Present: Absent: Also present: Kollath, Watson, Nilsen, Crow Bull Ellis, Deputy City Clerk * * * * * Chairman Nilsen discussed the suggestion that alternate judges receive a token payment for their willingness to attend the workshop and availability to serve as a judge on very short notice. Discussion ensued. City Clerk Crow stated that the Commission had authorized a token payment of $10.00 for the alternate judges in the Regular Municipal Election of 1983. Member Watson felt that they deserved at least $15.00. Member Kollath noted that she agreed, however she felt it would not be equitable to judges serving a full day who only receive $50.00. The Commission agreed. The City Clerk stated there were nine alternate judges who attended the workshop and who were available on election day. At $10.00 each this would be a $90.00 expenditure. KOLLATH MOVED, OF $10.00. Ayes: Nays: Absent: SECONDED BY WATSON, TO PAY THE ALTERNATE JUDGES A TOKEN PAYMENT Kollath, Watson, Nilsen, Crow None Bull Increasing compensation for election judges was discussed. City Clerk Crow stated that a resolution recommending the increase would have to be presented to City Council. She also noted that Arapahoe County currently pays judges the same rate we do. Ms. Crow felt that if the County raises judges pay we would have to also. The Commission agreed. Ms. Crow noted that she had compiled the expenditures for the Election Budget. There were some adjustments to make, but she estimated there currently was a balance of approximately $1500.00.* The cost of the mailing regarding redistricting had been charged to the election budget; however, Ms. Crow stated that that cost would be charged to another account as it was not actually an expense of this election. *CLERK'S NOTE: Additional election costs have been identified which will eliminate the budget balance. The cost of the 1987 Municipal Election now totals $8320.30. * * * * * There was considerable discussion regarding the procedure for write-in votes. City Clerk Crow wondered if the Commission would want to recommend that Council pass an ordinance stipulating that no write-in vote shall be counted unless five days prior to the election an affidavit of intent had been filed with the City Clerk. The affidavit would indicate that the write-in candidate was eligible and willing to assume office. Ms. Crow stated that she had recently attended a conference with approximately 60 City Clerks present. When she inquired how many cities had this restriction in their code, 30 to 40 indicated they did. Ms. Crow requested they send her a copy of their respective ordinances. She noted that this restriction was provided for in the State Statute (CRS 31-10-306). Discussion ensued. Chairman Nilsen stated that further action should wait until copies of the ordinances from the various cities are received. She also suggested that the City Clerk conduct a telephone poll of City Clerks in our vicinity to question them regarding th e pros and cons. CROW MOVED, SECONDED BY KOLLATH, TO TABLE THE MATTER OF WRITE-IN CANDIDATE RESTRICTIONS UNTIL MORE INFORMATION IS RECEIVED. Ayes: Kollath, Watson, Nilsen, Crow Nays: None Absent: Bull * * * * * City Clerk Crow explained the proposed special election. She felt that the Public Service and United Cable Franchise questions would probably be presented at the same election, but she has not been informed of a final decision, so everything is still uncertain. * * * * * Member Kollath suggested that we provide the election judges with name tags. The Commission agreed. * * * * * The Commission discussed the possibility of changing some of the polling places. The following decisions were made: City Precinct 2: Requested that we look into using Bishop Elementary School instead of City Hall. City Precinct 4: Change from Orchard Place to Malley Recreation Center. City Precinct 5: Requested we look into using the Kaiser Building on Broadway instead of the First Christian Church. City Precinct 6: We should use the Swedish Education Building for the next election and then reconsider the situation. City Precinct 10: Change from the Quincy Fire Station to the Englewood School Administration Building. City Precinct 12: Recommended we use the Swedish Gerontology facility for the next election, but look into All Soul's Church as a possibility. City Precinct 13 and 14: The polling places were reversed for this election. We need to make sure that City Precinct 13 is situated at the Tufts entrance and City Precinct 14 is located at the Fox entrance. City Precinct 16: This location is a real problem. The Commission requested that we attempt to locate another place. City Clerk Crow advised the Commission that any changes had to be made by Council Resolution 90 days prior to the election. * * * * * Member Watson expressed his disappointment with the visual screen used in reporting the returns. He stated that he had received several complaints, and he personally found the screen hard to read. City Clerk Crow noted that this was the first time we had used this method, so there would be some things to be ironed out. Discussion ensued. The Commission recommended that someone be on hand to announce the precinct voting numbers as they are entered. They also suggested using a pointer. * * * * * WATSON MOVED, SECONDED BY KOLLATH, TO ADJOURN.
