Subject; Career Service Board Election
In March, 1988, the Election Commission will conduct an election
of one member to the Career Service Board due to the expiration
of Catherine M. Pokraka's term of office on March 15, 1988.
Attached is Section 3-2 of the Englewood Municipal Code 1985
pertaining to the conduct of the election. Also attached are:
1) proposed election schedule
2) announcement of the election to ALL employees
3) Nomination Petition.
Could we meet January 14, 1988 at 4:30 p.m. in the Library
Conference Room II to discuss and approve the above. If you are
unable to make this date, please give Lou or me a call (761-1140
ext 769), otherwise we will see you then.

Subject: Career Service Board Election
A vacancy on the Career Service Board will be created by the
expiration of the term of office of Catherine M. Pokraka on March
15, 1988. This office is to be filled by a vote of the full-
time, permanent, classified employees. This is a four-year term
which expires March 15, 1992.
The election date has been set for March 1, 1988.
Petitions for candidates may be circulated beginning January 26,
1988 and are available in the City Clerk's office. Petitions for
candidates must be received by the City Clerk no later than
February 15, 1988 at 5:00 p.m.
If you have any questions about the election please refer to
Title 3, Chapter 2 of the Englewood Municipal Code 1 85, or call
me (796) or Lou Ellis (ext 769).

The City Charter is silent with regard to specific election
procedures. On the other hand, E.M.C. 4-5-1 says certain procedures
shall apply, and they include very clearly stated requirements for
getting onto the ballot.
Among the requirements is that nomination petitions be c i rculated
during a certain period and that each petition be signed by at least
25 f ull-time permanent classified City employe es.
When a petition process is required, wr i te-ins are not per-
mitted, because that sidesteps the petition requirement. I do not
see an y language in the Charter or ordinance that provides an
exception to the petition requirement.
Thus, I advise that write-ins are not permissible. If a write-
in won the election, then the results could b e legally overturned.
