CITY OF ENGLEWOOD, COLORADO
NOVEMBER 15, 1968
The Election Commission of the city of Englewood,
Arapahoe County, Colorado, met at 1:30 P.M. in the Finance
Department of the City of Englewood, Colorado.
Present: Mr. William Hanson
Mr. Harry Fleenor
Mr. 'Stephen A. Lyon, Chairman
Mr. Lyon presented a memorandum describing the problems
encountered at the November 5, 1968, Special Election (said memo-
randum is on file with the minutes of the Election Commission
meeting of November 15, 1968). He stated that although the diffi-
culties were somewhat confusing in the paper ballot precincts
in the first few minutes after the polls opened and that three of
the ·voting machine precinct votes had been reported erroneously
(and have now been corrected), it was his opinion that the outcome
of the election\was not materially effected and that he recommended
that the Election Commission execute the Certification of votes
Cast causing same to be published in the Englewood Herald and
Enterprise and a copy to be forwarded to the Secretary of State.
The Election Commission executed the Certification of Votes Cast
in the November 5 Special Election and ordered its publication and
filing with the Secretary of State.
A letter from Mr. and Mrs. Armstrong, 4560 South Jason,
complaining about the problems in paper ballot Precinct 205 was
received by the Election Commission. The Commission discussed
ways in which these problems could be avoided in the future.
Mr. Lyon reported that Mrs. Marjorie Page, Arapahoe
County Clerk and Recorder, had received phone calls from some of
the judges in the voting machine precincts requesting extra pay
due to the fact that they had been required to complete an Abstract
of Votes cast on the Englewood initiative ordinances. Mr. Lyon
stated that should this request be granted it would have to be
granted to all judges in all voting machine precincts as all
judges in these precincts had been required to sign the Abstract.
He stated that the completion of the City of Englewood Abstract
of Votes Cast should not have taken more than fifteen minutes and
in all likelihood could have been accomplished in five minutes
and that it was his opinion and recommendation that should any
requests for additional pay be received that these requests be
denied. The Election Commission affirmed the recommendation.
Mr. Fleenor left the Election Commission meeting at
2:10 P.M. Mr. Lyon and Mr. Hanson then proceeded with the opening
of ballot boxes, removal of ballots cast, and the placement of said
ballots and other election supplies into sealed envelopes. These
materials were then taken to the Republic National Bank and sealed
in strong boxes in the presence of Mr. Hanson and Mr. Lyon. On
or after May 5, 1969, the contents of the strong boxes will be.
released to the Election Commission and destroyed.
The meeting was adjourned at 3:15 P.M.
