The meeting was on the Systems 3 map byDMATS. XIII. SHERIDAN ANNEXATION. Mr. Fullerton stated the proposed annexation of city owned property by the City of Sheridan had been referred by the City Council to the Planning Commission for consideration and recommendation. Discussion ensued. T0uchton moved: The Planning Commission recommend to City Council that the proposed annexa- tion of City owned property by Sheridan should not be protested. The motion was declared dead for lack of second. Further discussion followed. Fullerton moved: Touchton seconded: The subject be tabled until the next meeting for further information. The motion carried unanimously. XIV. CITIZENS' ACTION COMMITTEE. Mr. Fullerton stated the status of the Citizens' Action Committee had been discussed at the Council meeting. It was determined the Committee is still in force; however, the Committee would be held in abeyance until further notice. Brief discussion followed. Welty Recording Secretary * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION February 10, 1965 The informal session was called to order at 7:45 P.M. by Vice-Chairman Parkinson. Members present: Fullerton, Rice, Parkinson Romans, Ex-officio Members absent: Whitcomb, Touchton, Carlson Inasmuch as there was not a quo rum present, information discussions were held. The pending denial of the left-turning movements at South Bannock Street and Colorado Highway #70 was discussed. The proposed annexation of City owned p roperty by the City of Sheridan was also discussed. This was referred to the Planning Commission by the City Council for their consideration and recommendation. Mrs. Romans reported on research done by the Planning Staff on this proposed annexation. She stated it would now be a matter of legal determination as to whether or not the City owned property had been surrounded by the City of Sheridan for twenty years. THere is no evidence in the City of Englewood records of the opening in the Sheridan annexations found by former City Engineer Neil Barde. She stated that it would be her recommendation that there be a representative at the meeting of February 16th, but that the City of Englewood not actively encourage or oppose the proposed annexation by Sheridan. Discussion ensued. The Commission members present concurred with the recommendation of the Director, and asked that the members of the Commission not present this evening be polled to determine their feelings to enable a recommendation to be sent to the City Council for their meeting on Fabruary 15, 1965. CASE #B-19 -64A The proposed zoning of the recently annexed property by the City of Englewood under the ownership of Mr. DeMoulin was discussed. The Planning Director stated that a land use study was being done of this area. CASE #2-65 A propos:d traffic plan in the downtown area was presented for discussion. This proposed pattern incorporates a one-way street pattern, which the staff feels will be beneficial to the downtown Englewood merchants, as well as the proposed New Englewood development in the p resent City Park site. Discussion on all phases and ramifications of the proposed plan followed. Mrs. Romans stated' that the members of the Commission not present this evening had asked to come into the office to go over the plan. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION February 17, 1965 Regular Session The regular meeting of the City Planning Commission was called to order at 8:00 P.M. by Chairman Carlson. Members present: Whitcomb; Touchton; Rice; Fullerton; Carlson Romans , Ex -officio Members absent: Parkinson Also present: Planning Assistant Monson Messrs. Von Frellick, Jameson, and Ludwig II. APPROVAL OF MINUTES. Mr. Carlson stated the Minutes of February 3, 1965, and February 10, 1965, were to be con- sidered f or approval. Fullerton moved: Rice seco nded: The Minutes of February 3, 1965, and of February 10, 1965, be approved as written. The motion carried unanimously. III. MASTER STREET PLAN Core Area Traffic Pattern CASE #2-65A February 10, 1965 The proposed core area traffic pattern which was considered at the informal session of February 10, 1965, was again discussed. This plan incorporates a one-way street system in the core area; it is felt by the staff that the ingress, egress, and general traffic circula- tion will be greatly improved by the proposed plan. Mr. Parkinson entered and took his place on the Commission. The ultimate plan was thoroughly discussed, as was a "phased" alternate plan. The implementa- tion o f the plan in regard to signalization, signing and street striping was briefly discussed. The street grades of Floyd and Girard were studied by the Commission. A recess of the Commission was called at 9:45 p.m. The meeting was again called to order at 9:55 p.m. Further discussion of the pr oposed plan followed. Parkinson moved: Whitcomb seconded: After consideration by the Planning Commission of the proposed traffic pattern, which pattern it is felt will both fulfill the needs of the expanded commercial area and coordinate with the comprehensive traffic pattern; the Commission recommend the approval of this plan to be in- corporated into the Master Street Plan which is in the process of being revised by the Planning Staff. · · Further discussion ensued; Mr. Fullerton commented he could not say he was 100% in favor of this plan, but that he c ould not offer a better alternate plan. Upon the call of the role: AYES: NAYS: Whitcomb, Touchton, Rice, Parkinson, Fullerton, Carlson None The motion carried unanimously. IV. CITY OF ENGLEWOOD 5500 South Pearl ZONING R-3-B CASE #Bl9-64B February 10, 1965 February 3, 1965 The Director stated the date for the zoning hearing on this recently annexed property has not been scheduled. A brief discussion ensued. A land use map of the general area was ex- plained by Mr. Monson.
