Minutes of the April 12th meeting 2. Revised Special Election Calendar reflecting the correct dates for the ordinance calling for the special election. 3. Copy of memorandum sent to the City Manager relative to the Commission's decisions regarding the election. I trust the City Manager will share this information with Council. The calendar which is attached to the memo to the City Manager is devoid of the miscellaneous duties of the Clerk's office, but I have left that information on the revised calendar for your information. 4. Excerpt from Council Bill No . 14 showing the form of the Ballot Question for the Franchise Question. ENGLEWOOD ELECTION COMMISSION APRIL 12, 1988 ERNIE ANDERSON LIBRARY CONFERENCE ROOM The Englewood Election Commission met in special session on April 12, 1988. Chairman Nilsen called the meeting to order at 4:45 p.m. Present: Bull, Kollath, Nilsen, Crow Absent: Watson Also present: Ellis, Deputy City Clerk * * * * * The Election Commission discussed the City Clerk's recommendation to establish four centrally located polling places for the Special Franchise Election, June 21, 1988. Discussion ensued regarding expected voter turn-out; securing ?Ufficient judges to man 16 polling sights; and transportation problems. City Clerk Crow responded to questions regarding polling places for the School Bond Election, May 3, 1988. She explained that the School District is comprised of five precincts, with different boundaries than the City or the County so it would be impossible to use the same polling places . Member Bull stated that he felt that if we designated one polling place per District it would not alter the results of the election. MEMBER BULL MOVED, SECONDED BY CITY CLERK CROW, TO APPROVE FOUR CENTRALLY LOCATED POLLING PLACES FOR THE SPECIAL FRANCHISE ELECTION, JUNE 21, 1988, AS FOLLOWS: DISTRICT I DISTRICT II DISTRICT III DISTRICT IV Ayes: Nays: Absent: Chairman Nilsen stated Motion carried. MALLEY CENTER, 3380 SOUTH LINCOLN STREET KAISER PERMANENTE, 2955 SOUTH BROADWAY ENGLEWOOD SCHOOL ADMINISTRATION BUILDING, 4101 SOUTH BANNOCK SINCLAIR MIDDLE SCHOOL, 300 WEST CHENANGO. Bull, Crow Kol lath Watson that she chose to vote only in the event of a tie. The Commission discussed at length the various methods that could be utilized in order to inform the citizens of the polling places. They agreed that hand distribution or selective mailings created too many problems. Member Bull requested that we post the other established polling places indicating where the various City Precincts should vote. The Commission requested that the City Clerk check into the possibility of Public Service including an insert with their billing. The following suggestions were accepted: 1. Half page ad in the Sentinel (bordered) 2. Article in the Sentinel 3. Articles in the May and June issues of the Citizen 4. Post notice at Malley Center, Orchard Place, Swedish Corona, etc. Englewood Election Commission April 12, 1988 Page 2 City Clerk Crow informed the Commission that the introduction of Council Bill for Ordinance calling for Special Election has been changed from May 2, 1988 to April 18, 1988. The calendar will be revised and sent to the Commission members. * * * * * Chairman Nilsen suggested that the Commission elect a new chairman. The members convinced Chairman Nilsen to retain her position for the duration of her term. CITY CLERK CROW MOVED, MEMBER KOLLATH SECONDED, TO RE-ELECT HAZEL NILSEN AS CHAIRMAN, TO CONTINUE UNTIL FEBRUARY 1, 1989. Ayes: Bull, Kollath, Crow Nays: None Abstain: Nilsen Absent: Watson Motion carried. * * * * * A copy of the Election Commission Attendance Report for the first quarter 1988 _ was handed out. * * * * * The Commission questioned the wording of the ballot question. Crow, City Clerk DATE: April 13, 1988 SUBJECT: SPECIAL FRANCHISE ELECTION -JUNE 21, 1988 The Election Commission met on April 12, 1988, and approved the Special Election Calendar, copy of which is attached for your review and Council's information . The Commission also approved by motion a recommendation presented by the City Clerk to establish four centrally located polling places for the Special Election. The polling places selected are: District I District II District III District IV Malley Center, 3380 South Lincoln Street Kaiser Permanente, 2955 South Broadway Englewood School Administration Building, 4101 South Bannock Street Sinclair Middle School, 300 West Chenango Attached is a District map with the polling places marked. The Commission's decision was based on various factors, such as an expected low voter turn-out as well as difficulty in securing a sufficient number of judges to man 16 polling places during the month of June, right after school is out. The members were also agreed that limiting the polling places to four would not alter the results of the election. The Commission did request that special effort be made by the City's Public Relations Specialist to inform the citizens of this decision both in the Englewood Sentinel and The Citizen. They request that articles be inserted in both the May and June issues of The Citizen, and they have instructed that a half page ad be placed in the Sentinel in an attempt to better inform the citizens of the polling places which will be used on June 21. The cost of the advertisement would be included with other election expenses which are to be . paid by Public Service Company. cc: Election Commission Members Rick DeWitt, City Attorney Peter H.
