Highway 70 and the depression of Highway 70 have been discussed; the State Highway Department
has indicated that none of these plans are feasible. The Commission members felt it was
necessary to meet with officials of the Highway Department to determine what course of action
to pursue in the adoption of a traffic plan which will efficiently handle the projected
traffic volume.
Mr. Merten stated the Highway Department had considered several proposals concerning Highway
70: the one-way cuplet of the Highway and Floyd Avenue; the ramp proposal; and the expansion
of the Highway to six lanes with left-turn pockets. The one-way cuplet has been determined
to be unfeasible costwise, there is an at-grade intersection at Floyd and South Broadway,
which would have to be corrected; also, the re-entry of the Floyd Avenue one-way pattern
into Highway 70 would need to be accomplished across the river. The cost of this one-way
cuplet is estimated at $3,000,000. The expansion of the Highway to 6 lanes with left-turn
pockets is estimated at $1,000,000. Mr. Merten stated the Highway Department felt the 6
lane expansion for the Highway would handle the projected traffic.
Mr. Rice entered and took his place on the Commission.
The underpass at Broadway and Highway 70 was discussed. It was stated that the City feels
the solution of this problem is of the utmost importance to the City of Englewood, and that
this situation is possibly a responsibility of the State Highway Department, inasmuch as it
is now inadequate for the traffic volume currently using Highway 70. Mr. Merten indicated
he felt that a diamond interchange will have to be constructed at this intersection at some
time in the future. Discussion followed.
Mr. Merten was asked how soon the Highway could possibly be widened to the 6 lanes? Mr.
Merten stated he would recommend that funds be allocated for the widening within the next
fiscal year, which begins in July, 1966; however, this decision would be made by the Highway
Commission. Mr. Merten also suggested the City officials stress the importance of the im-
provement of Highway 70 at the annual Hearing to be held by the Highway Commission next week.
The possibility of extending Floyd across Santa Fe to relieve the traffic load on Highway 70
was considered. Mr. Merten stated he did not think there would be adequate area to accommodate
an interchange; however, if such a proposal were submitted, it would be considered. Further
dscussion followed.
Woods moved:
Touchton seconded: The Planning Commission recommend to City Council that representatives
of the City of Englewood be present at the Hearings before the State
Highway Commission to stress the importance of adequate improvement of
State Highway 70 within the City limits of Englewood to accommodate the
projected traffic generated by the expanded shopping area, the improvement
of the Highway to the west, and other developments proposed along the
Highway.
The motion carried unanimously.
Mr. Merten and Mr. Haase left the meeting.

KLZ Site R-1-A to R-3-B
The rezoning hearing of the KLZ Site scheduled for November 15, 1965, before City Council was
discussed.

Mrs. Romans discussed the referral from Arapahoe County on a rezoning request to R-4 of the
west 11-1/2 acres of the Kent School Site. A recommendation has been requested by December
1, 1965. The Commission scheduled a special meeting for November 17, 1965, 6:30 A.M. at
the Planning Department for the purpose of considering this requested recommendation.
It was moved and seconded to adjourn the meeting. The motion carried, and the meeting
was declared adjourned at 11:15 A.M.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY
PLANNING AND ZONING COMMISSION.
DATE: November 13, 1965
SUBJECT: Ci t y Representation at State Highway Commission Hearing.
RECOMMENDATION: The Planning Commission recommend to City Council that representatives
of the City of Englewood be present at the Hearings before the State
Highway Commission to stress the importance of adequate improvement of
State Highway 70 within the City limits of Englewood to accommodate the
projected traffic generated by the expanded shopping area, the improvement
of the Highway to the west, and other developments proposed along the
Highway.

The Special Meeting of the City Planning and Zoning Commission was called to order at 6:45
A.M. by Chairman Carlson.

II. HAMPDEN HILLS BAPTIST CHURCH
Subdivision
CASE #19-65
Mrs. Romans stated that the office has been contacted by several persons over the past
several months in regard to subdividing the western portion of the Church property at East
Dartmouth Avenue and South University Boulevard. The Church Board has now submitted a
sketch of the proposed subdivision for consideration. The sketch has been referred to the
Utilities Department and Engineers Department for their consideration and comments. The
comments returned from those Departments indicated no objection to the proposal, if the
subdivision is drawn in compliance with the City Subdivision Regulations.
Mr. Parkinson asked if the sketch had been referred to the Fire Department, and if any
comments had been returned? Mrs. Romans stated the sketch had not been sent to the Fire
Department. Discussion followed.
It was the concensus of the Commission that the proposed subdivision appeared feasible, and
that it would be reconsidered at such time as an application is made and a Preliminary Plan
is submitted. No action was taken.
III. ARAPAHOE COUNTY CASE #18-65B
Kent School Property
The request which has been made to Arapahoe County for rezoning of the west 11-1/2 acres of
the Kent School property was considered. The Public Hearing before the County Planning Com-
mission is scheduled for December 7, 1965. A recommendation from the Englewood Planning
Commission has been requested by December 1, 1965.
