The meeting was called to order at 6:15 PoMo

The Election Commission approved the tally of votes
cast in the special election of May 5, 1970.
Mr. Lyon reported that in three precincts the polls
were opened late due to the individuals who were to open the
buildings not being available. In future elections the chance
of this type of problem occurring will be reduced by providing
election judges telephone numbers of two people who can open up
the building if it is found that the building is not opened prior
to 6:30 A.M .
Mr. Lyon reported that the voting machines did not have
the non-property taxpaying elector lockout properly set upon their
delivery to the polls. This was corrected by 10:30 A.M . with
eight non-property taxpaying electors being allowed to vote on
their honor. Occurrences of this nature will be prevented in
the future by a physical inspection of one or more voting machines
prior to their delivery to the polls.
Mr . Lyon reported that in accordance with an Attorney
General's opinion of 1967 stating that all liquor outlets must
be closed during a municipal _election whether or not candidates
were involved , all outlets were closed. This caused considerable
dissatisfaction among these outlets due to the fact that the
State Liquor Control Division was not disclosing the Attorney
General 's opinion and was instead stating that it was purely a
matter of local option. Mr. Lyon presented a copy of a letter
written to the State Liquor Control Division expressing his con-
cern about the failure of that office to reveal the Attorney
General's opinion.
