April 5, 1973
2:00 P.M.
The meeting of the Election Commission was called to order at 2:10 P.M.
by the Chairman, Karl Nollenberger. Th0se present were Mary Lou Newport,
Clyde Mitchell, and Karl Nollenberger.
The election for Career Service Commissioners, to be held on April 20, 1973,
was disc~sed. Mr. Nollenberger informed the group that petitions have been
returned for five candidates, all with the proper signatures. The following
are the candidate~:
H. R. Braun
John F. Devivier
William B. Hanson
Herbert R. Hosanna
James L. Taylor
MR. MITCHELL MOVED AND MRS. NEWPORT SECONbED A MOTION TO CERTIFY THE NAMES,
AS SHOWN ON THE PETITIONS, TO BE PUT ON THE BALLOT. Upon the call of the
roll, the vote resulted as follows:
Ayes: Commission Members Newport, Mitchell, Nollenberger.
Nays: None
Mr. Nollenberger showed the group a copy of the ballot as it has been printed.
He mentioned that the candidate receiving the highest number of votes will be
elected to a four-year term, the candidate receiving the next highest number
of votes will be elected to a three-year term.
He stated that there will be three ballot boxes, with a possibility of
approximately 265 total votes eligible to be cast. One ballot box will be
set up at City Hall, with voting to be during the hours of 7:30 A.M. to
5:30 P.M., with two employees assigned to serve as watchers, Brenda Egelston
and Hope Jozsa.
The second ballot box will be set up at the Police station during the hours
of 7:00 A.M. to 10:00 A.M. with three employees assigned as watchers, Margaret
Van Ryan, Al Garfunkle, and one employee from the Fire Department. This will
allow for a shift change, giving as many policemen and firemen as possible the
opportunity to vote.
The third ballot box will be set up at the Servicenter during the hours of
8:00 A.M. to 10:00 A.M. with two watchers, Al Rhodes and Harry Taylor.
Starting at 10:30 anyone who wishes to vote and has not done so may cast their
ballot at City Hall.

The Commission made the recommendation that employees be given time off from
their job to vote.
There was a discussion of the possibility of an absentee ballot for those
employees who will be on vacation or authorized leave of a bsence .
MRS. NEWPORT MOVED AND MR . MITCHELL SECONDED A MOTION THAT THERE BE AN
ABSENTEE BALLOT MADE UP AND DISTRIBUTED BY MR. DEAN HERNDON TO THOSE EMPLOYEES
APPLYING FOR SUCH ABSENTEE BALLOT. Upon the call of the roll, the vote
resulted as follows:
Ayes: Commission Members Mitchell, Newport, Nollenberger .
Nays: None
Mr. Nollenberger stated that the counters for the ballots cast will be Dean
Herndon, and himself. The final results should be in by 6:00 P .M. of that
day. In the event of a tie vote, a runoff election will have to be held
within 15 days.
MRS. NEWPORT MOVED AND MR. MITCHELL SECONDED A MOTION TO DIRECT MR . NOLLENBERGER
TO PUT OUT A NOTICE OF ELECTION AT LEAST TEN DAYS BEFORE SAID ELECTION DATE .
Upon the call of the roll, the vote resulted as follows:
Ayes: Commission Members Newport, Mitchell, Nollenberger .
Nays: None
MR. MITCHELL MOVED AND MRS. NEWPORT SECONDED A MOTION TO HAVE A CERTIFIED LIST
DRAWN UP OF ALL EMPLOYEES ELIGIBLE TO VOTE. THIS LIST IS TO BE EFFECTIVE
APRIL 17th. Upon the call of the roll, the vote resulted as follows:
Ayes: Commission Members Mitchell, Newport , Nollenberger .
Nays: None
The Election Commission has set their next meeting date for April 23, 1973,
at 2:00 P.M. to discuss and verify the results of this election .
Mr. Mitchell thanked Mr. Nollenberger for the efficient way in which he has
taken care of details for this election.
The meeting was adjourned at 2:45 P.M.
