ARAPAHOE COUNTY Kent School Site Page 885 CASE #18-65A Mrs. Romans discussed the referral from Arapahoe County on a rezoning request to R-4 of the west 11-1/2 acres of the Kent School Site. A recommendation has been requested by December 1, 1965. The Commission scheduled a special meeting for November 17, 1965, 6:30 A.M. at the Planning Department for the purpose of considering this requested recommendation. It was moved and seconded to adjourn the meeting. The motion carried, and the meeting was declared adjourned at 11:15 A.M. Gertrude G. Welty Recording Secretary MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY PLANNING AND ZONING COMMISSION. DATE: November 13, 1965 SUBJECT: Ci t y Representation at State Highway Commission Hearing. RECOMMENDATION: The Planning Commission recommend to City Council that representatives of the City of Englewood be present at the Hearings before the State Highway Commission to stress the importance of adequate improvement of State Highway 70 within the City limits of Englewood to accommodate the projected traffic generated by the expanded shopping area, the improvement of the Highway to the west, and other developments proposed along the Highway. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION November 17, 1965 Special Meeting The Special Meeting of the City Planning and Zoning Commission was called to order at 6:45 A.M. by Chairman Carlson. Members present: Woods, Touchton, Rice, Parkinson, Fullerton, Carlson Romans, Ex-officio Members absent: None II. HAMPDEN HILLS BAPTIST CHURCH Subdivision CASE #19-65 Mrs. Romans stated that the office has been contacted by several persons over the past several months in regard to subdividing the western portion of the Church property at East Dartmouth Avenue and South University Boulevard. The Church Board has now submitted a sketch of the proposed subdivision for consideration. The sketch has been referred to the Utilities Department and Engineers Department for their consideration and comments. The comments returned from those Departments indicated no objection to the proposal, if the subdivision is drawn in compliance with the City Subdivision Regulations. Mr. Parkinson asked if the sketch had been referred to the Fire Department, and if any comments had been returned? Mrs. Romans stated the sketch had not been sent to the Fire Department. Discussion followed. It was the concensus of the Commission that the proposed subdivision appeared feasible, and that it would be reconsidered at such time as an application is made and a Preliminary Plan is submitted. No action was taken. III. ARAPAHOE COUNTY CASE #18-65B Kent School Property The request which has been made to Arapahoe County for rezoning of the west 11-1/2 acres of the Kent School property was considered. The Public Hearing before the County Planning Com- mission is scheduled for December 7, 1965. A recommendation from the Englewood Planning Commission has been requested by December 1, 1965. Page 886 The property is presently zoned R-2 (single-family) in the County; the request is for R-4 (two-family) zoning. Mrs. Romans noted correspondence which was enclosed as a matter of information with the referral from Arapahoe County. Discussion of the zoning status of the KLZ Site and the proposed development of the Kent School site followed. Mrs. Romans pointed out the possibility of a concentration of 180 cars on this site, and noted that there was no consideration given in the correspondence to a traffic pattern. She felt it would be of benefit to the City to have knowledge of the proposed street plan and points of ingress .and egress to the site. Further discussion en- sued. Rice moved: Parkinson seconded: In view of our previous attempts at zoning the KLZ property, which is adjacent to the subject land, resulting in one case being in the State Supreme Court for B-3 zoning, and there being also action before the City Council which tabled the requested R-3-B zoning, it appears that the R-4 zoning request in the County would be compatible to the zoning being considered by the City of Englewood. It is requested that adequate consideration be given to proper access to the property from Highway 70 and adjacent streets. Fonsiderable discussion followed. The motion carried unanimously. The Director was instructed to write a letter of transmittal to Arapahoe County, requesting review of the subdivision plat at such time as it is considered. IV. FLOOD CONTROL. Mrs. Romans stated a hearing on the Chatfield Dam has been scheduled for Friday, November 19, 1965, at 2:00 P.M. The Hearing will be before tl:e Army Corps of Engineers and will be held at the Cosmopolitan Hotel. Interested members were urged to attend. V. INTER-COUNTY REGIONAL PLANNING COMMISSION. The annual dinner meeting of ICRPC is scheduled for November 17, 1965, at the Denver Continental at 6:00 P.M. All members of the Commission indicated they would attend. VI. CONJX)MINIUM DEVELOPMENT. Mr. Fullerton discussed an offer made by residents and property owners of Northeast Englewood to help in drafting an amendment to the 1963 Comprehensive Zoning Ordinance for condominium units. Discussion followed. It was suggested that possibly a uniform planned unit development ordinance could be compiled by Inter-County Regional Planning Commission for the metropolitan area. Mr. Woods felt the offer made by the residents of northeast Englewood might be premature; the planning staff and legal consultants should work on the amendment first; the citizens' aid would then be of benefit. Chairman Carlson stated minutes of the November 3, 1965 regular meeting; November 13, 1965 special meeting; and November 17, 1965, special meeting, were to be considered for approval. I I I
