I. CALL TO ORDER .
CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
February 17, 1965
Regular Session
The regular meeting of the City Planning Commission was called to order at 8:00 P.M. by
Chairman Carlson.
Members present: Whitcomb; Touchton; Rice; Fullerton; Carlson
Romans , Ex -officio
Members absent: Parkinson
Also present: Planning Assistant Monson
Messrs. Von Frellick, Jameson, and Ludwig
II. APPROVAL OF MINUTES.
Mr. Carlson stated the Minutes of February 3, 1965, and February 10, 1965, were to be con-
sidered f or approval.
Fullerton moved:
Rice seco nded: The Minutes of February 3, 1965, and of February 10, 1965, be approved as
written.
The motion carried unanimously.
III. MASTER STREET PLAN
Core Area Traffic Pattern
CASE #2-65A
February 10, 1965
The proposed core area traffic pattern which was considered at the informal session of
February 10, 1965, was again discussed. This plan incorporates a one-way street system in
the core area; it is felt by the staff that the ingress, egress, and general traffic circula-
tion will be greatly improved by the proposed plan.
Mr. Parkinson entered and took his place on the Commission.
The ultimate plan was thoroughly discussed, as was a "phased" alternate plan. The implementa-
tion o f the plan in regard to signalization, signing and street striping was briefly discussed.
The street grades of Floyd and Girard were studied by the Commission.
A recess of the Commission was called at 9:45 p.m. The meeting was again called to order
at 9:55 p.m.
Further discussion of the pr oposed plan followed.
Parkinson moved:
Whitcomb seconded: After consideration by the Planning Commission of the proposed traffic
pattern, which pattern it is felt will both fulfill the needs of the
expanded commercial area and coordinate with the comprehensive traffic
pattern; the Commission recommend the approval of this plan to be in-
corporated into the Master Street Plan which is in the process of being
revised by the Planning Staff. · ·
Further discussion ensued; Mr. Fullerton commented he could not say he was 100% in favor of
this plan, but that he c ould not offer a better alternate plan.

IV. CITY OF ENGLEWOOD

The Director stated the date for the zoning hearing on this recently annexed property has
not been scheduled. A brief discussion ensued. A land use map of the general area was ex-
plained by Mr. Monson.

Rice moved:
Whitcomb seconded: The Public Hearing for zoning of the property under the ownership of
Mr. DeMoulin from annexed property to R-3-B be set for March 17, 1965;
the property to be posted and publication to be given in the official
City newspaper.
The motion carried unanimously.
V. BOARD OF ADJUSTMENT AND APPEALS
The Planning Director stated that in a recent conversation with Mr. Dick Lone, Chairman of
the Board of Adjustment and Appeals, he had suggested a meeting with the Board of Adjustment
and Appeals and the Planning Commission to enable these two City bodies to better understand
their respective functions and duties.
After brief discussion, the Commission set a tentative date of February 24, 1965, for the
joint meeting.
VI. ARAPAHOE COUNTY SUBDIVISION REGULATIONS.
Mrs. Romans reported on the Public Hearing which she attended on the adoption of revised Sub-
division Regulations for Arapahoe County on February 16, 1965.
VII. HOUSING CODE.
A progress report on the Housing Code Committee of the Inter-County Regional Planning Commission
was given. Mrs. Romans stated that Mr. Eitel is now working on the administrative section of
the Code as it will be a p plicable to the City of Englewood.
VIII. ASPO CONVENTION.
The Planning Director stated the annual ASPO Convention will be held the last week of April.
There have been funds budgeted for the attendance of the Director and one Commission member.
She suggested the Commission consider designating a representative as soon as is feasible.
No action was taken.
IX. OBSERVATION TOUR.
At the meeting of February 3, 1965, it was decided that "observation tours" by the Commission
would be conducted. In view of the upcoming public hearings, Mrs. Romans asked the Commission
to set a date for this tour.
Discussion followed; it was agreed to make the tour on February 27, 1965. The Commission
members would meet at Harold's Pancake House at 7:00 A.M. for breakfast and commence the
tour at 8:00 A.M.
X. REACTIVATION OF ILLEGAL USE.
Mr. Rice cited an article in the Englewood Herald of February 15, 1965, which article concerned
the reactivation of a real estate office in an R-1-C Zone. This use, according to the Herald
article, was abandoned for the past six years. Mr. Rice felt this should be called to the
atten t ion of the City Manager for further action.
Discussion ensued; it was asked if the use were "non-co nforming" or illegal? After c o nsulting
the 1940 and 1955 Zoning maps, it was pointed out that this particular area has never been
zoned commercial and it could be assumed that the use is illegal, not non-conforming. Further
discussion followed; Mr. Rice stated he would contact the City Manager for further action on
this and other cases.
It was moved and seconded to adjourn the meeting. The motion carried; the meeting was declared
adjourned at 11:30 p.m.
