Present: Absent: Also present: Bull, Kollath, Wilson, Crow Walters Ellis, Deputy City Clerk * * * * * City Clerk Crow advised the Commission of the current list of council candidates; the deadline for filing petitions is October 6, 1989 at 5:00 p.m. Ms. Crow explained the procedure the City Clerk's office will follow in order to validate the petitions. Discussion ensued regarding the polling places and number of voting machines to be used. MEMBER BULL MOVED, MEMBER WILSON SECONDED, TO PROVIDE TWO MACHINES AT PRECINCTS 5, 6 AND 15; ONE MACHINE FOR ALL OTHER PRECINCTS. Ayes: Nays: Abstain: Absent: Motion carried. Bull, Kollath, Wilson, Crow None None Walters The Commission members reviewed the list of prospective judges. Discussion ensued regarding the new machines and the procedure to be followed in selecting the judges. Ms. Crow noted that it may be necessary to pull judges from various precincts to work; if so, they would be advised to vote absentee. The alternate judges who attend the workshop will be paid $10.00, regular judges $50.00, and head judges $55.00. MEMBER WILSON MOVED, MEMBER BULL SECONDED, TO ACCEPT LIST OF JUDGES AND ALTERNATE JUDGES. Ayes: Nays: Abstain: Absent: Motion carried. Bull, Kollath, Wilson, Crow None None Walters City Clerk Crow advised the Commission of the judges workshops to be held November 2 and 3, 1989. The County will provide one machine and personnel to demonstrate proper procedures. Ms. Crow offered an explanation of Charter Amendment No. 3 regarding Franchises. She noted the State Constitution allows Franchises to be approved I • by ordinance and the City Council is trying to bring the Charter into compliance. Redistricting was discussed and it was determined that the Election Commission was acting in an advisory capacity when this was done in 1986. Discussion ensued regarding the Englewood Police Benefit Association lawsuit. The Commission noted they were never consulted as to whether the election should be combined . Discussion ensued as to what the status of the Election Commission is and whether they exist as an independent body. Lengthy discussion ensued regarding the best way to conduct the Election, providing for separation of the wage questions from the rest of the Municipal Election Ba 11 ot. The Commission unanimously agreed they were in favor of a separate paper ballot for the employee wage question, but questioned whether or not this was within their province. Ms. Crow agreed to find out if City Council would speak with them at their next study session. The members agreed to discuss with City Council the suggestion of using voting machines for the Regular Election and paper ballots for the Special Election, as well as their concerns that the EPBA ballot question was too long and would be confusing.
