CITY OF ENGLEWOOD, COLORADO
SEPTEMBER 27, 1968
The Election Commission of the City of Englewood, Arapahoe
County, Colorado, met at 12:10 P.M. at the Hackney House, Englewood,
Colorado.
Present: Mr. William Hanson
Mr. Harry Fleenor
Mr. Stephen A. Lyon, Chairman
Mr. Lyon presented City Attorney's Opinion Number 68-6
which dealt with the authority of the Election Commission to
determine the validity of petitions for initiated ordinances.
Mr. Lyon stated that the substance of the opinion was that once
the City Council has referred the matter to a vote of the people,
the Election Commission has no authority to question that action
and is charged with the responsibility of carrying out the election.
The following actions were taken:
1. The Chairman of the Election Commission was directed
to proceed with all legal advertisements necessary to the November
5th Special Election.
2. The Chairman of the Election Commission was author-
ized and directed to proceed with the establishment of absentee
voting by paper ballot and the appointment of a separate set of
judges and clerks to count said absentee ballots the evening of
November 5, 1968.
