The property is presently zoned R-2 (single-family) in the County; the request is for R-4
(two-family) zoning. Mrs. Romans noted correspondence which was enclosed as a matter of
information with the referral from Arapahoe County.
Discussion of the zoning status of the KLZ Site and the proposed development of the Kent
School site followed. Mrs. Romans pointed out the possibility of a concentration of 180
cars on this site, and noted that there was no consideration given in the correspondence to
a traffic pattern. She felt it would be of benefit to the City to have knowledge of the
proposed street plan and points of ingress .and egress to the site. Further discussion en-
sued.
Rice moved:
Parkinson seconded: In view of our previous attempts at zoning the KLZ property, which is
adjacent to the subject land, resulting in one case being in the State
Supreme Court for B-3 zoning, and there being also action before the
City Council which tabled the requested R-3-B zoning, it appears that
the R-4 zoning request in the County would be compatible to the zoning
being considered by the City of Englewood. It is requested that adequate
consideration be given to proper access to the property from Highway 70
and adjacent streets.
Fonsiderable discussion followed.
The motion carried unanimously.
The Director was instructed to write a letter of transmittal to Arapahoe County, requesting
review of the subdivision plat at such time as it is considered.
IV. FLOOD CONTROL.
Mrs. Romans stated a hearing on the Chatfield Dam has been scheduled for Friday, November 19,
1965, at 2:00 P.M. The Hearing will be before tl:e Army Corps of Engineers and will be held
at the Cosmopolitan Hotel. Interested members were urged to attend.
V. INTER-COUNTY REGIONAL PLANNING COMMISSION.
The annual dinner meeting of ICRPC is scheduled for November 17, 1965, at the Denver Continental
at 6:00 P.M. All members of the Commission indicated they would attend.
VI. CONJX)MINIUM DEVELOPMENT.
Mr. Fullerton discussed an offer made by residents and property owners of Northeast Englewood
to help in drafting an amendment to the 1963 Comprehensive Zoning Ordinance for condominium
units.
Discussion followed. It was suggested that possibly a uniform planned unit development
ordinance could be compiled by Inter-County Regional Planning Commission for the metropolitan
area. Mr. Woods felt the offer made by the residents of northeast Englewood might be premature;
the planning staff and legal consultants should work on the amendment first; the citizens'
aid would then be of benefit. Discussion followed.
It was moved and seconded to adjourn the meeting. The motion carried, and the meeting was
declared adjourned at 7:50 A.M.

Regular Meeting
The regular meeting of the City Planning and Zoning Commission was called to order at 8:00 P.M.
Chairman Carlson presiding.
Members present: Woods; Touchton; Rice; Parkinson; Fullerton; Carlson
Romans, Ex-officio

Also Present: Planning Aide Hermann.
II. APPROVAL OF MINUTES.
Chairman Carlson stated minutes of the November 3, 1965 regular meeting; November 13, 1965
special meeting; and November 17, 1965, special meeting, were to be considered for approval.

III. PLANNING DEPARTMENT STAFF.
Mrs. Romans introduced Mrs. Hermann to the Commission. Mrs. Hermann recently began employ-
ment in the Department as Planning Aide.
IV. SUBDIVISION CASE #19-65A
Hampden Hills Baptist Church
The Preliminary Plan of the proposed Hampden Hills Baptist Church Subdivision was shown the
Commission. Mrs. Hermann stated the Church wishes to subdivide the western portion of their
property into five lots; four of the lots will be sold and a parsonage will be constructed
on the fifth lot.
Mrs. Romans stated the preliminary plans were sent to the various utility companies and city
departments for consideraticn . All were returned, and comments and suggestions have been
noted. There is a question on the 16 ft. easement, which is shown on the plan as coming off
the remaining Church property rather than coming off of the property to be subdivided, but
which was apparently intended to be dedicated on the Final Plat. She stated she had discussed
the matter with City Attorney Criswell, and he felt this was all right, if it were also
accompanied by a Quit Claim Deed to the City. It was suggested the entire Parcel be sub-
divided as Block 1 and Block 2, or as Plots 1 thru 6 in order the eliminate any possible
problem with the easement, and also to tie the entire parcel together in a subdivision
rather than have part of it platted and part of it unplatted.
Mr. Fullerton asked if the easement was for water and sewer lines? Mrs. Romans stated it
would be for sewer lines and other utilities; however, the area is served water by the City
of Denver. Discussion ensued. The members felt areas within the corporate limits of Englewood
should be served with Englewood water if at all possible. Mr. Rice commented there had been
a water pressure problem at that location, and the Englewood Water Board had studied the
situation extensively prior to agreeing to Denver water service. The Director was instructed
to further investigate the reason for Denver water service and report back to the Commission.

Fullerton seconded: The Preliminary Plan of the Hampden Hills Baptist Church Subdivision
be approved; the corrections as noted are to be made on the Final Plat.
The motion carried unanimously.
V. STREET DEDICATION CASE #16-65B
South Cherokee Circle to South Elati
The Director indicated the revised plot plan of the proposed shopping area. Overlays with
the extension of Cherokee Circle westward to South Elati south of the City Hall were also
indicated. The overlays indicate parking spaces which are existing for City Hall employees
and guests, the parking spaces which had originally been planned, and the parking spaces which
would be available if the street is dedicated. Discussion followed. Mrs. Romans stated she
had discussed the possibility of moving the ramp-access into Girard from the underground
parking to the north, and the right-of-way widths of Girard and the proposed dedication with
Mr. Davis of the New Englewood Company. It had been recommended by the staff that the street
right-of-way on Girard should be at least 60 ft. and the right-of-way on Cherokee Circle
extended should be at least 50 feet.
The parking spaces for City Hall which are available and which will be available were con-
sidered. Mr. Fullerton commented that available parking space for the Library is used to
capacity now; losing spaces on the south of the building will make the situation more critical.
He emphasized the necessity of moving the Girard access-ramp further north to provide the
required parking for the City Hall complex.
Fullerton moved:
Touchton seconded: The Planning Commission recommend to City Council the dedication of the
roadway to the south of City Hall between South Elati and Cherokee Circle
be approved provided: (1) the access-ramp to Girard on the north end of
the Library be moved further north to provide additional parking for the
Library and City Hall; (2) a 50 ft. right-of-way for Cherokee Circle ex-
tended be designated.
The motion carried unanimously.
The Commission members instructed the Director to write a letter to Mr. Davis setting fo r th
this action, and to include a sketch of the Commission's proposal.
VI. ARAPAHOE COUNTY CASE #18-65C
Kent School Property
Mr. Fullerton stated that Mr. Parkinson, Mr. Woods, and he had attended the Arapahoe County
Planning Commission hearing on the zoning of the west 11-1/2 acres of the Kent Scpool
property for condominium units. He commented he did not feel the people were objecting to
the proposed development as such, but were asking. for assurances on the proposed development.
Mr. Parkinson stated the opponents were the same group who had appeared in opposition to
the R-3-B zoning of the KLZ Site in Englewood recently. He also pointed out that the applicant

had indicated he did not feel the limitations imposed by the opponents could be met; and that
Mr. Welles, an opponent, had stated he would go on record as opposing the rezoning.
Discussion followed.
Fullerton moved:

The motion carried unanimously, and the meeting was declared adjourned at 9:10 P.M.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY
PLANNING AND ZONING COMMISSION.
DATE: December 8, 1965
SUBJECT: South Cherokee Circle Street Dedication
RECOMMENDATION: The Planning Commission recommend to City Council the dedication of the
roadway to the south of City Hall between South Elati and Cherokee Circle
be approved provided: (1) the access-ramp to Girard on the north end
of the Library be moved further north to provide additional parking for
the Library and City Hall; (2) A 50 ft. right-of-way for Cherokee Circle
extended be designated.

Special Meeting
The Special Meeting of the City Planning and Zoning Commission was called to order at 8:05
P.M., Chairman Carlson presiding.

II. NOTICE OF MEETING VERIFICATION.
Members in attendance verified notification of the Special Meeting by telephone call.
III. SUBDIVISION CASE #19-65B
Hampden Hills Baptist Church
Mr. Banta was in attendance on behalf of the Hampden Hills Baptist Church, requesting Com-
mission approval of a 12 foot utility easement between Block 1 and Block 2 of the proposed
subdivision. The Subdivision Regulations require a 16 foot easement.
Mr. Parkinson entered and took his seat with the Commission.
Mr. Banta stated he is suggesting the 12 foot easement to bring the subdivision into conformance
with other subdivisions in the immediate area. He stated he understood that water, sewer,
and gas service would be provided from the street. The only utilities using the easement
would be Public Service for electric lines, and the telephone company.
Discussion followed. Mr. Fullerton asked how much space would be required to maintain the
electric lines? Mr. Rice stated the easement must provide adequate access; he did not cite
an exact width required for the easement. He pointed out that an easement does not deny use
of the land, but the use cannot be of a permanent nature, such as a structure. Further dis-
cussion followed; Mrs. Romans cited Section 21.4-5(e) (1) of the Municipal Code, which section
sets forth the 16 foot easement requirement. It is the recommendation of the staff that the
easement be 16 feet.
Mr. Carlson asked Mr. Banta if consideration would be given to an easement of 16 feet, if 10
feet were given from Block 2, the site on which the Church is situated, and 6 feet from Block
