Summary of Decisions
On February 20, 1992, a meeting was called of the Englewood Election
Commission for the purpose of certifying the candidacy of William G. Belt as a
continuing member of the Career Service Board. Those members present at the
meeting were Llomar Warren and Patricia Crow, City Clerk. As a quorum was not
present, the meeting was not called to order.
On February 20 and 21, 1992, the City Clerk met individually with each member
and unanimous approval was given to the following items:
1. William G. Belt certified as qualified candidate.
2. Ba 11 ot format approved.
3. Privacy envelope procedure for election approved.
4. Member Warren to assist City Clerk in counting votes on March 9
at 9:30 a.m.
The members were informed that Council had appointed a new member to the
Commission -Rene Mulnix, 3280 South Galapago Street. Miss Mulnix's schedule
may require future Election Commission meetings to be held on Wednesdays.

The meeting was called to order at 5 :03 p .m . by Chairman Lay .

Review of Redistricting Options

The parameters of redistricting were explained by Member Crow with regard to population and registered
voters:
-population within each district should not vary more than 5% from the total population of the
jurisdiction divided by the number of districts . (CASE LAW)
-variances in number of registered voters shall not be greater than fifteen percent between the
district with the highest number of registered voters and the district with the lowest number of
registered voters . (CITY CHARTER)
City Clerk Crow presented four redistricting options for the Commission's review . She noted that she and
Financial Services Director Hayes had worked on the formulation of the options , and only recently, on
November 10 , 1992, had found one which meets all necessary criteria.
Chairman Lay questioned the weight the Commission's recommendation will carry with Council. Ms .
Crow stated that Council is not bound by the Commission's recommendation; however, she believed the
recommendation will be given due consideration .
The Commission reviewed each option in detail. Discussion ensued regarding the pros and cons of each
option, compliance to aforementioned criteria, and time-frame for adoption of the redistricting.
COMMISSION MEMBER WARREN MOVED, AND COMMISSION MEMBER WILSON
SECONDED, TO SUBMIT THE FOUR OPTIONS TO CITY COUNCIL WITH A STRONG
RECOMMENDATION TO ACCEPT OPTION NO. 1 WHICH MEETS CRITERIA OF
POPULATION AND REGISTERED VOTERS.

December 22, 1992
A telephone poll was conducted December 22, 1992 by the Deputy City Clerk for
approval of the Minutes of the Election Commission Meeting November 12 , 1992.
