Mr. Johannisson explained the responsibility of the Commission. He clarified
that the Commission oversees the election and the City Clerk is charged with
coordination. He further advised them that redistricting guidelines are set
by Charter, and he provided redistricting alternatives. Alternatives are
attached and to be considered a part of these minutes. Each map shows
alternative proposals of election districts which meet the Charter criterion
of a 15% or less variance in registered voters per district. The possible
recommendations are:
1. Keep the current election districts as they meet the Charter
criteria.
2. Select one of the alternatives presented.
Mr. Johannisson advised that if it is the desire of the Election Commission to
recommend an alternative plan, one factor should be considered. If
alternatives #1, #2, or #4 were to be selected, the Council Member for
District #3 would be forced to run as an At-Large Candidate. The staff
recommended no change.
The Commission reviewed the alternatives.
