Election Commission meeting -April 18
At our last meeting we agreed to have a study session on
April 18th at 6:00 p.m. to discuss several matters brought
up last year during the Municipal Election. This meeting
will be held in Conference Room B. I have enclosed cor-
respondence received regarding the election.
Also, the following is a list of items brought up at the
last meeting. The purpose of the meeting will be to deter-
mine our approach to these issues. In the meantime, try
to identify general areas that these problems fall under
such as voter participation, election procedures, etc.
1) Voting facilitiei for the handicapped.
2) Precinct or district committee.
3) Election procedures.
4) Location and number of voting machines.
5). League of Women Voters participation in the
election.
6) Signing in residential areas.
7) Redistricting of precincts.
-8) Registration of voters.
9) Improve voter partic.ipation.
10) Candidate education to election laws.

GENERAL INFORMATION
In order to qualify for voting, the elector must meet the .following require-
ments:

Be registered.
Any registered elector who moves from the precinct where he
is registered within thirty-two (32) days prior to any regular
or special election shall be permitted to cast his ballot at
the polling place in the precinct where he is registered.
However, he should change his address on his registration
immediately following the election.

No vote shall be received at. any e f!::::.ion unless the name of
the person offering to vote shall be on the official registra-
tion book.

Any questions concerning this election which are not answered
in these instructions should be directed to the City Clerk's
office.

DUTIES OF JUDGES DURING VOTING
Except in precincts with two machin~s, there are three judges of
election.
Your duties are to open the polls, conduct and supervise the
balloting, close the polls, count the vote, and deliver the results to the
City Clerk. To assist ,you in your job, each packet contains the following
items o~ general information:
1. A copy of the "Colorado Municipal Election Code."
2. A copy of a pamphlet entitled "Voting Machine
Instructions."
3. A map of all precincts with a list of polling
places.
OPENING THE POLLS
Each polling place must be open and ready for balloting at 7:00
A.M. Instructions concerning opening the voting machines are contained in
a later section of this pamphlet.

2. Open the Voter Registration list and affirm that it
pertains to your precinct.
3. Sign in the front of the poll book after the oath is
taken.
4. Place your sample ballots and your State of Colorado
Instructions to Voters in a conspicuous place.
5. Fill in the information required by the Certificate of
Election Officials and Canvass, up to but not including
Paragraph 4.
The three judges should divide the work among themselves accord-
First Judge (Greeting Judge): This person is the first judge to
whom the voter must present himself. The voter should first be given a
Voter Signature Card to fill out. After the Voter Signature Card is com-
pleted, compare the card with the Registration List. Once it is apparent
that the voter is eligible and registered, call out the voter's full name
and hand the card to the second judge.
Second Judge (Poll Book Judge): The second judge must enter the
name of the voter in the Poll Book. Once the name is entered, write the
number appearing in the Poll Book in the upper right hand corner of the
Voter Signature Card . The Voter Card should now be returned to the voter.
Th ird Judge (Voting Mach ine Judge) : The third judge admits voters
to the voting ma chin e b y pressing t he e n trance button at the right end of
the machine. Before ?J.dmitt i ng a voter, this judge must obtain the voter's
signature card which has the number marked in the upper right hand corner.
Do not admit a voter without a signature card or without a signature card
which has been numbered by the Second Judge.
All Voter Signature Cards should be filed and returned with the
other election s upplies to City Hall.
The Third Judge should inspect the voting machine periodically to
ascertain that it has not been defaced or in other ways mutilated.
CLOSING THE POLLS
The polls must close promptly at 7:00 P.M. If you have a line of
voters at 7:00, one of the judges should stand at the end of the line in
order that those in line before closing of the polls are allowed to vote.
Instructions for sealing the machine and obtaining the count of
ballots cast are contained in the section which discusses operating the
voting machine.
1. Enter the results of the vote on the Abstract of Votes. It
is desirable that the votes be canvassed twice, each time by a different
judge. Note: There are two abstracts of votes -one for posting at the
precinct and one to return to City Hall. Be sure to sign the abstracts and
post one at the precinct before leaving.
It is necessary that the Abstract of Votes cast reflect the number
of votes cast for each candidate, and in the case of a question requiring a
yes or no vote the number of yes votes must be shown on the Abstract of Votes
cast; the same applies to the no vote.
In no case will an Abstract of Votes cast be accepted by the City
Clerk's office if the form is not properly completed.
2. Sign the back of the Poll Book.
3. Sign the Election Expense Bill.
4. Fill in the remaining items on the Certificate of Election
Officials and Canvass.
5. Place all election supplies and materials in an envelope. The
judge who obtains the supplies should deliver them back to the City as soon
as possible.

VOTING MACHINE OPERATING INSTRUCTIONS
BEFORE THE POLLS OPEN~
1. REMOVE THE CLOTH COVER.
2. UNLOCK AND OPEN FRONT DOORS, USING KEY NO. 3.
(Be sure mach i ne is firm and level on the floor.)
3. RAISE THE CURTAIN RAIL SO THAT THE BRACKETS REST ON
THE TOPS OF THE DOORS.
4. BUTTON CURTAINS TO DOORS.
5. PLUG LIGHT CORD IN SOCKET ON LEFT SIDE OF FRONT OF
MACHINE: THEN CONNECT TO NEAREST LIGHTING OUTLET.
6. POST THE SAMPLE BALLOTS.
For each Polling Place there will be furnished two
or more Diagrams (Sample Ballots) of the face of the
voting machine, for the instruction of voters.
What to do -Post these Sample Ballots in places
where the voters will see them, so that they can
familiarize themselves with the names of the candi-
dates and their location on the machine.
7. INSPECT THE BALLOT LABELS.

What to Do -Make certain the titles of the offices
& the names of the candidates appear in their proper
order, exactly as shown on the Sample Ballots.
8. EXAMINE THE SEAL.
Where Found -On shel f at extreme right of red
handled operating lever.
What to Do -Make certain that t he seal is not broken
and tha t the number on it corresponds to the number
shown on the envelope containing the keys. Write , V this numbe r in the space provided on your Statement
of Canvass, or Return Sheet.
9. COMPARE AND RECORD THE NUMBER REGISTERED ON THE PRO-
TECTIVE COUNTER.

What to Do -Make certain that the number registered
on the Protective Counter corresponds to the number
written on the e n velop e in which the voting machine
keys were de livered. Wr ite t h i s number i n the space
provided on y our Statem ent o f Canvass.
10. SEE THAT THE PUB LIC COUNTER IS AT ZERO (000).
Where Found -Right end of machine.
What to Do -This counter advan ces one count each
time the red handled Operating Lever is operated and
therefore shows to t he public at all times during the
elect i o n the number of persons that have voted. The
poll list should always agree with this count er where
one machine is u sed, or the totals of these counters
where two or more machines are used.
11. SEE THAT THE 'KEYHOLD SLOT OF LOCK NO. 2 IS TURNED DOWN.

What to Do -When the -'k.eyhole slot of this lock is
turned down the machine i s locked against voting and
the doors of the counter compartment can be unlocked
and opened.

What to Do -Insert key marked "3" in the keyhole of
Lock No. 3 in the upper door (the smooth edge of the
key to the center of the keyhole) . Turn the key un-
til the keyhole slot points up and leave it up. Turn
the door knob to the left as far as it will go and
swing the door up until it rests on the top of the
lf
machine. Then open the middle door and lower it
carefully .
14. PLACE THE INSTRUCTION MODELo

What to Do -Remcve model by pulling spring knob and
lifti ng out. Place the model on the table where one
of the Election Officers may use it to instruct each
voter before he enters the voting machine.
15. CONNECT EXTENSION LIGHTn
Where Found -Behind upper rear door in same compart-
ment with light cord.
What to Do -If desired, an extension light is provided
for better .illumination of the counters. Insert the
plug in the light cord.
16. SEE THAT ALL THE COUNTERS ARE AT ZERO (000).
Where Found -Inside counter compartment.
What to Do -Examine each counter, making sure all
register zero (000) •
17. SEE THAT THE PAPER ROLL IS MARKED, SIGNED AND DATED.
Where Found -Upper Compartment in rear of machine.
Wha t to Do -This roll is for voting for persons that
have n ot been nominate~d, and whose names, therefore,
do not appear on the ballot labels on the face of the
machine. Uriless you find one already drawn, draw a
line the full length of the lower roll, and mark it
with the name of one of the Election Officers, and the
date of the election. The reason for this will be ex-
plained later.
18. CLOSE AND LOCK THE DOORS OF THE COUNTER COMPARTMENT.
What to Do -First close the middle door and bolt it
by turning its knob to a horizontal position. Then,
close the upper door, and bolt it by turning its knob
to a horizonta~ position . Lock the door with the
key marked "3" by inserting the key in the lock (the
smooth edge o'f the key to the center of the keyhole)
and turning-it down. Remove the key.
19. TURN UP KEYHOLE SLOT OF LOCK NO. 2.

No t e: If f'ou find you cannot turn the keyhole slot up,
it is because you have not turned the knob in the rear

What to Do · -When the polls are declared open ,but not
before, qut the seal with a knife or scissors and re-
move it from the slot.

instruct each voter as he passes, and, have the voter
operate the model himself several times. In this way,
he can become familiar w:ith the manner of operating
the machine before he enters it, and will not delay
the vot i ng by asking questions.
2. DIRECTIONS FOR VOTINGz
What to Do -When checking the name of a voter on the
registry list: be sure he has been instructed by the
Election Officer who has charge of the Instruction
Model.
Be sure that each voter understands thatr
1. He must move the red handled Operating Lever to
the right until the bell rings1 further, that he
must leave it there until he has finished voting.
2. The voter must turn down the voting lever over the
name of each candidate for whom he wishes to ·vote, and
LEAVE IT DOWNo
3. To vote on a question he must turn down a Question
Pointer over the "Yes" or "No", of each Question on
which he wishes to vote, and leave it down.
4. Tf the voter wishes to vote for any person whose
name does not appear on the ballot, he may do so by
raising the slide above that office column. This ex-
poses a portion of the paper roll on which the voter
may write the name of his candidate. No name printed
on the ballot for any office may be written in for the
same office.
5. When he has finished voting, he must move the red
handled Operating Lever to the left as far as it will
go, which will register his vote, return .the point-·
ers to their original position, and open the curtain.
3. ADMIT EACH VOTER TO THE MACHINE.

What to Do -The Election Officer must push in this
Entrance Button to admit each voter to swing the red
handled Ope r ating Lever to the right, closing the
curtains .
4. PRECAUTION AGAINST TAMPERING WITH THE MACHINE.
The law provides a penalty of fine and imprisonment
for tampering with a voting machine during an election.
While it is improbable that any tampering will be at-
tempted it is suggested that one of the Election Offi-
cers examine the face of the machine occasionally
during the day, to make sure that no damage has been
done to the machine or that it has not been tampered
with in any way.
AFTER THE POLLS CLOSE.
1. SEAL THE MACHINE AGAINST FURTHER VOTING.
Where Found - A numbered seal in a sealed envelope is
furnished with the election supplies. The sealing latch
is located at the extreme right of the red handled
Operating lever.
What to Do -Push down on the sealing latch and insert
the pointed end of the seal through the slot in the
latch. Then insert the pointed end through ball of
the seal until it catches and cannot be pulled out.
After attaching the seal, record its number in the
space provided on the Statement of Canvass.
2. TURN DOWN THE KEYHOLE SLOT OF LOCK NO. 2.

This will show the number of persons that voted at the
election.
4. RECORD ON THE STATEMENT OF CANVASS THE NUMBER REGISTERED
ON THE PROTECTIVE COL"NTER.

This protec'ts the election returns, as it makes it im-
possible for anyone to operate the machine or change
the results on the counters after the election without

its hecoming known, because the number on the Pro-
tective Counter changes whenever either is done.
~. UNLOCK AND OPEN THE DOORS OF THE COUNTER COMPARTMENT.
6. CANVASS THE VOTES REGISTERED ON THE CANDIDATE AND
QUESTION COUNTERS.
What to Do -One Election Officer, under the scrutiny
of another, shall read the vote registered on each
candidate counter, and the other officers shall write
it in the space provided on the Statement of Canvass.
(In the case of an endorsed candidate, i.e. where a
candidate's name appears two or more times for the
sam e office, the totals of each of his counters must
be added together on the Statement of Canvass.).
The entire record shall then be verified by comparing
it with the counters on the machine.
7. REPLACE THE INSTRUCTION MODEL IN ITS PLACE WITHIN
COUNTER COMPARTMENT.
See that it is securely locked with the Spring Knob. v-r REPLACE LIGHT CORD ON HOOK INSIDE LEFT FRONT DOOR.
CLOSE THE MIDDLE REAR DOOR.
10. UNBUTTON CURTAINS FROM FRONT DOORS.
11. LOWER CURTAIN RAIL.
The curtains should be folded up so that they will
not prevent front doors from closing.
12. CLOSE AND LOCK FRONT DOORS.
Note: On the larger machines, it is necessary to
reach inside the left door and turn the handle to the
horizontal position. This will hold the door in place
for locking~
13. CLOSE AND LOCK UPPER REAR DOOR, USING KEY NO. 3.
14. REPLACE THE CLOTH COVER OVER THE MACHINE.

DISABLED VOTER ASSISTANCE
If a blind elector, or one otherwise physically
disabled, is unable to prepare his ballot without help, he
may request an election official, or any elector he selects
from the precinct, to help him i n preparing his ballot. The
physically di sabled elector should be advised of the alter-
natives listed above.
No person helping a disabled elector to vote shall
attempt to influence him to vote in any way or disclose how
he voted.
If a disabled person requests help in voting, a no-
tation shall be made in the poll books that the voter was
given assist ance.

the signature card he may request assistance from one of the
judges and the judge will fill out the Signature Card, have
the elector make his mark, and the judge shall sign as a
witness. The same assistance may be given in signing the
registration book with the elector making his mark, witnessed
by the signa ture of the judge.

Candidates are allowed to designate individuals to
watch the conduct of the election. All poll watchers must
have a _cer tifi_c~t =._of appointment signed by the City Clerk.

If a poll watcher wishes to designate a substitute
poll watcher, he may do so by reporting t o a judge of election
his selection and filling out the Affidavit for Substitute Poll
Watcher which is supplied in the Judges' packets. -.
CHALLENGE OF VOTERS
The judges of election , clerks of election, watchers
or any elector of the precinct may challenge a person's elig-
ibility to vote~
Any person challenging an elector's eligibility to
vote shal l sign the oath as shown in the Oath and Certificate
of Challenged Voter and Oath of Challenger, giving the name
of the elector challenged, and stating the reason for the
challenge .
A challenge is simply one of the means of guaran-
teeing the purity of elections. Remember, when you challenge,
you are saying the elector being challenged is not eligible
to exercise his constitutionally guaranteed right to vote.
This is an action that should not be taken lightly.
On the other h and, you have a duty to challenge
those elec tors whom you believe to be ineligible to vote.
UNLAWFUL ACTS
The following offenses are to be considered un-
lawful acts and subject to the penalties prescribed by law.
