The meeting was called to order at 5:03 p .m. by Chainnan Lay.

The parameters of redistricting were explained by Member Crow with regard to population and registered
voters:
-population within each district should not vary more than 5% from the total population of the
jurisdiction divided by the number of districts . (CASE LAW)
-variances in number of registered voters shall not be greater than fifteen percent between the
district with the highest number of registered voters and the district with the lowest number of
registered voters . (CITY CHARTER)
City Clerk Crow presented four redistricting options for the Commission's review . She noted that she and
Financial Services Director Hayes had worked on the fonnulation of the options, and only recently , on
November 10, 1992 , had found one which meets all necessary criteria.
Chairman Lay questioned the weight the Commission's recommendation will carry with Council. Ms.
Crow stated that Council is not bound by the Commission's recommendation ; however, she believed the
recommendation will be given due consideration.
The Commission reviewed each option in detail. Discussion ensued regarding the pros and cons of each
option, compliance to aforementioned criteria, and time-frame for adoption of the redistricting.
COMMISSION MEMBER WARREN MOVED, AND COMMISSION MEMBER WILSON
SECONDED, TO SUBMIT THE FOUR OPTIONS TO CITY COUNCIL WITH A STRONG
RECOMMENDATION TO ACCEPT OPTION NO. 1 WIDCH MEETS CRITERIA OF
POPULATION AND REGISTERED VOTERS.
