At approximately 11:30 A.M. Mr. Lyon contacted Mr.
Fleenor and Mr. Hanson by telephone and informed them that his
office was experiencing some difficulties in balancing the number
of ballots cast with the number of ballots not cast due to the
confusion which occurred on the morning of November 5, 1968, in
the paper ballot precincts.
It was recommended that authorization be given to Mr.
Lyon's staff to open the ballot boxes as deemed necessary in order
to ascertain that the number of ballots voted had been properly
recorded. Mr. Lyon stated that normally the ballot boxes were
not to be opened for a period of six months following election
unless the election should be contested. However, it was his
opinion that insofar as possible the number of ballots cast should
be verified in order that the Election Commission could rule
that the problems in the paper ballot precincts did not materially
effect the outcome of the election. The Election Commission
adopted the recommendation.
The members of the Election Commission were also informed
that a number of voting machine precincts would be spot checked
due to the fact that there appeared to be some confusion in the
proper completion of the Abstract of Votes.
