Present: Absent: Also present: Watson, Nilsen, Crow Kollath, Bull Ellis, Deputy City Clerk * * * * * City Clerk Crow answered questions concerning the March 1, 1988 Career Service Board Election. She explained that the election will be held to elect one member to the Career Service Board due to the expiration of Catherine M. Pokraka's term of office on March 15, 1988. Ms. Crow stated that the office is to be filled by a vote of the full-time, permanent, classified employees. There will be five polling places, using paper ballots. Ms. Crow explained that the Career Service Board is comprised of five voting members: -two members appointed by Council -two members elected by the employees -one member selected by the other four members to serve as Chairman. The members serve staggered four-year terms. A City of Englewood employee cannot serve on this committee. Ms. Crow noted that any citizen acquiring 25 qualified employee signatures on a nomination petition is eligible to run. Chairman Nilsen questioned the procedure that would be used to notify the employees of the election. Ms. Crow agreed to ask Dorothy Dalquist to publish a notice in the Sentinel and the Citizen if possible. Member Watson expressed concern that the qualifications for signing petitions were too restrictive. Ms. Crow stated that any citizen interested in running, could possibly contact any of the three Employees Association for some help in obtaining the required signatures. Discussion ensued regarding the announcement of the election which will be distributed to the employees. It was agreed to change the letter to more clearly state the qualifications for office. The announcement would be distributed through the departments for posting for all employees. The Nomination Petitions were discussed. It was agreed that the petition should provide a clear and concise definition of the employees who are eligible to sign. The proposed election schedule was reviewed. WATSON MOVED, Ayes: Nays: Absent: The motion was SECONDED BY CROW, TO APPROVE THE ELECTION CALENDAR. Watson, Nilsen, Crow None Kollath, Bull approved. * * * * * Ms. Crow provided the Commission with information she had gathered concerning the polling places, as they had requested. Discussion ensued. The members agreed that whenever possible we should try to conform to the same polling place the County uses. The members directed Ms. Crow to prepare a resolution requesting that the following changes be approved: Precinct 2 Bishop Elementary School 3100 South Elati Street Precinct 4 Malley Center 3380 South Lincoln Street Precinct 5 Kaiser Permanente 2955 South Broadway Precinct 10 Englewood School Administration Building 4101 South Bannock Precinct 12 All Souls School 4951 South Pennsylvania WATSON MOVED, SECONDED BY CROW, TO PRESENT THE RESOLUTION CHANGING THE POLLING PLACES TO CITY COUNCIL FOR CONSIDERATION AND APPROVAL. Ayes: Watson, Nilsen, Crow Nays: None Absent: Kollath, Bull The motion was approved. * * * * * The next meeting of the Election Commission will be held on Wednesday, February 17, 1988, at 4:00 p.m., in Library Conference Room 2. * * * * * Discussion ensued regarding the policy governing write-in votes. Ms. Crow stated that City Attorney DeWitt had expressed concern about changing the write-in vote procedure. The matter was tabled pending additional information. * * * * * WATSON MOVED, SECONDED BY CROW TO ADJOURN .
